1.1 Call Meeting to Order & Welcome to Guests
Meeting was called to order at 7:00 PM by Chair Frank Cohen
1.2 Consideration of Additions/Changes to Agenda
No changes to Agenda. Motion to accept by Dan Barker, seconded by Jim Parker.
1.3 Consideration and Discussion of Past Minutes
Minutes passed as written. Motion to accept by Volker Mittendorf, seconded by Aaron Butner.
2.1 Reports from Committee Assignments for Previous Months
April 11 – Regular Board Meeting – Frank Cohen attended this meeting. He congratulated Dan
Barker for being appointed to Board of Adjustments. Stormwater fees were discussed, but nothing
related to water/sewer issues.
April 25 – Board Work Session – Jim Parker attended. Nothing to report.
May 9 – Regular Board Meeting – Volker Mittendorf attended this meeting. There was discussion
about the Northside mobile home park being annexed. The Town Board wants to support this. This
also came up at July 21 public hearing, and will be discussed at next Town Board meeting.
May 23 – Budget Work Session – Aaron Butner attended. Nothing to report.
June 6 – Town Board Budget Work Session was canceled.
June 13 – Regular Board Meeting – Scott Jennings attended, and reported that the budget passed.
June 27 – Board Work Session was canceled.
July 21 – Public Hearing about mobile home park; other residents (single family) want to be
annexed, too.
July 25 – Board Work Session was cancelled.
2.2 Engineering Status Report Highlights
Engineering reported presented by Will Baker. THM’s were a little high, but still within range.
Flushing will help turn over water in pipes, which will help numbers decrease, as well as cooler temperatures
after August. Flushing will start in September. Sewer rehab work is planned. Waterstone tank has been
online for a few weeks with no problems.

3.1 Utility Bill Assistance Program - Promotion Discussion
Julie Laws presented information on Raleigh’s assistance program, as well as information on
Hillsborough’s program. Finance collects these voluntary funds, which are then turned over to
OCIM to disseminate as they see fit. Hillsborough’s participation is very low. Julie asked the
committee for ideas on how to boost participation, stating that the Town is prohibited by State
Statute to use funds for promotion of this program. Will suggested using WHUP to promote the
program. OCIM could also promote the program to churches. Artie Sprinczeles will make an
announcement to the Rotary Club. Aaron Butner can ask the Chamber to put out an announcement
promoting the program. We could also utilize Hog Day and Last Friday’s. Julie will ask Heidi
Lamay to put information about the program on bills, not stuffers. Dan Barker moved by
acclamation, seconded by Saru Salvi that the WSAC take this on, and that Scott Jennings take the
lead.

4.1 Suggested Future Agenda Items for Upcoming Months
1. Scott Jennings will report on bill assistance program promotion ideas
2. Invite Kenny Keel to review drought rules

August 8 – Regular Board Meeting – Saru Salvi (Arthur sub)
September 12 – Regular Board Meeting – Scott Jennings will sub for Jim Parker
September 26 – Board Work Session – Aaron Butner (Dan Barker, sub)
5.1 Adjourn
Meeting was adjourned at 7:50PM. Motion to adjourn by Saru Salvi, seconded by Jim Parker.
Note: Frank Cohen will not be here in December, nor in February; will be in India for four months.
Dan Barker will cover as chair during that time.
