Councilman Whitecotton moved that the request be approved. Motion passed. The Committee reviewed the bids submitted on the ten (10) 1 : automobiles to be purchased and the five (5) motor cycles to be ! sold. Following the review, Mr. Wildhaber moved the acceptance of fthe low bid of $34, 703.80, with trade in, submitted by Riley �iChevrolet of Jefferson City. F L F 5734 and 5735, with the rejection of all bids on the three motor tricycles . The motion, seconded by Miss 11McDowell , prevailed. The Committee was of the opinion that the ; motor tricycles would appreciate rather than depreciate during the 1i next four or five months . There being no further business the Committee adjourned. (2) Approve premium of $3 ,390.00 for physical damage coverage as result of audit by Home Insurance Company, for period from April, 1974, thru October, 1975 . Motion passed. - - - - - - - - - - Councilman Barry, Chairman of the Accounts , Claims and Personnel IiAccounts , 11 Committee, presented the following report: ,,Claims and :"Personnel The Accounts , Claims and Personnel Committee met December 1, 19759 JCommittee to consider the requests contained in your recent letters to the 'Report. Mayor and Council . The following action was taken by the Committee:" 1 The salary increase for Mr. Minshaw was approved effective December 1, 1975. His salary should be increased pursuant to the same formula used by the Council when approving the current budget. 2) Approval was given for the expenditure of $60.00 for training your personnel in fundamentals of capturing large animals . 3) The Committee also approved the request for the trip to St. Louis for instruction in the use of the tranquilizer gun for both yourself and Charles Lansford. The following report of the Parking and Traffic Commission was if presented to the Council: The Parking and Traffic Commission meeting was held December 4. if 7:30 A.M. , at the Police Department, with all members present ; except Jim Whaley. Parking 1) The Commission recommended a 2 hour parking limit on the and East side of the 100 block of Jackson Street. Traffic 2) The Commission denied the request for a 2 hour parking limit Commission on the East side of Kansas Street north of Missouri Boulevard. " Report. 3) The Commission recommended parking be prohibited on South side!', of Williams Street from Dix Road to Hilda Street. t4) Commission recommended parking be prohibited on South side of St . Mary's Boulevard extending 75 feet west of west curb of Ohio Street . , 5) The Commission recommended a Loading Zone be installed at 200 East McCarty Street. The Commission recommended Stop signs be installed on both 11 ends of Jay Drive and the east end of Jayette Lane at the Senior High School . : 7) The Commission recommended Stop sign for southbound traffic on Marshall Street at Franklin. 8) The Commission recommended the drive south of Wear's Creek in Washington Park be named Washington Park Road to coincide with ': I Bill 83 relating to regulating traffic on that road. f Respectfully submitted, Isl Bill Dill , Chairman. , Councilman [lager moved that the report be filed, with the exception., of Item No. 2, which lie referred back to the Commission. The following report of the Planning and Zoning Commission was presented to the Council: ; The Jefferson City Planning and Zoning Commission met on December 110 1975, at 7:30 P.M. , in the Council Chambers of City Hall, with , the following members present: Councilmen Barry and Gordon, Fred , Bode, Dick Caplinger, P . Pierre Dominique, Hadley Irwin, Bert Koester, Ed Rackers , Tony Weber and Chairman Tom Benton. Members Jabsent were Phil DeLong and Fred Rost , Jr. ; also present were Bob ', Simonds , Councilwoman Carolyn McDowell and Councilman Manes, plus approximately seventy citizens . The following items of business were considered: j� 1) Request Srom, Carl and Bernardene Ellsworth to rezone Lots 29 and 30 in Dawson's Subdivision, of Outlots 53 and 54 (209 1 Benton Street) from its present status to RA Multiple Dwellin A motion to deny this request was made by Ed Rackers and seconded by Dick Caplinger. The motion was approved. 2) Request from Mr. and Mrs. Nelson Vincent to rezone part of Outlot No. 61 from RS-4 to C-1. A motion to approve this request was made by Dick Caplinger and seconded by Pierre Dominique. The motion was approved. 3) Request from David Goller, E. G. Linhardt and M. C. Rippeto to rezone 6.68 acres of property on the north side of Boonville Road, near Cole Junction, from RS-2 to RA. Mr. Goller presented his case for re-zoning. Those speaking against re-zoning were Harold Patrick, Richard Hodges , Hermanii Krause and J. R. Powell. A motion was made by Councilman Barry and seconded by Hadley Irwin to approve this re-zoning, request ; after considerable discussion the motion was defeate thereby recommending that this request be denied. 411 . ------- Meet ing,-.Decomber . 4) Request from J. Raymond Brummet to rezone 4k acres at the northeast corner of Southwest Boulevard and Route "C" from RS-2 to C-2. The three property owners were called and appeared at the meeting. A motion to ap 9 grove the re-zoning was made by Dick Caplinger and seconded y Fred Bode. The motion was approved. ; 5) Request from Michael Riley., representing Mr. and Mrs. William I Eskens, to rezone Lots I through 8 of Southwood Hills Addition !; from Single Family Dwelling to RA (Multiple) . A motion to 11 rezone this property to RD (Duplex) was made by Ed Rackers and 1� seconded by Dick Caplinger. The motion was approved. 16) Request from Schanzmeyer Brothers to rezone 22.23 acres in the ' vicinity of Central Electric on Highway 54 South, from RS-2 to : RA (Multiple) . A motion to rezone this property to RD (Duplex) was made by Dick Caplinger and seconded by Ed Rackers . The Planning motion was approved. and ;:7) Request from Paul Kolb to rezone 5.5 acres on the south side Zoning of the 900 block of Swifts Highway, from RS-2 to RA. On a ''Commission motion by Dick Caplinger and seconded by Pierre Dominique this ,Report. request was held over to the next meeting, to allow for proper '' presentation before the Commission. 318) otke Subdivision, Section 1 ; Landwehr Hills Subdivision, Sections 6 and 7; Westwood Subdivision, Section 3, were all approved subject to final technical review by the Department of Public Works . The motion was made by Bert Koester and seconded by Tony Weber. 1P. Pierre Dominique was elected Chairman to fill the unexpired term '; lof Tom Benton, who resigned from the Commission. The Mayor and Council are requested to appoint the new member as soon as possible; After considerable discussion, it was moved by Councilman !Barry, and seconded by Dick Caplinger, that City Attorney James IDalton advise the Commission on the legality of owner representation libefore the Commission at future meetings . The motion was approved. After the opinion is rendered by Mr. Dalton, the Planning Department will revise the application forms accordingly. ' The following Resolution was introduced by Councilwoman McDowell : ' WHEREAS, March 1, 1975, to December 31 , 1976 , has been declared as a Bicentennial Era by the President and the Congress of The United States of America; and !; WHEREAS, The City Council of the City of Jefferson has declared that the City of Jefferson become a Bicentennial City; and i' WHEREAS, certain citizens of the City of Jefferson have expressed a . desire to erect flag poles on City right-of-way, for the purpose of displaying National , State and Bicentennial Flags , Resolution in celebration of the Bicentennial Era. Flag i; NOW THEREFORE, be it Resolved by the City Council of the City of Poles . Jefferson that flag poles may be erected on City right-of-way for the purpose of display of National , State and Bicentennial' Flags during the declared Bicentennial Era; and BE IT FURTHER RESOLVED that such flag poles may be erected only upon application to the City Engineer, by the owner or lessee of property adjoining the right-of-way, said City Engineer having full authority as to the location of said flag pole, it 's height and method of erection; and BE IT FURTHER RESOLVED that before the City Engineer approves the erection of any flag pole he shall receive, on behalf of the City, a written agreement from the applicant to indemnify the City and hold it harmless from any and all liability by reasoni of said flag pole, and that any damage to any City property shall be repaired at applicant 's expense when the Bicentennial;' Era ends and the flag pole is removed. December Councilman Hager moved that December 19th be the pay day for City Pay Employees. Motion passed. Day - - - - - - - - - - James P. Dalton, City Attorney, informed the Council that he has only $50.00 in his budget for books. He had received a bill for his supplement in the amount of $69.00, leaving a deficit of $19.00 Contingency Councilman Wildhaber moved that the $19.00 be taken from the Fund. Mayor's Contingency Fund.
