'Councilman Barry moved that we accept the bid of Naught, Naught & , Jones Agency, Inc. . , for $ 284.00, the lowest bid. The bid was i # accepted by the following vote: ;. Councilmen voting Aye: Barry, Borgmeyer, Brant, Gordon, Hager, Manes , McDowell , Ortmeyer, Whitecotton and }i Wildhaber. Councilmen voting Nay: None. The following bids were received for 10,000 Uniform Traffic {Opening Tickets for use by the Police Department: ij of 'Bids . Commercial Printing Company - - - - - - - - $ 900 .00 l Kelly Press , Inc. , - - - - - - - - - - - - 773 .90 I, Counci.lman Whitecotton moved that we accept the lowest bid, that ` of Kelly Press, Inc. , seconded by Councilman Ortmeyer. The bid I #1 was accepted by the following vote: #I Councilmen voting; Aye: Barry, Borgmeyer, Brant , Gordon, Mager, Manes , McDowell , Ortmeyer, Whitecotton and Wildhaber. Councilmen voting Nay: None. „ - - - - - - - - - - - Councilman Ortmeyer presented a petition from residents of North and South Lincoln Streets , requesting; that the present s eed limit f lof thirty miles per hour be reduced to twenty miles per our. Parking I: Melinda Barnard, 205 North Lincoln, and Dale Hudspeth, I and 213 North Lincoln, both spoke in favor of reducing the speed limit !Traffic and explained why they wished it done, particularly on account of .-Commission. traffic in and out of the Park, Councilman Wildhaber moved that the petition be referred to i the Parking and Traffic Commission, that a public hearing be held ;! thereon, and the interested parties be advised so they could appear before the Commission. Motion carried. + - Mr. Bill McMillen, Holt Summit, Missouri, appeared and explained �! ccounts group insurance which could be made available for City employees . Claims and The City would pay no part of the premium but it would be a IlPersonnel Payroll Deduction plan. Motion passed. �) - Mayor Hyder read the request from the Chamber of Commerce for I payment of $15,000 to replace Christmas Decorations, and the Christmas Chamber would maintain the decorations . ('Lights Mark Cordell explained the request, stating the present �! decorations were approximately fifteen years old and were worn out. ;; They should be ordered within sixty days in order to have them for this Christmas time. He suggested the Council meet with represen- tatives of the Fire Department, Missouri Power and Light Company if and other organizations who assist in the lighting, Councilman Hager moved that the matter be referred to the (I Finance Committee. Ross, President of !Attention the local branch of the NAACP, regarding the possible location of ( Center. the Juvenile Attention Center in the 700 block of East Miller Street' - - - - - - - - - - - - 338, Regular..Council Meeting, June 2, 1975. Councilman Whitecotton, Chairman of the Street Committee, presented! the following report: ( The Street Committee met in the Council Chamber at 7:00 P.M. , JJune 2nd, 1975. Members present were Barry, Borgmeyer, Wildhaber and Whitecotton. Mr. Rackers , Director of Public Works , was also I! present. i After a brief discussion of the bids on the five City owned iLots offered for sale to the highest bidder, and on motion of Mr. Borgmeyer, seconded by Mr. Wildhaber, the Committee accepted } the bid of $600.00 on Lot Number 302 offered by Mrs . Mary Baldwin, i 111709 California Street, the adjoining property owner; and the bid , ; of $625.00 each for the other four Lots on California Street, !� 11offered by Betty Cooper, 1809 Notre Dame, making a total of 1 x $3,100.00 for the five lots. Street 11 Following a prior discussion, Mr. Rackers informed the members Committee' ,, of the Street Committee, in a communication of May 29, of the provi Report. ;, sions of Section 88.507, R.S.Mo. , relating to bridges, culverts and , !; foot walks across streets and alleys , and of the opinion of the I ;, City Attorney that the City could participate in the cost of such !i ; structures . He also suggested that a policy be formulated and il , adopted relating to the City participating in the costs of such ; structures as bridges and culverts on through streets or collector �Itype streets crossing creeks or drainage ditches in subdivisions '1or other constructions within the City. { Mr. Borgmeyer moved that where the Director of Public Works determines that a proper drainage requires a culvert in excess of 116 foot X 6 foot. (36 sq.ft.opening) on a through or connector type �istreet, the City would participate in the costs of construction in lexcess of the basic costs of the 6 X 6 or 36 sq. ft. opening. Motion seconded by Mr. Barry. Motion prevailed. • Mr. Rackers reported on a petition from residents in the ! Geneva Street area, relating to a slide on a creek bank that was blocking the creek channel that was referred to the Public Works Department by the Street Committee for study and recommendations . i iAfter a discussion on the City's responsibility and/or its liabili ., Mr. Barry moved that the Public Works Department remove the block- II ! age only after obtaining access authority in writing from each (` property owner, together with a release of any City responsibility ,, for meuer� bMotion slide prevailad�ion thereafter. A request for the resurfacing of a 1/2 block long alley at l the west end of the Remley Building on McCarty Street, and between 11 IMcCarty Street and the east-west all©y between High and McCarty ((I Streets. The Chair is to determine whether the abutting property I owners would prefer to pay for the material for the resurfacing or the vacating of the alley by the City. A request that the City resurface the 500 block of the east + west alley between Capitol Avenue and High Street. The area north h I of the Medical Arts Building has been overlaid and the area south !1 of the rear of the lots fronting on Capitol Avenue have also been overlaid, all of which is now used for off street parkin b residents and state employees with an increase in the traffic ; through the alley. The 500 block now being the only portion of the alley that is not hard surfaced. The request was taken under advisement by the Director of Public Works. The complaint of curb damage and the crushing of a grating cover in the 1500 block of Ridgewood Street during the overlay work in that area is to be checked by Mr. Rackers . Councilman Whitecotton, Chairman of the Police Committee stated Committeelthat the Committee was working on the matter of Peddlers Licenses, Report.1would meet again on the matter and make recommendations. Tanner Bridge Road from Ellis Boulevard to Monroe Street, in the i City of Jefferson, Missouri, for the improvement of said roadway." �! Read first and second time by title and ordered distributed to members of the Council. Bill No. 19, introduced by Councilman Barry, entitled; Bill 19. "An Ordinance of the City of Jefferson, Missouri, adopting Rules ersonnel and Regulations setting forth the principles and procedures which rogram, will be followed in the administration of its personnel program." Councilman Barry moved that the Bill be read the third time and placed on final passage. Councilman Whitecotton spoke against the Bill. Councilman Wildhaber moved that the Bill be tabled at this time and motion seconded by Whitecotton, but said motion defeated by the following vote: Councilmen voting Aye: Borgmeyer, McDowell, Whitecotton and Wildhaber. Councilmen voting Nay: Barry, Brant, Gordon, Hager, Manes and Ortmeyer. Councilman Barry then renewed his motion, the Bill was read the third time by title and placed on final passage and was passed by the following vote as Ordinance No. 8736: Councilmen voting Aye: Barry, Brant, Gordon, Hager, Manes and Ortmeyer. Councilmen voting Nay: Borgmeyer, McDowell, Whitecotton and Wildhaber. Councilman Hager referred the matter of water drainage at Street 311 Manilla Street to the Street Committee. Committee Councilman Hager referred the matter of surface water at 1506 Ridgewood to the Street Committee. Councilman Manes referred the matter of water drainage at 415 Belair to the Street Committee. Mayor Hyder read requests and discussed the matter of Revenue Revenue Sharing Funds for the various Departments . No action was taken Sharing but the matter will be discussed further at a later date, Funds. w r _ _ _ _ - .. w r Councilman Hager moved that the Council adjourn, under the rules. Motion passed.
