I' On motion of Mr. Wildhaber, the Committee, exercising its

jJMATTHEW BARRY LINDSEY as Probationary Patrolmen, Jefferson City
iPolice Department, as of March 5, 1975.
! The appointees were selected from the eligibility list
by the Personnel Board as of December 5, 1974.

third time by title and placed on final passage and was passed by

On motion by Councilman Barry, Bill No. 79 was read the third
time by title and placed on final passage and was passed by the

Councilman Barry spoke in favor of Bills 80, 81 and 82, which grant;'
salary increases to elected officials , since they had not received
an increase in two years , and if the Bills are not passed at this
time would not receive an increase for another two years .
Councilman Gordon also spoke in favor of the passage of the
bills .
Councilman Whitecotton stated that he found it necessary to
vote atainst each of the Bills because the procedure was inconsis-
tent with his thinking. ' Bill 80.
Bill No. 80, introduced by Councilman Barry, entitled: ! salary

House i WHEREAS, there is certain legislation pending in the Missouri
Joint - House of Representatives, which has for its end effect the attrac-

WHEREAS, it would be for the best interest of the City of
- Jefferson if such legislation would pass;
i NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
! OF JEFFERSON, MISSOURI ,
That the Mayor and City Council go on record as endorsing the
legislation on House Joint Resolution No. 34, calling for a
Constitutional Amendment permitting the creation of an Industrial
jDevelopment Authority empowered to guarantee loans or make direct
loans on a participating basis to private persons, associations,
corporations , or political subdivisions for industrial development
purposes .

Councilman Borgmeyer presented the following Proclamation:
WHEREAS, the Honorable John G. Christy has served the City of
Jefferson, Missouri, with devotion, honor and distinction, as Mayor,
for the past twelve years, and
WHEREAS, he has devoted a lifetime of public service to
progress in government at all levels , having served as Speaker of
the House of Representatives of the General Assembly for three
terms, and
WHEREAS, at all levels of government his service has resulted
in substantial benefit to the people of this State.
NOW, THEREFORE, I, Darrel Gordon, as Mayor Pro Tem of the City
of Jefferson, Missouri, do hereby proclaim the 8th day of April, Proclamation
19759 as John G. Christy day, and ask that all citizens honor on Mayor
that date the long and distinctive service of John G. Christy to Christy
his community and State. IDay.
IN WITNESS WHEREOF, I have set my hand and caused to be
affixed the official seal of the City of Jefferson on this
8th day of April, 1975.

Councilwoman McDowell showed the proposed City sticker to the City
Council Members. Stickers.
Councilman Whitecotton moved that the new City Stickers have
"Bi-centennial Community" with the Bi-centennial emblem imprinted
at the bottom of the sticker. Motion passed.
Councilman Hager stated that the City needed a microfilm system.
Councilman Brant said that his Committee Ways and Means , was Microfilm
studying the feasibility of purchasing microfilm equipment for the
