S Prayer was offered by Mayor Christy. +; Councilmen present: Barry, Borgmeyer, Brant, Gordon, Hager, Roll McDowell, Ortmeyer, Whitecotton, Wildhaber Call. ; and Woodman. ' Councilmen absent: None. A quorum was declared present. i ;; Councilman Wildhaber corrected the minutes of the meeting of Approval'-May 6th as follows : of Page 192 - Finance Committee Report, by adding "The Committee Minutes . Motion passed. Street '(A petition signed by property owners on Gordon Street, opposing the ' Committee curb and guttering of said street , was presented to the Council. Councilman Woodman, Chairman of the Public Health Committee, Public ' presented the following report: Health Committee The Public Health Committee met on Monday, May 13th, in the Report. Council Chambers . Those present included the Committee, Mr. Robert { Simonds , Mr. Fred Nichols , Mr. Jim Garvin and Mr. Chester McKinney. The Committee discussed the implementation of mandatory trash ;; removal for Jefferson City. On a motion by Councilman Hager the ` Chairman of the Committee was to contact Mo. Power and Light Co. , to inquire into the possibility of contracting for the billing in , behalf of the City. This idea was rejected by Mo. Power and Light !� Company. t Discussion followed in regard to a flat rate being charged to 'tall residential customers . A rate of $3 .10 per month was suggested ; by Dispose-All Service but no decision was made as it was decided that there would have to be exceptions made on any flat rate in certain cases . { The Committee requested that Mr. Simonds provide the Committee;i ! with copies of the Preliminary Solid Waste Management Plan for Cole,', {) County. Request from Richard S. Groner to rezone 12 acres known as Report. { the old Schott property located on the Rex Whitton Expressway {� and Expressway Drive in the eastern part of the City, from 11 RA to C-2 Commercial . , The Commission recommends approval of the request as the eastern part of the City is in need of more additional C-2 Commercial area.!; 2. The Commission approved the final plat and building plan of a small business operation as presented by Central Missouri Professional Services in behalf of Leo Eisenberg 1� & Company of Kansas City, Mo. this is to be located in the C-4 Planned Commercial area in the east part of the City near the intersection ofE. Committee of the Committee of the Whole met at 7:30 P.M. , May 8, 1974, for !` Whole ;presentation of the report from the Special Finance Committee. Report. Major points were brought to the attention of the Committee :by Mr. McMahan, such as: 1. Increase in uniform allowance. ' 2. Point factor review study. {; : 3. Organization of an Outside Personnel Board to cover all City employees . Department heads to be on Board. This Board would ;'. :1 recommend to the Mayor and Council. ! 4. Set up a 6 step system for Departments that are not presently on this system. , 5. Jefferson City was compared to Sedalia, Fulton, Hannibal, in the Study. i 6. Health Department is understaffed. 1� p Hire a Personnel Officer. 18. Hire a Fiscal Officer. If 119. Committee does not recommend a continuing policy of it s percentage increases . 11 � 10. Missouri, that the Missouri Power and Light Company make the following installations in accordance with recommendations presented to the City Council by its Committee on Public Utilities and adopted by said City Council on May 20, 1974: i 1. '' Install the necessary 6800 lumen mercury vapor lamps on f Engelwood Drive, Springdale and Rose Ridge Circle. (` 2. Install 6800 lumen mercury vapor lamp between 919 and 921 (� Poplar. �I 3. Councilwoman McDowell moved that the Resolution be adopted. Motion passed. Councilman Wildhaber requested that the City Attorney prepare an City Ordinance to prevent occupancy of substandard house or apartment, Attorney and asked that Mr. Simonds advise the City Attorney. Councilman Borgmeyer moved that the following Resolution be sent to Members of the Salary Study Committee: WHEREAS, a study of the financial and personnel problems was badly needed in the City of Jefferson; and WHEREAS, a group of outstanding and learned citizens of the City of Jefferson were appointed to serve as the Jefferson City Special Finance Committee; and +Resolution WHEREAS, the members of this Committee spent much time and Salary effort in their studies ; and ( Study WHEREAS, the Report of the Jefferson City Special Finance ( Committee. Committee is an outstanding example of the exceptional ability of each member; and WHEREAS, their Report may and will be a criterion for Jefferson City to follow for many years ; and WHEREAS, the goals as set forth will do much to supplement the future of our City. NOW THEREFORE, BE IT RESOLVED That the Council of the City of� Jefferson, together with the Mayor, extend heartfelt thanks to eachl. and every member of the Committee, for a task well performed and well done; and + BE IT FURTHER RESOLVED that a copy of this Resolution be presented to each member of the Committee, and that it become a part of the Minutes of the City Council.
