The regular meeting of Council was held to -day at :00 P. M. and
was attended by the Mayor Dutton, who presided., and councilmen
Young, Hosti, Lovell, welsh rind Town Attorney Alexander, Mr. J. 0.
Blair and several representatives of Plumbing contractors.
Mr. B1 ir stated that arrangements had been made with e
printer for printing the new plumbing ordinance in booklet form,
the members of the group of plumbers present rgreed that the ord-
inance being in bookl form could be carried on their persons more
conviniently.
The minutes of the July 6 were read and adopted.
Mayor Dutton informed council that the Army, Coast Guard,
and Navy Commands had withdrawn the “Off Limits" order prohibiting
service men from bathing in the waters adjacent to the Island
contending that it was contaminated, he stated that Doctor Hender-
son, the health Officer, had handled the matter very thoroughly
and had gotten a good report on the water situation. The "Off
Limitsif order affected the business interest a great deal.
The Mayor informed council that he had been advised by 0. T.
Ray and John Daniels that the F. W. A.are going to condem the en-
tire sewerage system unless the defects are corrected,Xhe stated
that raw sewerage runs out of man -holes and catch basins and the
entired area of 14th street and Jones Avenue was in a deplorable
condition, Mr. Vihson had stated th't the system was 99% completed,
of late Mr. Vinson has not been cooperating, Mr. Toms has also
stated that Mr. Vinson does not cooperate. The Mayor stated that
he had a letter from Mr. Ray informing him that September 15th was
the final date, that he had written a letter to the J. B. McCrary
Company informingthim that the Town was dissatisfied with the
work, Council approved the Mayor's actions. It was agreed the.t
the system has to be made to work properly if it is necessary
to get additional funds.
Councilman Walsh informed council that the Epsy Company
had rented some sheet piling from the Town and the matter was
held up until it could be ascertained who this piling belonged
to:. n He was informed by Mr. Toms that the F. W. A. office in
Atlanta had stated that this piling was owned by the Town.
There was numerous cuts in the asphalt on both Butler and
Jones Avenue caused by the laying of the stubbing lines which are
causing considerable annoyances with the operators of vehicles.
Councilman Lovell moved that these cuts in the streets on But-
ler, Jones and Chatham Avenues be repaired at once and that the
costs be paid by the Town. Councilman Walsh seconded, and the
motion passed.
The Mayor asked Councilman Hosti when work was going to
start repairing the jail, Councilman Hosti stated that the man
who agreed to do the work is now working on dismantling the
water tower at the Tybrisa Pravilon, when he finishes there he
will start on the jail, some parts of which have already been
repaired.

The Mayor stated that he was informed that the fire rates on
incur ^ace were too hip'h, and that it had been suggested to him
that to get around these high rates that all of the Town employees
be put on the payroll a_s paid firemen, he stated that he would
request the underwritters to review the rates.
The Mayor informed Council that the additional rcom that was
to be constructed at the convict camp had not been built, the mat-
erials were on the ground but that no work had been done, Council-
man Young stated that Mr. Kent does not have the time to do this
extra work, Councilman W1?sh moved that the work be put out on
contract. Councilman Lovell seconded and the motion passed.
The Mayor informed Council that Mr. W. J. Moore had left the
employ of the Town to accept a position as a guard at the convict
camp.
Council was informed the high costs of feeding prisoners,
theClerk was instructed to ask for bids.
Counci lm~ n Walsh called attention to the necessary use by
Messrs Carter and Kent in having to use their personal cars in
carrying on the Town work looking after the sewerage system and
suggested thnt a small truck should be purchased for use of the
sewerage system and moved that the Town buy a new or second hand
panel body truck, if available, for use in connection with the
sewerage system. Councilman Yound seconded and the - motion passed.
Councilman Lovell stated that the hole in the bulkhead off
of Tilton street should be repaired.
Councilman Slotin moved that rills for the month'of July
for materials purchased for general government amounting to
966.07 , bills for purchases made for sewerage system for
month of July amounting to -x.7.4. 9---, that bills for stubbing
account-for months of July amounting to 297.86 be paid.
It wPs the opinion of council that since the facillities
at Fort Screven as relative to doctors and hospital services
being curtailed that some arrangement should be worked out with
the view of having a doctor maintain nn office on the Island..
Councilman Mash moved tha.i -a1ink installed in the rear offi-
ce now used by the plumbing inspector be sold. Councilman Young
seconded and the motion passed. Councilman Young was appointed
a committee of one to handle the transaction.
Town Attorney Alexander rendered an opinion relating to
the peteltion of Mr. C. F. Schaupp requesting that stubbing
fee charged against him be reduced, that it be deneid.
Council was informed that the State Highway Department
had authorized the raising and widening of the Tybee road in
certain low places and that funds to -the amount of $186.000
have been appropriated, Mr. Clay stated that they were trying
to get the Government funds to match it and thnt the work
was expected to start the latter pert of September or October.
The Mayor suggested that while Mr. John Daniels of F. W. A.
was on the Island that the Town nay his hotel bill. Councilman

Young moved that the Mayor be authorized to handle this and Council-
man Host& seconded and the motion Passed.
Town Attorney Alexander informed Council that the matter of
the fees enct., relating to the plumbing of Mr. L. A.- East had been
adjusted.
Councilman Young moved that the following resolution be
adopted. Councilman Hosti seconded and the emotion passed.
RESOLUTION
WHEREAS, it has become necessary for
of Savannah Beach, Tybee Island, Georgia,
'stance in the discharge of his duties;
AND,. WHEREAS, the Mayor of said Town
May 1st, 1944; employedla stenographer to
duties;
BE IT, THEREFORE, RESOLVED by the:-Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, Georgia, in council assembled
that the action of the Mayor in employing said stenographer be,
and it is hereby, ratified and confirmed, and the said Mayor is
hereby authorized to continue said employment so long .as it may
be necessary.
BE IT FURTHER RESOLVED, that the Mayor of said Town be auth
orized to pay said stenographer the sum of Twenty -five dollars
($25.00) per month retroactive to May let, 191+4,. and that the
Clerk of Council is hereby authorized and directed to pay,said
salary.as aforesaid from the general funds of the Corporation.
Councilman Young moved that the following plumbing ordin-
ance be adopted. Councilman Lovell seconded and . the motion passed.
