McKinney, Acting Director, Accounts, Health Department, to increase the salary of Daniel Minshdll , Claims and Animal Control Officer, an 8% raise as of December, 1975. ' Committee. i Councilman Ortmeyer presented a petition from property owners to Street I� form a Sewer District in the vicinity of Capitol View Drive and Committee j Rolling Hills Road. Motion passed. ;) - - - - - - - - - - Councilman Wildhaber, Chairman of the Finance Committee, presented ,, the following report : Finance Committee Meeting held November 24, 1975, and heard report; from City Collector Ed Cole as to financial status of the City. Finance He commented that he had underestimated the City income by 'Committee approximately $317,000.00 and felt that the steps the Finance ;Report. Committee had taken this year, along with the six-months ' review of the Budget, the City would be in a good financial condition. The Committee recommends : I` 1. That a record of unexpended, unencumbered balance in all City funds be kept. Ir 2. Any expenditures in the Contingency Account of $250.00 or more must have approval of the Accounts , Claims and Personnel Committee. 3. Monthly report of Contingency Account Expenditures . :. Motion passed. ;+ Councilman Whitecotton, Chairman-of the Police Committee, presented the following report: The Police Department Committee met at Police Headquarters at 12:30 P.M. , Monday, December 1, 1975, with all members present. Colonel Patton was also present. Following a review of two applications for taxi cab operators,.; permit, Mr. Wildhaber moved the approval of the application of Larry Joe Gilpin, Halts Summit, Mo. , and the rejection of the application of Richard L. Cross of Jefferson City. The motion seconded by Mr. Gordon prevailed. a ._._Regular___Counci l-Meeting,._D.ec.emb.e.r_1,_ -L9J5— 404. William J. Vaught, a city bus driver and an applicant for a taxicab operators permit, appeared before the Committee for an interview. Miss McDowell moved the approval of the application. Motion seconded by Dr. Brant prevailed. ++ The three bids to install an aluminum cover over the passage I� way between the two Police Buildings were reviewed. On motion of Mr. Wildhaber, seconded by Mr. Gordon, the low bid of $220.00 } ;submitted by Wallau & Schneiders was approved. The bids of Roark Aluminum and Security Window were $360.00 and $285.00 respectively. y Colonel Patton reported the receipt of $525.00 from the Federa],, ;Government as a reimbursement for expenses incurred by Patrolman Police .1uck in attending the California S ecialized Training Institute. Committee ;Also the anticipated receipt of a 2,000.00 reimbursement from the Report ;Department of Highway Safety. , On motion of Mr. Wildhaber, seconded by Miss McDowell, these .,funds when paid into General Revenue are to be ear-marked for 'reappropriation for the purchase of the Cushman type motor-tricyclell , previously approved. There being no further business before the Committee it was adjourned. Records to show these funds are added to the unexpended appropriated funds previously reported by the Police Department. Motion ;;passed. - - - - - - - - - - Councilman Whitecotton, Chairman of the Street Committee, presented the following report: The Street Committee met in the Council Chamber, City Hall, at !j 7: 15 P.M. , Monday, December 1, 1975. All Committee members were �+ present. Mr. Rackers , Director of Public Works , was also present. In response to a request of Mr. Bolin, 810 Monroe Street , if .directed to Mr. Barry, Mr. Rackers stated that the alley between j Monroe and Madison Streets , in the 800 block, would be patched temporarily with shavings of asphtalt from some of the intersections ji now feint heat-planed. Mr. Rackers will cheek on the complaint of Melvin Leonard, � 1522 Ridgewood Drive, that since the overlay was applied on this street water from the street enters his driveway and accumulates in !his basement. This has happened after each of the heavy rains that! have occurred in the last two months . On motion of Mr. Borgmeyer, seconded by Mr. Wildhaber, the 1 Committee approved the following changes in personnel within the it Department of Public Works : Street Mike Bates - Project Engineer at $977.00 to Committee Plans Coordinator at $1,025.00. Report. Mike Lindsay - Technician II at $670.00 to Technician III at $791.00. Bob Gangwish - Technicial II at $747.00 to ! Technician III at $791.00. The employment of Jerry Jones as Technician I in the i Department of Public Works at a salary of approximately �! $560.00 a month was also approved on motion of Mr. Borgmeyer and seconded by Mr. Wildhaber. On motion of Mr. Gordon, seconded by Mr. Wildhaber, the iCommittee approved the recommendations of the Chief of Police, Lawrence C. Patton, that parking be prohibited on the north side of ,,High Street from the East curb of the Access Ramp, in an easterly : direction, to Clay Street, between the hours of 4.30 P.M. to 5:30 P.M. , Monday through Friday, the "No Parking" area to be ',designated as a TOW AWAY ZONE. Mr. W. G. Irwin appeared before the Council as?! salesman for the flagpoles and stated that they would be installed !� in a workman like manner.
