' A quorum was declared present. ,Approval of The Minutes of the meeting of October 20th were approved as ;Minutes. received. The Reverend Larry Taylor, Pastor-of the Immanuel Baptist Church, , presented the following Resolution, which had been adopted by the {jmembers of his church, to the Council: jj WHEREAS, the Immanuel Baptist Church located at 706 Ohio Street has been an important factor in the development of the , community in which it is located, having been established in 1914, land WHEREAS, the Immanuel Baptist Church having a membership of 500, have always enjoyed the free access to the streets and side- walk in the 700 block of Ohio Street , and Resolution WHEREAS, the officials of Jefferson City have permitted the removal of the sidewalk and No Parking Signs on the south side of Ohio Street from Missouri Blvd. to the church, a distance of one half block, and WHEREAS, the removal of the sidewalk forces those who used the sidewalk, now must walk in the street, which is very hazardous , as many are elderly, and WHEREAS, the removal of the sidewalk permits cars to park in the new parking lot serving the new building erected recently, with the front-end of the cars extending over the curb into the street , making it very dangerous for those using Ohio Street , which is narrow and has a heavy traffic load and WHEREAS, the City Officials allow the accumulation of trash , and garbage in the alley behind the building at 901 Missouri Blvd. , " at times much of this is not in closed containers or bags allowing it to blow against the church and along the alley onto church property. NOW THEREFORE, BE IT RESOLVED, that we, the members of Immanuel' Baptist Church request that the Honorable Mayor Hyder and City Council instruct those responsible for the removal of the sidewalk to replace the sidewalk so that the people can walk safely in the 700 block of Ohio Street, not walking IN the street, and BE IT FURTHER RESOLVED, that the Mayor and City Council prohibit Shakey's Pizza Parlor from depositing their garbage and trash in the alley at the rear of their building at 901 Missouri Blvd. , which is city property and is heavily used, and BE IT FURTHER RESOLVED, that a copy of this resolution be sentl' to all Baptist Churches in the Jefferson City area asking their support in solving these problems , and BE IT FURTHER RESOLVED, that an additional copy of this resolution be sent to the Missouri Baptist Convention, headquarter; in Jefferson City, asking for the Conventions support. Dispatcher. - - - - - - - - - - Councilman Gordon presented a communication from Charles Brown, President, Belair P.T.A. , in regard to the construction of a foot- h Street bridge for use of children living in the general area north of Twin ' Committee Hills Road and west of Belair Drive. The matter was referred to the Street Committee. - - - - - - - - - - Councilman Whitecotton, Chairman of the Street Committee, presented � the following report: Ii The Street Committee met in the Council Chamber at 7:00 P.M. , j� Monday, October 27th, 1975. All members were present. Also presenti were Mr. Rackers , Director of Public Works, Mr. Bates , Public Works ;, Department , and Mr. Pope, Street Commissioner. Following a discussion on the complaint of property owners of the severe erosion along the drainage ditch at the rear of properties fronting on Geneva Street, Mr. Borgmeyer moved that the It , City assume no responsibility in attempting to control the erosion, except that the Director of Public Works be authorized to assist individual owners in the reshaping of their back yards where serioudl erosion has or does occur. The motion, seconded by Mr. Wildhaber, Street prevailed. Committee On motion of Mr. Wildhaber, seconded by Mr. Borgmeyer, the Report . Committee authorized the Director of Public Works to contact the Ma'Jor Brothers , who are developing the area east of Southwest Boulevard, near the intersection of Bassman Street, to determine the possibility and feasibility of the elimination or partial elimination of the curve on the east side of Southwest Boulevard immediately south of the intersection of Nassman Street, prior to any further construction in that area. Councilman Whitecotton, Chairman of the Police Committee, presented Police the following report: Department Committee The Police Committee met prior to the Council Meeting with all Report. members present , with the exception of Dr. Brant. The Committee approved the application of Paul Parker as a taxicab driver. A request was received from Colonel Patton to send three Police Officers to a seminar in Columbia, the total expense to be $25.00. The request was approved. A letter was received from Capt. Higgins in regard to his retirement December 31st, requesting that he be able to take his accumulated sick leave prior to his retirement. No action was taken. Councilman Whitecotton moved that the report be filed. Motion ' passed. Planning The following report of the Special Meeting of the Planning and and Zoning Commission was presented to the Council: Zoning Commission Chairman Benton called the meeting to order October 30, 1975, at Report. 7: 35 P.M. , in the City Council Chambers , with the following members. present: Fred Bode, Richard Caplinger, Phil DeLong, Pierre Dominique, Councilman Gordon, Bert Koester, Ed Rackers and Tony Weber. Also in attendance were Dick Preston and Pat Johnson with the Mid-Missouri Council of Governments and City Attorney James : Dalton. Mr. Brickley, representing Mr. Oscar Ott, the developer of the Herman John Subdivision, Section Number Three. After extensive if discussion Darrel Gordon moved that the Plat be approved subject tol ' final examination by the Department of Public Works. Seconded by ,. Bert Koester. The motion was properly amended to requite Mr. Ott to install a drop inlet on Lot 42 to provide adequate drainage for Lot 14. Motion carried. F391. After review of a j Iletter written by James Dalton, it was moved by Mr. Rackers , with a: ,,, second by Mr. Dominique, that the petition should not have been Ireferred to the Commission since ere was no request for rezoning. Those present were Barry (Chairman) , Hager, Borgmeyer, Manes , . : Ken Wildhaber (Chairman of Finance Committee) , Jim Williams (President of Local 671) , Michael P. Riley, attorney for Local 671. :; The meeting was closed to the general public and the purpose of the meeting was to discuss the various requests of Local 671 as presented in their recent letter to the members of the City CounciL The Committee reconvened and discussed generally the matter of salary increases for City employees . A motion by Hager and seconded„ b Manes , the Committee voted to recommend to the Finance Committee;; that a sum of money be used for salary increases which does not exceed the amount which would provide a 5% increase for all City employees . However, the Committee further recommends that the Finance Committee establish three categories of employees based on J resent salaries and that the amount set aside for salary increases! be allocated to the three categories of employees with the percent-p age increase in salar y to decrease as the present salary of employees increase.
