The City Health Committee met on Monday, August 13th in the Council Chamber. A plan was adopted regarding the city's solid waste management plan. This plan has been sent to all Council Members for their study and suggestions. Also, a resolution has been prepared stating the provisions of the plan in order that the City comply with Senate Bill 387. �i The Committee approved the appointment of Myron Sullins, Animal Control Officer, due to the resignation of Jeffrey Bartels. „ Councilman Woodman moved that the report be filed. The Jefferson City Planning & Zoning Commission regular meeting was held Report. on Thursday August 8, 1974 in the board room of the Chamber of Commerce to consider the following rezoning requests: 1. The Commission disapproved a request from Michael Riley in behalf of his client, Gene Schenewerk to rezone his property located on Highway 50 West in the rear of Shellridge and east of the Schellridge turn off from RS-1 to C-1 neighborhood commercial. 'Phis request was referred to the Commission in j the form of Council Bill No. 6, for review and action. i� 2. The request from Empire Gas Company (Ralph Wilson) to rezone 20. 59 i acres in the southern part of the city between old Route "C" and new Route "C"; 'i from RS-2 to M-2 was acted upon by the Commission as follows: Commission recommended all of Tract A inside the city limits and 'Tract B be rezone(] from RS-2 to M-2. Motion passed. ---------------- !; (� The following report of the Commission on I1,:nvir•onmental Quality was presented, + to the Council: Environmental Following is a report of the activities of the Jefferson City Commission on Quality Comm. Environmental Quality from April through June, 1974, as required by Section Report. 4 of Ordinance 8413. The Environmental Quality Commission has three new representatives. ' Dr. Henry Guhleman is serving from the Jefferson City Park Board in the 11 absence of Mrs. Alan Becker; Mr. William Natsch has been appointed to !, 1! replace Mr. Ralph Wisdom from the Planning and Zoning Commission; Dr. Thomas Brant has been appointed as a second representative from the i Jefferson City Council. Miss Carolyn McDowell introduced Ordinance 8648 E� which amends Section 1 of Ordinance 8413 stating there shall be two (2) members of the City Council chosen by the Council to serve on the Commission, !; effective June 4, 1974. , fjMiss McDowell, as a member of the Environmental Quality Commission from the Jefferson City Council, assisted in acquiring two alternative proposals for a part-time city planner. The Commission was pleased to have the proposal of their consultant, Mr. Robert Simonds, accepted. Mr. Sam Cook and Mr. Robert Simonds met with the Commissioners of the j Jefferson City Housing Authority regarding the Capitol West area. Mr. Cook outlined and explained the importance of thinking of the future of the Capitol liWest area -- functionally, economically and esthetically. He expressed our concern that the redevelopment of this area be based on the best possible 0 design and the overall plan should be designed by a single, top-quality planning I� and architectural firm. Further, the urban planning, the landscape design ii and general characteristics of the building design should be coordinated in a 1� related manner for the entire area. Mr. Simonds' appeal to the Housing Authority was for open: paciousness -- a need for a low, flat park-like open space in harmony with the i- evel of the river. A place for our visitors to get out of the main rush of streets~ raffic, and buildings. It was agreed that a copy of Mr. Cook's remarks would e sent by Mr. Herron to the State Board of Public Buildings, with the request , hat they consider a joint meeting with representatives of the Housing Authority nd the Environmental Quality Commission to establish an understanding for oordination of efforts of the three agencies in planning and development of the apitol West area. Mr. Sam Cook, hairman of the city beautification plan project, has been in consultation with SO y and will report at our next regular meeting. Ln 11r.response to a request from the Housing Authority, Mr. F. Joe DeLong and Robert Simonds, City Planner, were appointed to draft a suggestion for reatment of the Wears Creek area behind Simonson, between Marshall and ackson Streets. Mrs. DeLong presented a residential street tree planting proposal as a 1 icentennial project for the Environmental Quality Commission. The plan entail he immediate development of a block street tree planting program, the creation f an ordinance which would authorize private landowners to plant trees on and d jacent to public right-of-ways and the designing of a pamphlet which would uggest and recommend appropriate types of trees to be planted in various resident- al areas, their care, maintenance, and methods of planting. It was suggested hat block street tree planting adds considerably to the value of a home and the Ij •ommunity and makes much more pleamint viewing; when all of the trees of one articular block tine of the same variety and scaled to the height of the constructi'hn. r. Co. and second time by title and on motion of Councilman Whitecotton, the rules were suspended and the Bill was read the third time by title and placed on final passage and was passed by the following vote as Ordinance No. 86 70.
