Increase `' Mayor Christy stated that he had been concerned of late for people on fixed incomes and recommended unanimous vote to have the ;;City Attorney intervene and represent the people of this community Councilman Hager moved that the City Attorney intervene on the !' ;rate increase. Mayor Christy asked for a standing vote. Councilman Wildhaber moved that the City purchase the flags . Jc1 75, in the office of the Department of Public Works . Present werci (members Gordon, Wildhaber, Whitecotton and Mr. Jack Kramer of the ii Department of Public Works . j� On motion of Mr. Gordon, the Committee approved the authorize- Ition of the Mayor and the City Clerk in the execution of an agree- 'ment with Johnson, Brickell, Mulcahy and Associates , a traffic and flengineering firm, to perform the necessary design services of the ,'proposed traffic signal improvements recommended by the Parking and !'Traffic Commission. The cost estimate is approximately $300,000; (ninety per cent of which is to be funded through Highway Safety .I Funds . The City's portion of 10%, or approximately $30,000 may be `;financed through the Sales Tax Capital Improvement Fund. , On motion of Mr. Wildhaber, the Committee approved the author w ',ization of the Mayor to sign an agreement with the Missouri State I Highway Department, relating to the Federal Aid to Urban Programs , , subject to a funds available report from Mr. Cole, City Collector. I Seventy per cent, or approximately $500,000, in Federal Funds, ;will be available over a three year period. The first project unde 'the program will be the realignment of Southwest Blvd. with Dix Roa over Wears Creek, which was approved by the Street Committee and the; ;;Council several months ago. February._.3,_ On motion of Mr. Wildhaber, action was with held on the p recommendation of the Planning and Zoning Commission, relating to the construction of an additional connector street between the �lexisting Landwehr Hills Subdivision and the proposed extension of Hutton Lane. Councilman Ortmeyer had asked to appear before the :',Street Committee but was unable to do so due to illness . Motion was made by Councilman Whitecotton to refer the request !; :' to the Committee of the Whole, because the Water District #2 is in IWards 1, 4 and 5 and only one member of the Public Utilities ; Committee is represented; that the Committee of the Whole should ihave legal and spiritual guidance. Motion seconded by Councilman !!Woodman. Motion carried, �? Persons requesting street lights in Subdivisions which have ! underground utilities will have to wait until the Missouri Power �iand Light Company gets the necessary poles . Councilman Barry, Chairman of the Accounts, Claims and Personnel i ; Committee, presented the following report: i. The Accounts Claims and Personnel. Committee met January 27, ;11975, with the folowing members present : Councilmen Ortmeyer, Borgmeyer and Barry. Also prevent was Rod Avery, Personnel :Accounts , (' Director. Claims and The Committee reviewed the items of office equipment and Personnel furniture requested for the office of the Personnel Director, and Committee ., authorized him to order. , under the State Procurement Contract, with ' Report . . the exception of tables and chairs which Mr. Avery was instructed !� to try to use from the tables and chairs that were previously in i1the Council Chambers , if they could be located. (The following report of the Parking Authority was presented to the 11 Council: !Parking !!Authority The Parking Authority met at 7: 30 A .M. , Thursday, January 23, 1975, !!Report. with all members present. Council members present in addition: McDowell, Whitecotton and Wildhaber, f 1. The Authority voted to proceed with negotiations for property at 603 and 605 Jefferson Street . Purchase price of $37,000.00. This will create additional public parking for the southside. I; 2. On a motion by Schulte, the Authority will let Nadine Prenger„' the owner, take what materials she needs from the property at 603 and 605 Jefferson Street before demolition. Ortmeyer seconded the motion. r � 3. The Authority reaffirmed its decision to charge parkers on ILot No. 1 $15.00 per month. Several Council Members attended the meeting in an attempt to come to some kind of a compromise in the '! rate to be charged. On a motion by Schulte, corner spaces in the reserve parking area of the Parking Garage would be increased from $9.00 to $15.00. ,; These spaces can only be used by small cars . Hammond seconded the motion. 5. On a motion by Riley, the Authority will negotiate for safes ! from Nadine Prenger, present owner of the property on Jefferson i. Street the Authority is purchasing. Hammond seconded the motion. ;l I) 293. Regular Council Meeting, February 3, 1975. �E6. On a motion by Schulte, the Authority formally gave the ,IParking Authority Supervisor the authority to direct parking at the ;; ' City Parking Garage as he sees fit. Czarlinsky seconded the motioni'. 7. Applications for a new employee were reviewed with the selec- , tion of Leonard Muenks . His employment comes under a federal program. His duties are to clean parking lots and the City Parking ' ; Garage. He will also help out in the operation of the Parking Garage, lots and meters . Parking : 8. A Tennant 92 Sweeper was selected by Rackers and Hartley from !i Authority the three types under consideration. This sweeper will be used on Report .!; the lots as well as the Parking Garage. i9. A motion was made to discontinue the service of Industrial 1 ' Maintenance, who is presently cleaning all City lots . Councilmen absent: Brant, absent with leave. - - - - - - - - - - The following Resolution was introduced by Councilman Gordon: A RESOLUTION AUTHORIZING PARTICIPATION IN THE FLOOD INSURANCE PROGRAM, IN COMPLIANCE WITH THE NATIONAL FLOOD INSURANCE ACT OF 1968. WHERE-AS, certain areas of Jefferson City, Missouri are subject: Ito periodic flooding from the Missouri River and Wears Creek , causing serious damages to properties within these areas ; and WHEREAS, relief is available in the form of Federally subsidizl� ed flood insurance as authorized by the National Flood Insurance Act of 1968; and Resolution WHEREAS, it is the intent of the City of Jefferson City to Flood require the recognition and evaluation of flood and/or mudslide Insurance ,,hazards in all official actions relating to land use in the flood ', Program plain areas having special flood hazards ; and WHEREAS, this body has the legal authority to adopt land use and control measures to reduce future flood losses pursuant to Section 89.390, RSMo. , 1969 ; NOW THEREFORE, BE IT RESOLVED, that the City of Jefferson City hereby: 1. Assures the Federal Insurance Administration that it will enact as necessary, and maintain in force for those areas having flood or mudslide hazards , adequate land use and control measures with effective enforcement provisions consistent with the Criteria set forth in Section 1910 of the National Flood Insurance Program ,Regulations; and 2. Vests Director of Public Works with the responsibility, authority, and means to: (a) Delineate or assist the Administrator, at his requestj!' in delineating the limits of the areas having special flood hazards !! on available local maps of sufficient scale to identify the locatLoni:i of building sites. (b) Provide such information as the Administrator may is request concerning present uses and occupancy of the flood plain. (c) Cooperate with Federal, State, and local agencies and private firms which undertake to study, survey, map, and identify flood plain or mudslide areas , and cooperate with neighbor-'' ing communities with respect to management of adjoining flood plain !' and/or mudslide areas in order to prevent aggravation of existing 1hazards. 295, Regular. I WHEREAS, the City of Jefferson City has adopted and is �1 ++ enforcing Zoning Ordinance No. 8508, and I 11 WHEREAS, Section B,2 of the aforesaid prohibits any person, Ilirm or corporation from erecting, constructing, enlarging, alterin� I�repairing, improving, moving or demolishing any building or ��structure without first obtaining a separate building permit for each building or structure from the building commissioner, and WHEREAS, the building commissioner must examine all plans and j Ispecifications for the proposed construction when application is !made to him for a building permit . i NOW THEREFORE, BE IT RESOLVED by the City Council of Jefferson City, as follows: !� 1. That the building commissioner shall review all building ji }permit applications for new construction or substantial improvements;i Ito determine whether proposed building sites will be reasonably saf from flooding. The following Resolution was introduced by Councilman Borgmeyer: RESOLUTION AUTHORIZING FILING OF AN APPLICATION WITH THE ENVIRONMENTAL PROTECTION AGENCY FOR A GRANT UNDER PL 92-500. I WHEREAS, the City of Jefferson desires to file an application i with the Environmental Protection Agency for a sanitary sewer grant under Public Law 92-500.
