A quorum was declared present.
Approval The minutes of the meeting of February 17th were approved as ;Approval of

The following bids were received for one triple combination pumper

On motion of Mr. Borgmeyer the Committee authorized the curb
' and gutter, with the necessary grading and. paving, of Hutton Lane, �{
from Expressview Drive to the Landwehr Hills Subdivision, Section 5!i
f� property line, under the Sales Tax Capital Improvement Program, at i
the $5.00 per front foot to the abutting property owners .

Also, on motion of Mr. Borgmeyer, the Public Works Department
Iwas authorized to begin negotiations in the acquisition of certain
!!land for right of way purposes for the extension of Stadium Drive,
in the Satinwood-Buehrle Drive area. I�
In response to a petition and several other requests, the
!Director of Public Works was asked to consider the marking of 4
'tdesignated parking spaces on Capitol Avenue, Lafayette and Jackson
Streets . '!

The application of Dave D. Clark, 816 Madison, and Bruce E.
' Ritz, 422 A State Street, was rejected. I�
The application of Abolfazl Zarechi, 803 Jefferson, was held
Eover for a personal interview. i

The Police Department Committee met in the Council Chamber at
'17:15 P.M. , Thursday, February 27th, 1975. Present were Members i
McDowell , Wildhaber, Whitecotton, and Lt. Col . Patton of the
;;Police Department.
On motion of Miss McDowell, and following a personal intervie%1
the application of Abolfazl Zarechi for a Taxi Cab Operator's #
Permit was approved.
The renewal application of Robert Lee Cundiff of 615 West High,,
11!Jefferson City, was also approved.

Health The Public Health Committee met on February 25th in the Council;,
Committee ;Chamber.
Report. Chester McKinney presented the Committe a revised animal cent
,10rdinance to replace the present Ordinance. The Committee reviewed
{``{the Ordinance in its entirety.
li Motion was made by Mr. Hager that Mr. McKinney make the
:;recommended revisions in his Ordinance so that approval could be
!made by the Committee and the Ordinance reviewed with Judge Wilson
;'for his comments .

Committee, reported that the Municipal League had honored Mayor !, city
Christy at a Luncheon on February 27th, and gave him a Plaque. :! Relationf

Councilman Wildhaber presented the following report of the ii
Committee of the Whole to the Council:
Meeting held in Council Chambers Thursday, February 27, 197
at .7:30 P.M. Issue heard - Contract for Fire Hydrant rent with
Public Water District # 2.
Eight Council Members present - two absent with leave. Also
i attendance - Fire Chief Willmeno Public Works Director Ed !! Committee
Rackers, City Attorney James Dalton: and Attorney Mike Riley, 1�

Mr. Dalton gave the Committee a brief background report of the � Report.
Fire Hydrant problem and what had happened in prior years regarding11j,'
the laws and court action.
Mr. Mike Riley presented his request for a contract of $75.00
per fire hydrant per year, or a lousy $5,000.00 per year, to be
paid to Water District # 2.
After a lengthy discussion it was moved by Councilman Barry, d
seconded by Councilman Whitecotton, that we recommend to the Council)
that the City not pay any rental for use of fire hydrants to Public !,;
Water District # 2. Motion carried.
It was also suggested that the proper Committee review
Subdivision Ordinances for possible changes to require fire hydrant ,;
be included in all new plats .
Other business before Committee was postponed to a later date.

The following report of the Parking and Traffic Commission was
ipresented to the Council:
!Minutes of Parking and Traffic Commission Meeting, 8:00 A.M. ,
(Tuesday, February 11 , 1975, with all members present except Jim
liWhaley with excused absence. The Commission took the following
action:
111) Denied request for 4-way stop at Tower and Westwood.
12 Dropped the request for eliminating parking on south side of
- West Main from High to Boonville Road, and recommended that thJ�
traffic congestion problem at the West High-West Main Street
intersection be studied.
1! 3) Recommended that a Public Hearing be held on March 13th arking
relating to prohibiting parking on a portion of Moreland and
Avenue. Traffic
Denied the request for a Stop Sign on East High at Riverside iCommission
I Drive. Aeport.
15) Recommended that the Gerbes Supermarket install a Stop sign
where their driveway intersects East Miller Street.
16) Prohibit parking on south side of Industrial Drive from the
Adjutant General 's Office driveway extending to the Property
and Fiscal Office entrance. I.
7) Recommend parking be prohibited on the south side of
2300 block of West Edgewood.
8) Recommend parking be prohibited on west side of Hilda extencUng!
40 feet north of north curb of the east-west alley.
Denied request to eliminate parking meter on Jefferson at Bus
Station and recommended instead that a request be made for a
Loading Zone. II
10) Recommend a 20 M.P.H. School Zone be established in 500 and
1 600 blocks of East Miller Street.
) IB Recommend a Stop on Marshall before entering Miller Street.
112 Recommend parking be prohibited on the north side of 500 and
600 blocks of East Miller Street.
113) Recommend parking be prohibited on west side of 400 block of
Marshall Street.
14� Denied request for Loading Zone at 203 East Capitol Avenue.
15 Recommended parking be prohibited in 1900 block of Tanner
Bridge Road on both sides .
The Commission also recommended parking be restricted on the north
side of Swifts Highway extending 25 feet each way from the curb
line of Carter Street. However no separate ordinance will be
required as such a restriction Is currently included in a general
provision of the Parking and Traffic Code.

Councilwoman McDowell showed the Official Bi-Centennial Flag to the
Council. The celebration officially started on March lot, at which
time the flags were flown in the downtown area. Councilwoman
McDowell also requested that "Bi-Centennial Community" be printed
at the bottom of the newCity stickers. The request to be held over P Bi-Centennial
for new Council. Flag.
