Motion passed. - - - - - - - - - - Gary Markenson, Deputy Director of the Municipal League, explained to the Council the proceedure in the selection and recommendation of the Personnel Director for Jefferson City. Councilman Barry moved that the Council give a vote of thanks to { Mr. Markenson for work in the selection of Personnel Officer. Motion passed. e7 i� i 261. .. Regular. Council Meeting, November 4, 1974 _. Councilman Wildhaber, Chairman of the Finance Committee, presented the following report: f Finance Committee Meeting held October 28, 1974. j; 'i Committee recommended that the Lagers Fund be funded from !t ; Sales Tax - $40,945.00 to balance the Fund and six (6%) per cent Finance 'of the total Sales Tax annually to be placed in the Lagers Fund, i. Committee ; leaving the breakdown of the Sales Tax - 61% General Revenue, Report. 130% Capital Improvements , 6% Lagers , and 3% Heavy Equipment. The j , Lagers Fund to pay the retirement for all Departments funded from ' General Revenue. Committee recommended that the Ways and Means Committee reviewl Ithe Sewer Fund, where the General Revenue is financing a large portion of the Sewer Fund. I! He will meet with the Committee, City Attorney and City Clerk. - - - - - - - - - - Councilman Ortmeyer, Chairman of the Public Buildings Committee, presented the following repert: i� A meeting of the Building and Grounds Committee was called Monday, j October 21st, Chairman Ortmeyer, Borgmeyer, Gordon, Hager and j , Barry were present. Motion passed. - - , Councilman Woodman, Chairman of the Public-Health Committee, Public presented the following report: Health The Health Committee met at 7:00 P.M. , November 4th, in the Committee Council Chambers. Mr. Robert Robinson of the Department of Natural Report., Resources presented his critique of the City's solid waste plan. Mr. Robinson stated that cities using the bag system must provide a sufficient number of bags to allow residents to have their solid waste collected once a week. He said that 4 1/3 bags per month must be provided to every resident in order to obtain State approval of the plan . He also indicated that the City must also bill residents using~' the can service the entire amount of the present $4.80 plus the extra charge to subscribe them to the service. An Ordinance prohibiting burning was also suggested by Mr. Robinson. After discussion, motion made by Councilman Borgmeyer, second by Councilman Wildhaber, that the Committee approve and place into Ordinance the City's present plan. Councilman Barry, Chairman of the Accounts , Claims and Personnel Committee, presented the following reports : The Accounts , Claims and Personnel Committee met on October 22,E 1974, at 7:00 P.M. , with all Committee members, Ed Rackers , and .,Herb Knight, present . j The first order of business was the proposed transfer of 'Mr. Karr and Mr. Thompson from the Central Maintenance Garage to lithe Public Works Department. The Committee unanimously voted to ;have Mr. Karr and Mr. Thompson physically return to work at the ;`Central Maintenance Garage and to continue to be under the complete ;supervision of Mr. Herb Knight. In response to a letter from a Mrs . Kauffman, the Committee Accounts, :referred the problem of the sewer at Washington and Elm Streets , Claims Tito Mr. Ed Rackers , who will report back to the Committee. and Respectfully submitted, /s/ James L. Upon motion by Mr. Borgmeyer the Committee voted unanimously 11to accept Mr. Ed Rackers recommendation to offer to pay one-half iof Mrs . Kauffman's plumbing bill, in order to settle the dispute (concerning the sewer at the intersection of Washington and Elm ;Streets. �! Respectfully submitted, /s/ James L. Motion passed. il II�Councilwoman McDowell , Chairone of the Public Utilities Committee, 61presented the following report: Public Utilities The Public Utilities Committee met November 4 , 1974, and voted Committee to install a street light at the end of Meadow Lake Drive and a Report. street not named, also in the alley between Last McCarty Street and �East High Street, near East School . IThe following report of the~Parking~Authority was presented to the Council: I Several persons were present from various State Departments, inquiring as to the availability of parking on the Jefferson Street ; ; lot, adjacent to the Jefferson Building. The Chairman stated that he had not checked withmembers of the ;' Authority, but that he personally preferred that there be not to lexceed eight meters placed on the lot at this time, and these to be ,! adjacent to Jefferson Street, with remainder being available for ;Parking public parking. ':Authority The meeting was then finally called to order at 7:45 A.M. , "Committee Friday, October 18, 1974, with Gilbert Ortmeyer absent with prior 'Report. consent, and discussion opened on parking on the mentioned lot. Jim Thomas advised the Authority that a prior committment at some time indicated that meters be installed on the entire lot. 1. After further discussion, Michael Riley made a motion, which was seconded, which would require total metering of the lot , with the rates and time limits to be: 27 spaces with the standard two-hour parking, 17 spaces with five-hour parking at 25 cents , and ;, 25 spaces with 10 hour parking at 50 cents . Jim Thomas suggested checking into the possible construction ,j of additional levels to handle the state employees . Thomas suggested a bond issue and a long term lease to the state to cover construction costs . 2. The Authority discussed the possible sale of old meters as novelty items. The Authority has about 600 old meters which it could sell. 3. The Authority is investigating possible sites for 40 spaces requested by United Telephone for its employees . Vincent Borgmeyer suggested checking into the Old Sheltered Workshop site. 4; 4. Thomas suggested the Authority inspect each lot the City is leasing and lots under construction so the Authority will know the current situation of the lots and will be able to suggest improvements , i 263. Regular Council Meeting, November 4, 1974. 15. The Authority denied a request to provide free parking for 16 � ,lemployees of the Department of Revenue while the old Tweedie ;! building is being demolished. The motion was made by Riley and ,!seconded by Czarlinsky. 16. The placement of a vending machine in the Parking Garage was ;;decided to be left up to the discretion of the Parking Authority Supervisor. j�7. The Authority approved a motion to execute the contract with !;Roger Verslues for construction plans for the proposed upper deck Parking! of the Parking Garage. ! Authority !8. On a motion by Thomas , it was decided to move Parking Authority, Committee;,employees from the garage on to the Riley lot , as space becomes ; Report . .;available. ' '9. On a motion by Borgmeyer, any employee who has any complaints in the operation of the Garage will direct his complaints to the ;;Parking Authority Supervisor. �! /s/ Robert L. Hyder, Chairman. Richards, 1203 Major 0treet Drive, for permission to plant trees, shrubs , etc. , on adjoining Committee. property, which is owned by the City, and also that the City grade , and level this property as he will indicate, then seed the land with grass and fertilize it. Baker, Capital City Christian Street Church, for the City to deed property located between the Church Committee. and Swift's Highway to the Church.
