( David Goller, Attorney, appeared on behalf of Mr. and Mrs . Fred Paving,
I' Gassman, in regard to the inability of the Director of Public Works of
to pave Magnolia Street . He maintained that the Subdivision Magnolia
Ordinance should be enforced, which requires developers to pave Street .
streets in subdivisions . He requested that the Council instruct
the Director of Public Works to give Mr. Nelson, owner of the sub-
division, ten days in which to comply. The Director of Public
Works informed Mr. Geller that the subdivision in question was
recorded before present ordinance was adopted, therefore it would
not apply to this particular subdivision.

Councilman Wildhaber moved that the petition be referred to

'The Street Committee met in the Council Chamber at 7:00 P.M, Report
i 4 , 1975. Present were members Borgmeyer, Gordon, *iiAhaber
and Whitecotton. Mr. Rackers was also present.
After a discussion on the petition for the creation of a Sewer .j
JDistrict in the Buena Vista - Katherine Street area, the Committee
Iladopted a motion by Mr. Borgmeyer, seconded by Mr. Wildhaber,
directing the Director of Public Works to contact Mr. Herron of the '!
Housing Authority to determine if this project could, due to the
Nconditions existing in this area, be handled at no cost to the City !
through the HUD Agency.
On motion of Mr. Wildhaber, seconded by Mr. Gordon, the
- Committee approved the acceptance of the six hundred ($600 .00)
dollar offer made by June McCracken for one-half of a City owned
lot located at the Corner of Ellis Boulevard and Hough Park Street. !!

iConu►ittee adopted a policy of the application of the charge of fiver

guttering, etc. , to only the longer of the two sides where street

Report. The Council 's Fire Committee met at 7:00 P.M. , on Monday, July 28,
.,1975, in the Mayor's Office, City Hall Building. Present for this
:meeting were: Councilwoman McDowell, Councilmen Barry, Ortmeyer
land Gordon. Also present: Mr. Seth Evans and Associates, Mr. Billjl
.Barrow, Vice President of Crane & Fleming Testing Laboratories,
`Hannibal, Missouri, Fire Chief V. Willmeno and Assistant Chief Gene
Austeel.
I! Councilman Ortmeyer moved that authorization be given to the
ADT Company for installing automatic alarms in the proposed new
,,'fire station. This is a no cost item to the City. Motion carried
Mr. Evans gave his findings on the proposed fire station site
He stated that nothing solid was found until they had drilled to a
, depth of 55 feet and the soil compared to swamp land.
Three alternatives were suggested by both Mr. Evans and
�Mr. Barrow:
Raft footing - Unsuitable because of 8 inches of settlement
in center of building and 2 inches on one side.
Pre-loading site - This would require a dirt fill to create
stress on the existing land and would take one year to
complete.
"H" Piling - Approximately 137 plies would be driven to
solid rock. Cost - $112)406 .00.
Councilman Barry moved that the entire matter be referred to the
,city s Finance Committee. Motion carried.
Councilman Ortmeyer moved to adjourn.

An explanation of the subsurface exploration and recommenda-
.:tions was given by William A. Barrow and Mr. Evans . After a
:lengthy discussion, a motion was made and passed that aCommittee
.'be formed of Mayor Hyder, Councilmen Wildhaber, Borgmeyer,
JOrtmeyer and Gordon, to report back as soon as possible on possible
::alternate recommendations .

Mayor Hyder reported that Ted Herron, Director of the Housing
"Authority, had come to the rescue of the City by offering land at
., the intersection of Bolivar and High Street for the new fire
:station. Approval has to be granted by the Inspection Bureau.
'( Cost to the City would be $41,000 with the Housing Authority giving,'.
11credit to the City of the $20,000 paid for land at McCarty and
, Adams Streets .
Councilman Wildhaber moved that the matter be referred to the
Fire Committee and requested that the Committee try to bring

The following Resolution was introduced:
RESOLUTION APPROVING MINOR PLAN CHANGE IN THE URBAN RENEWAL PROJECT '
MO.R-45, PROGRESS PROJECT.
WHERE-AS, the original land acquisition plan to provide public
parking contemplated only a partial takinof Parcel 36-5 ; and
WHEREAS, certain other parcels have been removed from land
acquisition, thus reducing the public parking below the planned
number of spaces ; and
WHEREAS, it is deemed essential to, as nearly as possible,
comply with said parking plan; and
WHEREAS, it is now possible to purchase all of Parcel 36-5 nt
. fair market value thus producing a parking lot of more practical
size; and
Resolution WHEREAS, the Housing Authority has approved this change in
Minor Plan Land Use and Land Acquisition Plans as a Minor Change; and
Change - WHEREAS, it is the desire of this Council to rovide adequate ",
Urban public parking with in the Progress Project Mo. R_Y15 Urban Renewal
Renewal Area.
Project Now Therefore Be It Resolved By The City Council of The City
Mo. Of Jefferson, As Follows :
R-45. 1 . The Land Acquisition Plan and Map for the Progress Urban
Renewal Project, Mo. R-45 as amended by the Housing Authority
to include all of Parcel 36-5, is hereby approved.
, 2 . That the Land Use Plan for the Progress Urban Renewal Project,
Mo. R-45 as amended by the Housing Authority to designate all
- of Parcel 36-5, for Public Use is hereby approved.
