Regular Council Meeting, November 18, 1974. Councilman Whitecotton, Chairman of the Street Committee, presented l: the following report: The Street Committee met at the Department of Public Works , 1j7:45 P.M. , November 6, 1974. Committee members Barry, Borgmeyer, 'Wildhaber and Whitecotton were present. Mr. Rackers , Director of ;Public Works was also present. I! After review and discussion of the bid tabulation prepared by "Mr. Rackers the Committee approved a motion by Mr. Wildhaber to 'Street ! recommend that the Council accept the bid of Riley Chevrolet ;'Committee ' Company, the low bidder on each of the 6 items, including three '.Report. ;;compact cars and five trucks, for a total bid of $31 ,054.80. The ;;amount budgeted for these vehicles was $32 ,900.00 (which included ! four radios) . A review of the bids on the Track Type Loader and the Tri-Axle 10 ton Trailer indicated that the equipment offered by two bidders ,! did not meet minimum specifications . i The Committee approved a motion by Mr. Barry to recommend that ` ' the Council accept the bid of Fabick and Company of Jefferson City ;! 'offering a Caterpillar 931 Tractor, the required optional equipment , Oand the Tri-Axle 10 ton Trailer for a total bid of $22,984 .00 the f'llow bid, which included a $6,500.00 trade in allowance. The amount budgeted for the two items was $28,000.00. The two letters , one from Mark H. Richards co-signed by Robert ;+ 110renstein requesting permission to plant shrubbery on a certain Rportion of right of way in the 11 and 12 hundred blocks of Major ( Drive, and The second from the Reverend Gary W. Baker, Minister, Capitol ; City Christian Church, requesting that certain designated land Ilying between the Church and Swifts Highway be transferred to the ► Capitol City Christian Church by the present owner, the City of Jefferson (at no cost) , were referred to the Director of Public Works for his review and recommendation. Motion ; ( passed. ilCouncilman Whitecotton, Chairman of-the-Police Committee, presentod ! !jthe following report: The Police Department Committee met at the Public Works Department at 7:00 P.M. , Wednesday, November 6, 1974. Committee Members McDowell, Wildhaber and Whitecotton were present. Dr. Brant was absent with leave. Chief Short and Lt. Col . Patton were also present. The applications for Taxicab Operators permits for Calvin ''Police Hummel, California, Mo. ; Arnold Lee Hord, Jefferson City, and ; Committee Leonard N. Simmons , Jefferson City, Mo. , were approved. The ! Report. application of Grant Dewayne Bottomley, California, Mo. , was rejected. A motion was adopted to refer the question of an increase in Ithe fee for cab operator permits to the Ways and Means Committee, Iwith the recommendation that consideration be given to increasing the fee from the present $1.00 to $3.00. Col. Patton informed the Committee that one Dorsey Jordan was now available as Police Headquarters Custodian at a monthly salary of $375 .00 with an increase to $400.00 after 90 days satisfactory service. The employment of Mr. Jordan was approved on motion of Councilman Wildhaber. After a discussion on the need for experienced officers for extra duty assignments, surveilance, stake outs and under cover activities , which are now being handled by volunteers without ( compensation, a motion by Councilman Wildhaber was approved, restorI4' ing. fpr these specific duties , the $7000.00 to the Police Depart- ment Budget .that was deleted by the Finance Committee and referred to the Police Department for further consideration. The Department !- is to keep the Committee informed on these expenditures. On motion of Councilman Wildhaber the specifications for the position of Police Juvenile Officer submitted by the Police Personnel Board were approved. Col . Patton stated that the Juvenile,' Officer would be employed at the salary of a Probationary Officer !± to be paid from the grant of the Law Enforcement Assistance Council There being no further business the Committee was adjourned. Motion ,,passed. - - - - - - - - - - Councilman Woodman, Chairman of the Public Health Committee, ::'presented the following report: Minutes of the Health Committee meeting, November 18, 1974, 17:00 P.M. Present were Councilmen Borgmeyer, Brant, Hager and iWoodman. Public , l . The application of Walter Lawrence Jefferies as an Animal Health ;Control Officer was approved. Committee ' 2. Mr. McKinney requested that an additional Humane Officer be Report .hired by the City. He indicated that an additional man is needed ! to receive and redeem animals . Mr. Borgmeyer moved that regular !hours be set up to redeem animals. Motion passed. Motion made by .,Mr. Hager than an additional Humane Officer would be hired, Motion ;' ! passed. Mr. Borgmeyer moved that a work schedule be given to the ;'members of the Committee. '13. Mr. McKinney said that the present laundry service for the :Humane Officers has been poor. He suggested that the City buy the Iiuniforms and give the men a monthly clothing allowance as the other ;, :! Motion passed, ;!Councilman Gordon, Chairman of the Committee of the Whole, presented'. �jthe following report: i The Committee of the Whole met November 12, 1974, at 7: 30 P.M. ` ' Present were Councilmen Barry, McDowell, Brant, Whitecotton and Gordon. Mr. Barr yy moved that the rules be suspended due to a lack of � a quorum so the meeting could be held. First order of business : Mr. Hackman of Hackman Sound Service, presented his for sound system for the Council Chambers , at a cost of ,973. 96 , or an alternate plan at $4,958. 72 . After ! discussion, it was decided to set it aside for further study. Mike Riley, attorney for Water District Number 2, explained the fire hydrant situation in the eastern and southern parts of . Jefferson City. Jefferson City used to pay $60 per year per fire i hydrant , but no longer does so. This has caused a shortage of fire ! Committee' hydrants in these areas of approximately 90 plugs. Each plug would' of the ' cost between $250 and $500 each. Motion made by Dr. Brant to refer! Whole this problem back to the Utilities Committee and for them to work Report.ilwith the City Attorney to find a solution by January 1, 1975. '; Motion carried. (i j; Mike Riley, attorney for I.T.C.Cable T V, presented the I! ;' Company's request for a rate increase to $5.95 per month. Mr. Riley}; 3ipPovided statements of earnings ending September 30, 1974, showing a loss of $17,400.00 per month, or $2.10 per customer per month. IjIf the $5.95 is accepted this will still result in a loss of $7000 !� !, per month to I .T.C. At present they are at 91% of saturation of 11potential customers. A rate of $5.95 is in line with other cities ;yin Missouri. After much discussion, motion was made to support i! IjBill Number 46, as amended, for the increase.
