Councilmen present: Barry, Borgmeyer, Brant, Gordon, Hager, Manes* Roll McDowell, Whitecotton and Wildhaber. Call Councilmen absent: Ortmeyer, absent with leave. A quorum was declared present. Approval of Minutes The minutes of the meeting of August 18th were approved as received. - - - - - - - - - - 'The following bids were received for the remodeling of the City Collector's Office: Construction - Schell Construction Company $ 29222 .00 On motion of Councilman Hager, seconded by Councilman Barry, the bid was awarded to Schell Construction Company. Motion passed. Carpet - M. C. Rippeto Company $ 810.86 Opening Jefferson City Distributors , Inc. of � Regimental Carpet & 40 oz. pad installed 757.46 Bids; Regimental Carpet rubber backedinstalled 678.26 Labor to remove old carpet 30 .00 Fred F. Bode 98 yards of Mighty Tuff II rubber back installed 756 .16 98 yards of Acknowledgement rubber back installed 956 .00 -Councilman Wildhaber moved that the bids be referred to the BuildinE .,and Grounds Committee, with power to act. Motion was seconded by :Councilman Hager. Motion passed. Boy 'David Becker, Boy Scout, working on-his-communication badge, Scout !attended the Council Meeting with his father, Donald Becker. Mark Cordell , Executive Vice President of the Chamber of Commerce, appeared before the Council in regard to the Christmas Decorations to be placed on utility poles . There are 143 utility poles in the business district to be decorated , but the Committee decided .that Christmas they could got by with 83 the first year. The Committee met with Decorations 'Bond Decorating Firm Minnesota, who could provide 100 decorations , with brackets , for Re $15,000 .00 allowed by the Council and Valley :Decoration Company, California, who could provide 120 units for $15,000.00. The Committee recommended that the City purchase the 'units from the Valley Decoration Company. After some discussion, ,,Councilman Brant moved that the Council accept the Committee's tecommendation . Motion was seconded by Councilman Gordon. Motion passed. Resignation "A letter of resignation was received from Michael P. Riley as a Michael P. member of the Parking and Traffic Commission, effective September 11 Riley :.1975. 'Councilman Borgmeyer moved that the resignation be accepted. Motion , passed. - - - - - - - - - - Appointment �Mayor Hyder submitted the name of Wilben Dill, 1005 Roseridge :!Circle, for approval as a member of the Parking and Traffic Parking Commission. and :!Councilman Borgmeyer moved that the appointment be approved. Commission ; - - - - - - - - - - Mayor Hyder submitted the name of Thomas Beetem, 406 Capitol View AppointmentiDrive, as a member of the Board of Adjustment to fill an existing Board !Ivacancy. of !Councilman Borgmeyer, seconded by Councilman Hager, moved that the Adjustment appointment be approved. Motion A request was received fro p m Omar H Runge, General Services Officer,11 Parking :for the Police Department not to ticket vehicles parked on the nortt ,side of the alley between the alley steps of the Broadway State Broadway'Pffice Building and the parking lot of the Supreme Court to enable State :1workmen to find parking spaces . Councilman Wildhaber, seconded by Councilman Whitecotton, moved that the request be denied. Motion passed. A request was received from Milo H, Walz, Inc. , for permission to join the store located at 710 Madison Street to the proposed Street building at 712 Madison Street, by covering alleyway per plans . Committee The request was referred to the Street Committee, on motion of Councilman Hager. Motion passed. Councilman Gordon, Chairman of the Fire Committee, presented the Fire following report: Committee Report The Council 's Fire Committee met at 9:00 P.M. , on August 18, 1975, at City Hall Building. All members were present. Approval was given to go ahead with Central Missouri Professional Services for core drilling at High and Bolivar Streets ,' and for the City to furnish contour maps for this same site. Councilman Whitecotton, Chairman of the Police Department Committee,;' presented the following report: The Police Department Committee met at Police Headquarters at 7:00 P.M. , Tuesday, August 26, 1975, with all members present . Also ! present were Mr. Dalton, City Attorney, Mr. Farmer, City License M Inspector, and Chief Patton. The Committee reviewed Sections 22-36 through 22-50 of Article IV ITINERANT MERCHANTS & VENDORS, and Sections 22-51 through 22-58 of Article V, PEDDLERS, SOLICITORS, CANVASSERS, ETC. , ; all of which are under CHAPTER 22, LICENSE & BUSINESS REGULATIONS GENERALLY. i It was agreed that strict enforcement of these regulations would eliminate all such activity in Jefferson City including that by CIVIC, EDUCATIONAL, FRATERNAL, RELIGIOUS Organizations and YOUTH' GROUPS. Mr. Dalton and Mr. Farmer informed the Committee that due to the wording in the definition and fee sections it was difficult to determine the category in which to place an applicant or the specific fee to charge. It was apparent therefor that this in many instances necessitated a very liberal interpretation in the appli- -Police cation of the regulations . Department Mr. Dalton stated that with the assistance of Mr. Farmer and !Committee members of the Committee he would attempt a consolidation of the ';Report regulations with some modifications particularly in the Sections ?( covering the application for a permit and license; the fees to be assessed or charged and the possible expansion of the exemption from the payment of a fee, as the only exemption under the present regulations is to a person selling products of the farm or orchard it or other products produced by the seller. j The Committee then took up the Police Department Budget for the fiscal year 1975-1976 with study limited to salaries and the STEP SYSTEM as applied in that Department. (f Following a lengthy discussion the Committee agreed that the system should be advanced to a full step rather than the half step f� now used and that an across the board cost of living increase !i should advance the value of each step but should not be cause for it the employee to move to the next higher step. The advance to a ;I higher step would result only from a merit increase in salary for ! an individual or for a particular group of individuals . ! Street Councilman Whitecotton, Chairman of the Street Committee, reported Committee that his Committee had met prior to the Council Meeting and Report approved the promotion of Charles Redel from Laborer to Leadman. Councilman Whitecotton moved that the report be filed. Motion passed. - - - - - - - - - - The following report of the Parking and Traffic Commission was presented to the Council: The Parking and Traffic Commission met Friday, August 22, 1975, 7:45 A.M. , with all members present . Parking The Commission made the following recommendations : and 1) That the Street Cut Ordinance be amended by increasing the Traffic permit fees to cover the current cost incurred by the City in Commission resurfacing the street cuts , the actual fees to be determined Report. b the Street Committee and City Council. 2) by the request for lower speed limit on Elizabeth Street be denied due to the low traffic volume involved. � 3) That parking be prohibited on the east side of the 1000 block of Oak Street . 1;4) That the request for removal of parking on one side of the 1400 block of East Elm be denied on the basis that if parking is to be prohibited at all, it should be for the entire length, and this in turn would encourage higher speed. Consequently, it was recommended the request be denied. 5) Recommended that the curb be painted yellow on the south side of Thompson Street to improve sight distance onto Southwest Boulevard. All other requests before the Parking and Traffic Commission were � held over for further study. Motion passed. - - - - - - - - - - The following report of the Parking Authority was presented to the Council: The Parking Authority met at 7: 30 A .M. , on Thursday, August 28, 1975, with all members present . 1 . Robert Priddy, Librar Board President, and Miss Athyt - Library Director, told the Authority additional parking is needed in the library area for patrons using the library . Parking Priddy requested the Authority make clear its policy of free Authority parking on lots in the area of the library after 5: 30 and Saturdays Report. and also he requested in the future the Authority turn over an if ientire lot to the library for free parking. The Authority decided to make parking available to the patrons on the lots close to the library after 5: 30 and Saturdays on a tri basis . The Authority told the library officials that they should meet ,! with the Parking and Traffic Commission to get on-street parking Jlimited to two-hours on 100 Adams, 300 Adams, and 400 E. Capitol Avenue. This would eliminate the all day parkers that are I,ipresently using these streets . 11 2. After a discussion on the cost of stairs from the top of lithe new level to the alley ($10,542 .00) Borgmeyer made a motion to delete the stairs from the project. Czarlinsky seconded the motion, 3. A motion was made by Borgmeyer, and seconded by Ortmeyer, 'Ito turn over to City Attorney James Dalton, a bill of $576.53 for a parking lot by the city of Robert Orenstein's . He has 'Irefused to pay the bill. 4. On a motion by Borgmeyer, and seconded by Czarlinsky, the : Authority Will purchase 200 combination locks for 'parking meters Jto prevent theft from meters in high income areas . The cost $10000.00. 5. Lot No. 25, 500 Jefferson Street . A motion was made and ; seconded to set a rate of $5.00 per month for parking. 367. Council. Lot No. 16 , Charles Hartman, from the Housing Authority, 1ldiscussed the problem of a retaining wall falling down, erosion and ! general deterioration of the lot. Hartman said the Housing Author- ; ity has over spent its budget in preparing this lot and others !;would like to turn over this lot as is. The Authority will give ','him an answer in about 2 weeks , after Ed Rackers takes a look at Parking ,,'him lot. Authority 7. On a motion by Thomas , and seconded by Czarlinsky, the Report. +budget for the Parking Authority and the Parking Garage be submitted ;ito the Mayor and City Council. 1 /s/ Robert C.
