Motion passed. - - 11A change order was received from the Housing Authority, which 1eovers the completion of the 500 block of East Miller Street . . There will be some additional costs , the School Board could provide; three or four thousand dollars . The Housing Authority requests Housing for the City to commit , in letter form a like amount to be used ;'Authority only after the 10% over run of Items lit 13, 17 and 18 have exceu3ed their estimate,when they exceed the $4,000.00 committed by the School Board. } Councilman Wildhaber moved that the request be approved. Commissioner: ;;Replacement of Since I have taken over the supervision of janitorial duties ,Janitor. at City Hall over a year ago, I have had repeated complaints as to the quality of such work. I have discussed this problem several !; times with Mrs. Dora Washington, who is presently employed to do this work. However, such discussion did not improve the quality of work. With regret, I must recommend replacement of Mrs. Dora ; Washington with a qualified janitorial service. As Mrs. Washington; was employed by the City in September, 1970, and has not taken a ! vacation since that time, I recommend Mrs . Washington be replaced 11 immediately and be paid one (1) month's vacation. �� 243. Regular Council Meeting, September 16, 1974. It will be necessary to employ temporary janitorial services until permanent services to handle all three (3) buildings , City .;Hall, the Public Works Department, and the Health Department, can be obtained. Also present was Mr. Ed Rackers and two members of the news media. ij By authority vested in the Committee by the Council, the ,;contract for the Street Sweeping Machine was awarded to Jerago 1! ;+Industries , Incorporated, the low bidder, at $29,375.00. !I I The request to vacate a portion of the alley at the rear of + property at 1010 and 1012 Monroe Street , by William C. and Sarah , Renick and Mrs. Elizabeth Fenner, was denied. The following matters referred to the Street Committee will be :; handled as routine assignments by the Street Division of the Public ;; 1Works Department: 1. The request from Perry Hawes of 1500 Rosewood Drive for ; inspection and correction of conditions at the corner of Rosewood II and Carrol Street. 2 The underground seepage on Belair and Twin Hills referred by !� Councilman Gordon. 13. The elimination of the high center in the North and South ;alley between West Franklin and West Filmore, as requested by " Mrs . -Herbert Kraus of 104 West Franklin, and referred by Councilman Whitecotton. 4. The placing of a warning sign on East McCarty at the rock cut, calling attention to the possible falling rock. f 5. The placing of a sign at the intersection of Hough and Grant I Streets , calling attention to the narrow bridge. Both having been i referred by Councilman Wildhaber. Short and Lt. Col. Patton. Exercising the authority to act, as granted by the Council, the appointment of Clell S. Sloan as a Probationary Patrolman was , approved as of September 7, 1974. The appointment of Ray P. Bledsoe, as a Probationary Patrolman, was approved as of September 15, 1974. The promotion of Patrolman William D. Heinrich to the rank of I, Sergeant was approved as of September 1, 1974. I There being no further business before the Committee, it was adjourned at approximately 8:15 P.M. September., (Councilman Woodman, Chairman of the Public Health Committee, presented the following reports : J! The Public Health Committee met on September 9th in the Council IlChamber. All members were present. Others present were Fred ;,Nichols and Jim Garvin, kepresenting Dispose All Service, and Mr. dlCharles Armistead, representing Manchester Packaging Company, Mr. Nichols requested an increase in the price of DAS bags, from $.36 per bag to $.43 per bag, for the yellow bal with the DAS emblem. if a clear bag was used the price would be .42 per bag. Mr. Charles Armistead from Manchester Packaging, the firm's 'bag supplier, told the Committee that the price may increase still .further in the coming months. The Committee discussed the possibility of the City purchasing :' the bags rather than DAS. Also, DAS was asked to submit a price to ;' the Committee for can service at the curb in lieu of the bags . The Public Health Committee met on September 16th, 1974, in the Council Chamber. All members were present . Also present were Mr. Fred Nichols , Mr. Jim Garvin, representing Dispose-All Service, I and Mr. Robert Simonds , Acting City Planner. Questions arose in regard to the City clean-up operation by Dispose All Service. Members of the Committee were under the impression that the Resolution passed and sent to the State made provisions for a monthly City Clean-up rather than a quarterly clean-up. After discussion Councilman Wildhaber made the motion that the quarterly City Clean-up be retained as in the Resolution. Motion passed unanimously. Dr. Brant then made the motion that the City uthorize DAS to purchase a three month supply of bags and that the City would buy from DAS all bags on order and on hand as of October 1st, 1974, and that the City look for competitive beds on the bags . The anticipated income for the fiscal year totals two million, 1, seven huhdred thirteen thousand, one hundred dollars ($2,713,100.00 : IThe total amount of estimated income surplus, inclilding investments !' ( as of November 1, 1974, totals one million, one hundred and twenty-eight thousand, eight hundred fifty-two dollars ($1,128 852.00) . Ali sources of estimated income and estimated surplus , including investments to the General Revenue Fund as of November I, : 1974, total three million, eight hundred forty-one thousand, nine 1hundred fifty-two dollars ($3,841,952.00) . 249. Council Meeting, By transfer, reduction and striking out of requests, the total Budget, as presented, from the General Revenue Furd totals two million, seven hundred ninety-six thousand two hundred forty-six dollars and twenty-five cents ($2,796,246.L5) . I made no changes in the salary requests for two reasons - First, I am a firm believer in paying adequate salaries . It is difficult for me to feel that any of our loyal city employees are adequately paid. Budget. Second, I know from previous Budgets that the Finance Committee goes into salary requests very thoroughly. There is no reason for both the Finance Committee and the Mayor to check them. Remember that in the offing is the request of the Corps of Engineers to correct Wear's Creek in the area outside the Urban Renewal. The City must be in a financial position to carry out the project. In conclusion, this is the last Budget I, as Mayor, will present to the Council.
