On a request from the Police Committee for purchase of an ' Electric Generator, Committee recommends that a supplemental !: appropriation for the Generator be approved. Motion passed. ,' - - - - - - - - - - Councilman Woodman, Chairman of the Public Health Committee, 11presented the following report: The Public Health Committee met August 1st in the Council Public Chamber. Health The first iten, of business concerned the hiring of former Committee Milk Inspector 0. T. Ely as an employee of the Health Department . iReport. :lMotion made by Councilman Hager that Mr. Ely be hired as an )iEnvironmental Sanitarian at a salary to be decided by the Finance 1, Committee. Motion passed 3 to 1. The Committee then began discussion of the City's compliance 11with the State's trash collection law. Figures were again 11presented by representatives of Dispose-All Service for twice ! weekly pickup of residential solid waste. Under their proposal the'! City would pay 2.83 per month for the pickup not including any billing, collection or bags furnished. After figuring the estimatH ed cost for the bilfing, postage and bags, the cost to the City i resident would be approximately $3.69 per month. The cost of once 1,, per week pickup would be approximately $ 3. 34 per month per resident After discussion Councilman Brant made the motion to authorize the Chairman to instruct the Mayor and City Attorney to , check into the options the City would have if it challenged the law; '! Motion passed. - - - - - - - - i - - ; Councilman Brant, Chairman of the Ways and- Means Committee, i !Ways and 11presented the following report: ,!,Means ,:Committee A meeting of the Ways and Means Committee was held on the 1,;Report, ! evening of July 22, 1974. Ortmeyer, Whitecotton, McDowell and Brant were present. The purpose of the meeting was to discuss animal controls and our assistance in the establishment of a lJHumane Society. Mr. Bob Simonds and Mr. Barry Jackson were present, repre- 11senting the local Humane Society. Each presented the goals and purposes of their group and what they might do to help alleviate the animal situation that we now have. An estimate sheet dealing with costs of a Humane Society and the share each must bear was presented. 231. _Regular .Council--Meeting,_-August .5,...1974..- Mr. Whitecotton made a motion, seconded by Ortmeyer, and passed for the Chairman to contact the City Attorney and see if our press Ordinance, as it relates to dogs, is adequate and if not how it !might be made adequate. It was also suggested that each member, on his own, observe 11 each of several possible land sites for the Humane Society. These ; items were to be discussed further at a future meeting. Motion passed. - - I Councilman Whitecotton, Chairman of the Street Committee, presented the following reports: The Street Committee met in the Council Chamber at 8:30 P.M. , July 22, 1974, immediately following the adjournment of the Ways land Means Committee. All members were present. Also present were I� Councilmen McDowell and Brant, and Mr. Mike Bates of the Public i 1Works Department. I� The contract for the rock cut on East McCarty Street was awarded to the Jeff-Cole Quarries , the low bidder at $28,987.00. Mr. Rackers was to be asked to so inform the management of ' , Jeff-Cole Quarries . The project costs are to be paid from Revenuel Sharing Funds. The grade reduction on Southwest Boulevard, .immediately south of Thompson Street, as originally-planned by the Public Works Department, was approved. The project costs estimated at $20,000. are to be paid from Revenue Sharing Funds . The seepage problem in the area of Johnson and Grant Streets , as set out in a petition from residents in that area, was referred to the Public Works Department for an investigation and report to the Committee. i A proposal to widen Old St. Louis Road to eliminate a traffic hazard near the Daisy Delight Drive In was also referred to Public Works for a plan and cost estimate. The Committee was informed that the required land for this project would be donated. There being no further business the Committee was adjourned at approximately 9: 30 P.M. Councilmen Barry, Borgmeyer, White- cotton and Wildhaber were present. Councilman Ortmeyer attended atl the request of Mr. Rackers who was absent. { The vacating of the 25 foot strip of land previously dedicated for Gordon Street was approved, providing the drainage is handled as set out in Mr. Clark s letter of August 3, 1974, to Councilman I Wildhaber. The employment of Charles Redel in general maintenance by the Public Works Department, at an annual salary of $6,663.00, was approved. A request for the opening of the roadway at the rock cut on ! West McCarty Street for weekend traffic during the construction f period was denied. It was concluded that such opening would involy� removal of debris , changing and recharging warning signs , and otheri related work might tend to prolong the construction period.
