Business. Councilman Wildhaber moved that the vote of Bill No. 24 be
reconsidered. The motion was seconded by Councilman Ortmeyer. Them

Eugene Horton, 1410 Moreland, presented the following for the
, proponents of the Bill:
In September, 1974, ninety (90) residents of Moreland, Rehagen
Eminence, and Landsdowne signed a petition and presented it to
Fifth Ward Councilman James Barry. It called attention to a safety
hazard for both pedestrians and automobiles on Moreland Avenue
caused by the combination of a blind curve and congested parking on
both sides of the street. Six months later, in March, 1975, the !'
petition was brought before the Parking and Traffic Committee, whe
about fifty (50) residents attended. It would be fair to say that
the overwhelming opinion at the Parking and Traffic Committee `
; Meeting was favorable to a no-parking zone on at least one side of {�
Moreland Avenue along the area in question.
The Parking and Traffic Committee brought the Moreland Avenue
. no-parking proposal before the City Council on behalf of a large
majority of the affected residents who expressed their concerns j
. over this safety hazard. If the newspaper account of the July 7,
1975, Council Meeting is accurate then you were not presented with!!
. all the facts . We are here tonight to express our concern for this"
safety hazard. Surely the collected driving experience of over j
ninety (90) residents , who use the area in question each day,
, supports the need for action.
We understand an argument was presented that the congested
parking on both sides of Moreland Avenue reduces the speed of
automobiles. In our collective judgment, we cannot understand how
congested parking could solve a speeding problem; it may compound j
the traffic hazards , but it certainly does not diminish them. '
Also, we understand three or four Moreland residents living in
the area in question complained that no-parking would inconveniencet�
them. Yes , there will be some inconvenience, but the combined
; safety benefits of over ninety (90) residents is well worth the
minor inconvenience of three or four.
Our purpose for being here tonight is to ask you to reconsider]
your decision of July 7. We apologize for not being present at the
;; July 7 meeting; it was our understanding that the matter was simply
a formality, given the circumstances just described to you.

Lt. Duncan, Jefferson City Police Department, reported that
'this Department had conducted speed checks . Of 38 eastbound
vehicles , 23 were in excess of 31 M.P.H. There have been six
( accidents in the last five years , with no injuries . The traffic
!, count was 700 vehicles in a twenty-four hour period.
John Skain, 1320 Moreland, appeared in opposition and again !
requested that the Council vote against Bill 24 since he felt that
; the street would become a racetrack if parking was eliminated on
one side.
Mrs . Ernest Sjoblom, 1307 Moreland, appeared in opposition, j
land stated that they would have no place to park, if parking were
removed, since in the older area, one driveway serves two homes.

;feet starting at a point 470 feet from the east curb of Moreau

j!Sam Cook, Vice Chairman of the Environmental Quality Commission, Environmental
;appeared on behalf of the Commission, in regard to their Pilot Quality
`;Project, which would be landscaping and a walkway on parking lot on Commission.
`�Jefferson Street and an area from Lafayette Street , north of Whitton
;Expressway to High Street. The project is to be funded by the
!.Housing Authority, in the amount of $60 ,000. The Commission has
;!recommended that the firm of Skidmore, Owings & Merrill be employed
;for the preparation of design and working drawings and presented
(}copies of the draft ordinance for Council to pass at next meeting.
The project must be under contract and construction prior to the end
11of the year to obtain the funds . - - - - -111A petition was presented to the Council from residents opposing the Bill 35.
rezoning of land on Route 179 from RS-1 to M-1 . Rezoning of

: Bartholomew recommended this area for industry.

Report
The Police Department Committee met in the Chief's Office at Police!
Headquarters, 7: 30 P.M. , Wednesday, July 9, 1975 . Present were
., members McDowell, Gordon, Wildhaber and Whitecotton. Also present
were Chief Patton and Mr. Virgil Wells , co-owner of the Yellow Cab i�
Company.
Mr. Wells appearance was in support of his request for an
increase in cab fare from the present 70-50 formula to an 80-60
formula which is interpreted as 80 cents for the first quarter mile,
and 60 cents for each additional mile prorated to 1/6 mile.
After a discussion relating to the present cost of motor
vehicles, gasoline and vehicle maintenance, the Committee adopted
a motion by Miss McDowell, seconded by Mr. Gordon, approving the h
fare increase as requested.
On motion of Mr. Wildhaber, seconded by Miss McDowell, the jj
. Committee approved an increase in the salary of Jake Lepper, Police]
Department Headquarters Custodian, from the present $400.00 per
month to $425.00, as was agreed upon at the time of the employment
of the custodian.
Chief Patton set a tentative date of July 30 for the appear- !�
ance of a Company representative to demonstrate a Noise Detector
device for the benefit of the Police Judge, City Attorney, Members
of the Police Department Committee, and other interested persons.
Several budgetary items were discussed with no action taken.
There being no further business the Committee was adjourned. i

J7:45 A.M. , with all members present except Councilman Hager and
: Reel Amos. Ed Rackers absent with excused absence. Sgt. James
Late, Police Department, and Jack Kramer, Department of Public
? Works, were also in attendance.
' The Commission made the following recommendations :
l) That parking be removed on the west side of Monroe Street
Parking north of Woodlawn for an additional 40 feet. II
and 2) Denied request for Caution Sign at intersection of
Traffic Cardinal and EastDunklin Street.
Commission 3) Denied request to make Jackson Street, south of Dunklin,

4 Denied request to lower speed limit on Lincoln Street.

! Councilman Whitecotton moved that the report be filed, with the

IThe following report of the Parking Authority was presented to the
jCouncil:
Me Parking Authority met at 7: 30 A.M. , on Thursday, July 10, 1975,
with all members present .
1 The Authority approved a lease of 30 parking spaces to the
Missouri Chamber of Commerce for a five year period, at a rate of
$7.00 per month. The rate to be negotiable on the anniversary date ,
each year. The lease to start July 1, 1975. 'Parking
12. A motion was made, seconded and passed, to accept a bid of Authority
!1 $4,250.00 from the Sterling Excavation and Erection Co. , for Report.
! demolition of the building on 603 and 605 Jefferson Street .
13. The Balance Sheet and Income Statement for the parking lots
land parking garage were discussed, with the conclusion that the
hourly rates at the parking garage will have to be increased in the ,;
near future.
14. The Authority approved the Parking and Traffic Commission's
. recommendation of two hour meters to be installed on 400 Jefferson
Street.
5. A motion was made to set a rate of $6 .00 per month on a lot
directly behind the old library, on 200 Adams Street.
6. A motion was made, seconded and passed, to meter the top five
spaces on both sides of Lot No. 13 in the 300 block of E. High
Street. This would increase short term parking in the area of the
library.
7. A motion was made, seconded and passed, to set a rate of $8.00 �
ger month for the addition to Lot 13.
o The Authority approved the purchase of Lot 11, $8,800. , and
Lot 12, $32,000. , from the Housing Authority. The location of the
ilots, 300 Monroe Street.
9. On the recommendation of Rackers, the building on Lot 17 will
1' be repaired for storage.
110 . A motion was made to change the rate on 300 E. Capitol from
I5 cents per hour to 10 cents per hour. The motion was seconded.
ll. After considerable discussion on the practice of voiding
1, overtime parking tickets , a motion was made by Riley, seconded by
Borgmeyer, to draw up an ordinance which would require recording
of the name of the person whose ticket iB voided, the person
the ticket to be voided, and the reason.
