Barry, Chairman. , Councilman Barry moved that the report be filed. Motion passed. Councilman Whitecotton, Chairman of the Police Committee, presented Police the following report: Committee Report. The Police Department Committee met at Police Headquarters , (Wednesday, February 5. 1975, at 7: 30 P.M. Present were members IMcDowell, Wildhaber, Whitecotton and Lt. Col. Lawrence Patton of Ithe Police Department. Exercising the authority to act granted by the Council, and on motion of Mr. Wildhaber, the low bid of $2,584.00 submitted by Columbia Electronics, on the two mobile radio units , was accepted on motion of Miss McDowell, the low bid of $4,752.00, submitied b Motorola Communications and Electronics , for the four Handie- Talkie Units, three Rapid Charge Chargers Units , and one Rapid Charge Battery, was accepted. After a discussion on the policing of the area to be included in the extension of the City Limits in the West Southwest Annexationi the Committee recommends that the personnel of the Police Department be increased by no less than four, or no more than six officers for this purpose. The Commit tee also recommends that the Personnel Director ; consider the creation of additional rank in the Department, and ,mandatory retirement with benefits at a specified age, with volun- .1tary retirement with certain benefits , after a specified period of service. Regular Council Meeting,, February. 17.1, 1975. , Councilwoman McDowell, Chairone of the Public Utilities Committee, presented the following report: The Public Utilities Committee met February 12, 1975, with Members Whitecottont Brandt and McDowell present. !Public Motion passed to install the necessary street lamps in the 'Utilities Landwehr Hills Subdivision, Section 5. lCommittee Respectfully submitted, Isl Carolyn McDowell, Chairman Report. Councilwoman McDowell moved that the report be filed. Motion passed. Councilman Brant, Chairman of the Ways and Means Committee, presented the following report: (Ways and IMeans The Ways and Means Committee met on Wednesday, February 12, Committee 1975, at 7:30 P.M. , with Dr. Brant, Miss McDowell and Mr. White- Report. cotton present as members of the Committee. Representatives of I.B.M.Company, Modem Business Systems and Xerox Company were present, as were Colonel Patton, Ed Rackers and Margaret Christian. ' The purpose of the meeting was to discuss the three copy machines operated by the City, and the possibility of obtaining a bid by oneCompany for all three machines . The purpose of this, of course, would be to obtain a better financial arrangement. It was moved by Councilman Whitecotton, and passed, that all members of the Committee, and representatives of the three City Departments, all tour the three Companies and see first-hand the recommended machines in operation. Motion passed, The following report was received from the Planning and* Zoning Commission: The Jefferson City Planning & Zoning Commission regular meeting was held on Thursday, February 13, 1975, in the board room of the Chamber of Commerce to consider the following rezoning requests : Members present at the meeting were: Bert Koester, Tom Benton , Ed 'Rackers , Jr. ,, Jim Barry, I. J . Collier, Bob Simonds, Darrel Gordon, Phil DeLong, Dick Caplinger, and Louis Vetter. Planning 1. The Commission denied a request from L. H. Wilbers in behalf and of his client Mrs . Rosalind M. Crouse to rezone property in the Zoning Senate Court area and described as Lot 27 of Blk. 2, Edgewood ; Commission Addition, the west 75.4 feet of Lot # 5 and all of Lot 6 and 7 of - Report. Block 8 of Jordan Hills Sub-Division, Section 2, from RS-2 to RA Multiple Family. This request was held over from the January meeting in order that more information and a specific plan on how the property as to be used, as well as how the proposed access points to the property would effect the area in general. The Commission again approved a request from Harold Krieger, Sr. & V. V. Riek to rezone a tract of land located in 14-44-12, being 15 acres more or less . This tract lies southwest of Memoriall Hospital and is wooded and completely isolated from other dwellings , in the neighborhood of Cedar Hill Road and Timber Trail. The Commission however amended the recommendation to rezone the prope from RS-2 to RD. Harold Krieger, Sr. and Virgil Riek indicated they now feel RD zoning would be adequate for their needs. The Commission originally approved this request at their November 14, 1974, meeting. The City Council, at their January 20, 1975, meeting referred this re uest back to the Planning and Zoning Commission. (Bill No. 69) . 3. The Commission has requested the City Attorney., Mr. Jim Daltonl to give a Legal Opinion, before the next scheduled Planning & lZoning Commission Meeting, concerning Commission Public Hearings and Commission Expenditure of the $50.00 rezoning filing fee. Apparently Missouri Revised Statutes Section 89.070 may require the Commission to hold Public Hearings . if hearings are required the Commission needs to know if we are required by law to post a Legal Notice in the paper, post an advertisement of the agenda or merely insure a News Release will be listed in the Local Paper. If some type of Legal Notice or advertisement is required we need to know how this is to be handled. 299. _.__. _. ..... _ Regular. Council. Meeting,...February 17, 1975..._.__ 4. The Commission requested Mr. Bob Simonds to compute the total �� ~ amount of acreage within the City Limits that is presently zoned r, for the following zoning designation: RA, RD, Ml and M2. 5. The Commission appointed a Committee made up of Jim Barry, Ed Rackers , Jr. , Tom Benton and Bob Simonds to study Commission 1� .; procedures and policies. Motion passed. 3010 ,RpgqlaiZ Council Meeting, February,,17,,,. l9j-5-,.,--., The following Resolution was introduced: WHEREAS, Section 10.130 of Ordinance Number 7593 of the City of Jefferson, Missouri, requires that a primary election be held on the second Tuesday of March of each year; and WHEREAS, the second Tuesday of March in 1975 falls on March 11,1 ,1975; and I WHEREAS, Section 10.150 of said ordinance requires that all ideclarations for candidacy for any City Office must be filed with the City Clerk no later than 5:00 P.M. of the third Monday of the month preceding the month in which the primary election is to be held; and WHEREAS, under the terms of the aforementioned section, all ;declarations of candidacy for the primary election to be held on ;March 11, 1975 are required to be filed by 5:00 P.M. , on Monday, I February 17, 1475; and Resolution?l WHEREAS, Section 10.160 of said ordinance provides for a Declaring' canvass of the declarations of candidacy and the adoption of resolu.
