Approval The Minutes of the meeting of September 15th were approved as of Minutes received. A Public Hearing was held on repealing Section 7-B (2)a of Ordinance 8508, which reads as follows : "(2) The number of permitted dwelling units for multiple Public dwellings may be increased in the following instances : a Hearing (a) By 20 per cent if architectural plans for the project are reviewed by a city-appointed consulting architect and his recommendations followed with the �I cost of such review paid for by the applicant ." . There was no opposition. , - - - - - - - - - - }} Public A Public Hearing was held on the request to rezone five (5) acres Hearing of land, known as the John Ihler Farm, from RS-1 Single Family to C-2 Commercial. There was no objection. Planning A request was received from-Dr. -and-Mrs . Leon Taylor and Herbert C. 1 and Walz, to rezone property located at 1100, 1102 and 1104 West Main Zoning Street, from RA to RS District. Commission The request was referred to-the-Planning and Zoning Commission. (I Councilman Wildhaber, Chairman of the Finance Committee, presented i the following report: The Finance Committee met September 30th, 7: 00 P.M. , in the Council Chambers . A request by Chief Patton to purchase two speed guns for the Police Department at the lowest bid price of $3,250.00 - $2,000.00 to be paid by State Division of Highway Safety and the balance of !� Finance $1,250.00 to be paid out of the Police budget. Request approved. Committee Getting bids - CMI , Incorporated. 11 Report. . A request of supplementary appropriation for Capital Improve- ment of $135,000.00, to purchase property for the extension of Stadium Drive, was approved. A request from Transit Authority for a su plementary appropria tion from Heavy Equipment Fund was approved - ,942.00. Councilwoman McDowell, Chairperson of the Public Utilities Committee, presented the following report: The Public Utilities Committee met at 7:45 P.M. , October 6th, ;! 1975, with all members present. Motion made and passed to refer the following to the Missouri Power and Light Company: ';Public The request of shield on street lamp at 710 rear West ;,Utilities McCarty Street. :;Committee The request of street lamp at the end of 1000 block of ,Report. Motion Jpassed. - ^ The following report of the Parking and Traffic Commission was ' presented to the Council : The Parking and Traffic Commission met October 2, 1975, 7:45 A.M. , with all members present except Mr. Rael Amos . :Parking The Commission denied the following requests : and 1) Two hour parking space in front of 815 West Main. ;Traffic 2 Removal of parking on the north side of West High adjacent to _'Commission the Highway 54 Ramp. Report. 3) A 15 minute loading zone at 100 Lafayette. The Commission made the following recommendations: � 1) That the 4-way Stop at the Monroe-Dunklin intersection be made permanent. ! 2) That the parking be prohibited on the north side of Dunklin from Madison to Monroe on a permanent basis . 3) That two-hour parking limit be imposed in the 400, 500 and 600 blocks of East high Street except the south side of the 400 block which is currently metered. 4) That two-hour parking meters be installed on the west side of the 400 block of Jefferson Street . 5) That parkin; be limited to two hours can the south side of the 400 block of East Capitol and on the west side of the north half of the 200 block of Jackson Street. I6) That the parking be removed on the north side of the 1100 and 1200 blocks of Missouri Boulevard as the time exception has expired for this two block area, as provided in Ordinance 8492 , The Commission held over for further study: 1) The traffic flow problems at several street intersections in the Washington Park area. 2 The request for a loading zone at 817 East High Street . 3� The traffic problem at the intersection of West High and West Main Streets . 4) The request for "No Parking" in the 1100 block West McCarty. 5 Traffic congestion in the Sun Valley Drive-Southwest Boulevard intersection. The Commission also decided to hold regular monthly meetings on the ' Thursday morning following the first Council meeting of the month. Respectfully submitted, /s/ Bill Dill, Chairman. Councilman Gordon moved that Item No. 2, which was denied by the Commission, be referred back to the Commission. Motion passed. Councilwoman McDowell requested that the Commission take immediate action on the traffic congestion at the Sun Valley Drive- Southwest Boulevard intersection. Councilman Hager moved that the report be filed. Motion passed. Councilman Borgmeyer referred the matter of painting a yellow curb Parking on each side of driveway at 1808 Southwest Boulevard to the Parking and and Traffic Commission, since owner of property cannot get in or Traffic out of his driveway because of customer parking for offices on each Commisei side of his home. Councilman Whitecotton referred the matter of parking not being Parking and regulated on the east side of the 100 block of Jackson Street to Traffic the Parking and Traffic Commission. Commission. 376, Councilman Barry, Chairman of the Insurance Committee, presented f� the following report : ! The meeting of the Insurance Committee was held on September 19, 1975. Those present were: Councilmen Borgmeyer, Barry, City is Attorney Dalton, Tom Naught and Roger Feaster. The Committee approved the payment of additional premium as set forth in the schedule prepared by Naught, Naught & Jones Agency, Inc. , which is attached hereto and made a part of these minutes by reference. It was reported by Mr. Naught and Mr. Feaster that there was the possibility of a savings to the city in the approximate amount I of $12000.00 if a re-classification could be provided for approxi- Insurance mately 50% of the employees of the Public Works Department. At the Committee present time all Public Work employees are rated as construction Report . workers and if the city is successful, the classification for those employees would be changed to municipal workers which carries a lower premium due to the lower risk involved. The difference in premium rates would be $1.41 for municipal worker classification, as compared to the present $3.17 for construction worker classifi- cation. It was reported that the Workmen's Compensation Bureau would require a letter from the supervisor of the employees in question stating the number of employees involved and type of work I performed, etc. , in order to apply for the lower classification. Motion was passed to direct Ed Rackers to write the letter and to contact Tom Naught regarding any questions in preparing the Ietter. � It was further reported to the committee that the Home �! Insurance Company has now agreed to absorb the loss which they had previously requested the city to pay. The loss in question was an approximate amount of $8,000 due to a rating error on the part of !j the company. There being no further business , the meeting adjourned. Councilman Gordon stated that during the recent heavy rainstorm Committee raw sewage backed up in basements on Crest and Meier, surface ( water flooded basements on Marilyn, and soil slid in the backyard of homes on Geneva. After some discussion, Mayor Hyder suggested that the ' situations be corrected by forming an improvement district. �} The matter was referred to the Street Committee to study the problems and recommend a solution.
