Interstate Highway System. A Bill has been introduced which would amend the 1976 Federal Highway Act . Mayor Hyder stated that he would give the support of-Jefferson-City. M t Mayor Hyder stated that he had received a communication from the birector Department of the Army in regard to the filling of the riverfront . ; of They cannot dredge from the river this year but hope that it can i;Public be done next year. He referred the communication to the Director (Works . of Public Works . - _ - _ - _ _ _ - Mayor Hyder informed the Council that Letters had been sent to Department Heads , requesting their needs for Revenue Sharing Funds for the coming year. The Council will decide at the next meeting, ;Revenue since the Revenue Sharing Committee is being bypassed this year, ('Sharing. with Department Heads to support their requests . Also present: Mr. Seth Evans and Mr. � Dick Micksell of The Architects Alliance Inc. , Fire Chief V. mire Willmeno and Assistant Chief Gene Austeel. 'Committee Mr. Evans and Mr. Micksell made presentation of the design Report. development documents for Jefferson City's proposed Fire Station No. 1. Councilman Hager moved that the Fire Committee recommend to City Council approval of the design development documents as submitted. Second, Councilman Gordon. Motion carried. Motion passed. - - Mayor Hyder informed the Council that the President of the Chamber 'Special of Commerce had requested that he call an emergency Council meeting 'Council in regard to an industry locating in Jefferson City. He was then Meeting. informed that someone had notified the news media about the meeting (? and was requested by the President of the Chamber of Commerce to cancel the meeting, which he did. He stated that the meeting did not violate the sunshine law and he also recognized the rules of the. Council which calls for a twenty-four hour notice. In the future, �{ if appropriate, he will notify news media of special meetings . - - - - - - - - - - The following report of the Planning and Zoning Commission was presented to the Council.: j�. The Jefferson City Planning & Zoning Commission regular meeting was �� held on Thursday, May 8, 1975, in the Boar] Room of the Chamber of Commerce to consider the following rezoning requests: ';Planning 1. The Commission approved a request from N. H. Scheppers !I and Distributing Co. , Inc. , to rezone 6.62 acres on the west �Zoning side of Southridge Drive, known as the Schubert Property, Commission from RS-2 to C-2 General Commercial District, for the !!Report. purpose of relocating the Distributing Co. and the Al Scheppers Motor Co. to this location, this land adjoins a II tract owned by Lee Neutzler near Ellis Blvd. and Southwest. 2. The Commission approved a request from David Goller, Attorney for the Executive Board of the Missouri Baptist Convention, to rezone the entire tract owned by the Baptist Convention, located on Christy Drive, from RS-2 to C-2 General Commercial Dist. The front 400 ' of said property is presently zoned C-2. i 3. The Commission held further discussion on the report I from special committee appointed to study Planning and Zoning Commission procedures and policies ; 4. The Commission postponed the annual election of the Commission Officers until the next meeting. 5. The Commission approved the resolution of the Planning and Zoning Commission approving the land use plan as set forth in the combined City - County Community development application for the Attention Center - East Miller Street Community Development Project. Council.__Meeting,_ May .19,_..1.925.......____ The following report of the Parking and Traffic Commission was presented to the Council : :,'The Parking and Traffic Commission meeting was held May 9, 19759 7:45 A.M. , with all members present except James Whaley with an 'excused absence. The Commission made the following recommendations: 1) Re-affirmed their previous recommendation of "No Parking" Ij on the south side of Moreland Avenue for a distance of I; 325 feet starting at a point 470 feet from the east curb of Moreau Drive. Parking,12) Recommended a "No Parking" zone be established at ,I and 211 East Ashley, ( Traffic;1) Denied request to block alleyway between Monroe and 1 Commission ; Madison at Walz Warehouse. Report. : 4) Recommended parking be prohibited on south side of i West McCarty at Jefferson Street for a distance of 200 feet and on the west side of Jefferson for a distance of 100 feet from West McCarty. ''5) Recommended that the intersection of Algoa Road and Tomahawk Drive be realigned and require a STOP on Ej Algoa Road before entering Tomahawk Drive. i6) Recommended a YIELD sign be installed on North Circle I before entering East Circle. << 7) Recommended that present "No Parking" restriction be 4! j; repealed on the west side of the 400 block of Washington Street. 18) Recommended that "No Through Truck Traffic" be permitted on Brooks Street from McCarty to Industrial Drive. �19) Recommended "Two-hour Parking" on the west side of the 800 block of Jefferson Street. The following report of the Parking Authority was presented to the ;Council: :'The Parking Authority met at 7 : 30 A.M. , Tuesday, May 13, 1975, with " ,:Ralph Hammond absent. we. 1 . The Authorityy approved the cost of four lots from the ,;Housing Authority. Tt�a total cost to be $176,000.00 i j' The cost of each lot and location: Lot 1, $70,200.00 south 1,11of the Jefferson Building. Lot 2 $32,300.00 directly behind the j ;'Parking Garage. Lot 3 $34,000.06, 200 Monroe St. , across from the ' Court House. Lot 17, 40,000.00, next to the Missouri Power & Light , Company. Parking ! 2. On a motion by Thomas , a new roof and doors would be Authority installed for the building on Lot 17. This would provide additional, Report. storage area at a minimum cost to the Authority. Rackers seconded Ir 'the motion. 3. On a motion by Rackers, since all bids were under the estimated value of the 86 sweeper, the Supervisor would check with the Tennant Company and get their opinion as to the general , condition of the sweeper. j 4. On a motion by Schulte, the alternate bid for a new Parking Authority office on the second level of the Garage, be approved. Thomas seconded the motion. 5. After a discussion of salary and hours to be worked, Dale Fitzsimmons request to work part-time after June 1, 1975, was approved. Salary to be $210.00 per month. He is presently working full-time at the City Parking Garage. 6. Roger Verslues, Engineering Consultant for the constructio l of the additional level, told the Authority that construction shoul ; start by the end of June 1975, and be completed 90 to 100 days. Storage of steel will probably require the removal of some �'or all of the cars on the Lot directly behind the Garage. II Color selection for the interior and exterior will be Itcoordinated with the Public Works Director. 11 7 . Verslues also requested the Authority to consider repair work to the present Garage structure. The floors are in poor =condition and the steel structure needs sandblasting. The repair work should be started upon completion of the , additional level. 333. ......_.Regular.-Council Meeting.--May 19o--.19,75., 8. An increase in the hourly rate charged for parking in the I City Parking Garage was discussed. Thomas suggesting an increase to .15 per hour. The present rate is . 15 the first hour and .10 thereafter. Members agreed that an increase would be necessary, but only after the additional level had been completed. Councilman Borgmeyer moved that Item No. 8 be deleted. The motion was seconded by Councilman Ortmeyer. Motion passed. Councilman Ortmeyer moved that the report, asamended, be filed. Motion passed. Mayor's Mayor Hyder requested that he be allowed to obtain bids on rug, Office. paneling and draperies for the Mayor's Office. Councilman Borgmeyer moved that the request be referred to the Buildings and Grounds Committee. Motion passed. Mayor Hyder requested that a select group of people be furnished shells by the City for the elimination of pigeons, only in the Pigeons bridge area.
