Councilman Barry, Chairman of-the Rules-Committee, presented the
Rules following report:
Committee
Report. The Rules Committee met June 12, 1974, and decided to make a
study of existing Council Rules of Procedure with a view toward
(,possible revision and re-printing, if necessary.
I It was decided to ask for written suggestions from the Council
members and other interested persons . A letter requesting sugges-
tions is to be sent to the designated persons by the Chairman, i
i;asking for responses at or before the Council meeting of July 1,
111974. Thereafter, the Committee will review the suggestions and

Councilman Whitecatton, Chairman of the Police Department Committee;
presented the following report:
The Police Department Committee met at Police Headquarters at
111:15 P.M. , Thursday, June 13, 1974. Present were Councilmen
,IMcDowell Gordon and Whitecotton. Councilmen Wildhaber and Brandt
11were excused. Lt. Col. Patton was also present. Police
Col . Patton presented the name of Patrolman Stephen Welch, one bepartment
o ten eligibles certified by the Police Personnel Board, to be i�Committee
. promoted to the rank of Sergeant to fill the vacancy created by the �!Report
( retirement of Sgt. Elmer Schepers .
Col . Patton explained that the probably forthcoming resignatiari
i10f Sgt. James Dunavant necessitated the filling of the existing
1vacancy at this time. ii
I After several questions relating to the qualifications and
Iratings of the other eligibles the Committee approved the promotionil

of Stephen Welch to the rank of Sergeant.
Since no bids have been received to date on the stand-by
( electric generator the Committee recommends that the Finance
lCommittee consider the appropriation of $4,500.00 to be available
for a possible direct purchase of the generator. II

Councilman Gordon, Chairman of the Fire Committee, presented the Fire

The Council 's Fire Committee met at noon on Thursday, June 13, ',:
I1974. The meeting was held at Fire Station Headquarters , 500
Missouri Blvd. Present for this meeting were Councilwoman McDowelli
Councilmen Gordon, Ortmeyer and Barry. Also present - Fire Chief
V. Willmeno and Ed Rackers.
Motion by Councilman Barry, seconded b Councilman Ortmeyer,
to enter into contract with the Housing Authority. The Housing
,Authority would give $85,000.00 for the building, located at
IEx ressway and Missouri Blvd. , and that the City would purchase for ;il $29,000.00 property at Adams and McCarty Streets .
Motion made by Councilman Barry that the Fire Committee meet
,Iwith Seth Evans and Associates for the architecture work for the
new Fire Station. Motion carried

Councilman Woodman, Chairman of the Health Committee, presented

The Health Committee met on Tuesday, June 4th, 7: 30 P.M. , in
,Report.
!I the Council Chamber. Mr. Gil Goth, representing Central Data
Company, gave the Committee the approximate cost of billing by his it
lCompany for the solid waste program for residents of Jefferson
City. His proposal included the cost of a monthly billing charge ill
for new accounts , set up charges for the service and programming U
costs. Since there are others wishing to bid on thisservice I am
,purposely deleting any specific figures from this report.
The Committee discussed the proposed monthly charge of $3.10
per month with Mr. Fred Nichols and Jim Garvin of the Dispose-All
Service. After discussion the Committee asked that Dispose-All
Service furnish the Committee Chairman with a cost accounting
1justification for the monthly charge. This information has been
received and mailed to the members of the Committee to be discussed '
a future meetings.
Meeting adjourned 9:15 P.M.

UNITED STATES RELATING TO THE DEVELOPMENT OF THE JEFFERSON CITY
MEMORIAL AIRPORT, JEFFERSON CITY, MISSOURI .
BE IT RESOLVED by the Governing Body of the City of Jefferson
City, Missouri.
Section 1. That the City of Jefferson City, Missouri, shall
accept the Grant Offer from the Administrator of the Federal
Aviation Administration for the purpose of obtaining Federal aid in.!
the development of the Jefferson City Memorial Airport, Jefferson
City, Missouri, and that such Grant Offer shall be as set forth
hereinbelow;
Section 2. That the City of Jefferson City, Missouri, does
hereby ratify and adopt all statements , representations, warrantiesi;

Stadium �� WHEREAS, the City desires to proceed with the easterly
Drive. I� extension of Stadium Drive; and
WHEREAS, the Street Committee has conducted several public
hearings to discuss route locations; and
WHEREAS, the Street Committee has recommended that Route "F"
be selected,
NOW, THEREFORE, BE IT RESOLVED, by the City Council, that the
Engineering Department be authorized to proceed with design plans �(
and necessary appraisals for right-of-way acquisition for Plan "F"
as recommended by the Street Committee.

WHEREAS, the Mid-Missouri Regional Planning Commission has
prepared a document entitled Recommended Ordinance Regulating
Solid Waste Management"; and

WHEREAS, the document sets forth the necessary requirements in�i
the aresso£ timetable, management, financing, storage, collection
and transportation, and processing and disposal;

Mayor Christy brought up the subject of the dogs and cats at the liays and
Health Department and stated that the Humane Society was interestedy Means
in improving the situation. The matter was referred to the Ways Committee
