rezoning.

budgeted for 1974-75.

' Councilman Wildhaber, Chairman of the Finance Committee, presented
the following report:
The Finance Committee met at 7:00 o'clock P.M. , December 16th. ;,
The Committee recommends supplemental appropriation of $2,500.;
';money coming from the $2,500.00 received from the sale of the used
11patching machine.
The Committee recommends Transit Authority make application
Ifor matching funds (City part 20%) for the purchase of two new it
;Ibuses .
!; The Committee recommends Firemen in Step 2 be raised one step, +
Finance retroactive to November lst.

The bids for remodeling the office for Mr. Avery were discussed;

following report of the Planning and Zoning Commission was
.presented to the Council:
The Jefferson City Planning & Zoning Commission regular meeting
was held on Thursday, December 12, 1974, in the Board Room of the
Chamber of Commerce, to consider the following rezoning requests :
1 . The Commission approved a request from Herbert Taylor to rezone
the Dexter property located at the North East Corner of Dix 'Planning
Road and Industrial Drive, from RS-3 to RA. The Commission :' and
amended the request to only include the Area designated in the toning
November 12, 1974, application. Rezoning the additional area Commission
(December request) located North of this was denied by the 'Report.
Commission.
112. The Commission approved a request from Cletus A. Kolb,
President of Jefferson City Oil Co. , to rezone property known
I� as 904, 906, 912 and 916 West McCarty Street , from RA to C-2.
The Commission further recommends that this entire one-half
block of McCarty Street, from Brooks Street to Fulkerson Street,
be rezoned to C-2.
13. The Commission denied a request from Lee W. Neutzler to rezone ,;
a tract of land owned by him, off Old Route C in the Sunset
Lake Area, from RS-2 to RA Multiple Family.
4. The Commission recommended that the City Council approve the
Community Development property for the year 1975, 1976 and
1977.

The following report of the Parking Authority was presented to the
Council:
The Parking Authority met at 8:00 A.M. , Tuesday, December 3,
1974, in the City Council Chambers .
1 . The Authority discussed the problem of parking on the south
side. To alleviate part of the all-day parking on the streets ,
Ortmeyer suggested that the Authority proceed with the acquisition
of property located at 605 and 607 Jefferson Street from Mrs .
( Nadine Prenger, at a cost of $37,000.00. On a motion by Schulte,
the Authority voted to purchase.
2 . Parking on Lot 1 , next to the Jefferson Building, it was
agreed, after meeting with the City Council the week before, that
10 s paces would be metered along Jefferson Street, and the remain-
ing 61 spaces would be rented by the month. Priorities on spaces
to be assigned would be on a seniority basis . Tennants with the
least amount of time on the Lot would go back on the waiting list.
It was also agreed that a deadline of June 1, 1975, in negotiations ; Parking
with the State of Missouri for participation with the City in a Authority
multi-level structure on the Lot. On a motion by Riley, the ! Committee
Authority voted to have each tennant on the Lot sign an agreement ;; Report,
that they would give up their parking space at request of the
Authority.
3. Rate increase:
A. On a motion by Rackers , the Authority voted to increase if
Lot 1 from the present $7.00 per month to $15.00. i
B. On a motion by Riley, the Authority voted to increase
Lot 2 (behind the Parking Garage) , from $10.00 per month to $15.00. 1+
C. On a motion by Schulte, the Authority voted to increase
the monthly parking rates in the City Parking Garage, from $18.00
per month to $23.00. !
D. It was agreed that Lot 17 (behind the Mo. Power & Light
Co.) be increased from $5.00 per month to $7.00.
E. On a motion by Thomas , all other Lots with waiting lists
be increased $1.00 per month. Lots with vacancies would stay at
their present rate.
4. Cleaning of Parking Lots . Thomas suggested that the Authority ';
do something about the present condition of some of the Lots . The ,;
present cleaning service seems to be inadequate. Rackers suggested
the Authority purchase a devise that looks similar to the Cushman
scooter, with a nozzle that would pick up debris . The Authority
has .a new sweeper approved in its present budget.

NOW THEREFORE) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY i!

1. That the areas described above are insanitary, blighted, 'I
deteriorated, or deteriorating, and these are appropriate for
development of the character contemplated by the Housing and
;;Community Development Act of 1974.

2. That the financial assistance available under the Housing
land Community Development Act of 1974 is needed to enable the City
;of Jefferson, Missouri, to finance the undertaking of the proposed
development projects .

3 . That the one year detailed community development program j
;land the three year general program for community development
'!presented to this body by the Housing Authority of the City of
{Jefferson, the agency heretofore designated as the Community !
Development Agency to carry out community development programs
'within this City, are approved, and the Community Development
!Agency of the City of Jefferson is authorized to file and to incur I
(' costs in the preparation of an application for financial assistancei
!!under the Housing and Community Development Act of 1974.
t 4. The Community Development Agency Director is authorized to
carry out all functions under the Housing and Redevelopment Act of
, 1974 and to sign for and on behalf of the City of Jefferson all
certifications required by said Act (or, to present to the Mayor,
the City Attorney, or the Legal Counsel for the Community Develop- iE
Iment Agency, as may be appropriate, all such documents for !

5. If any portion of the authority herein approved or granted mom
should be held to be invalid, such holding shall not invalidate the
remaining portions of this Resolution.
6. Neither this Resolution nor Community Development
activities hereby approved shall in any way affect Progress Urban
Renewal Project, Mo. R-45, except improvements specifically
designated in the' Community Development Plan for inclusion therein.

Mayor Christy stated that Trice Construction Company had defaulted
in the improvement of Tanner Bridge Road from Ellis Boulevard to Improvement
Monroe Street. The City has entered into a supplemental agreement Tanner
with The Travelers Indemnity Company, his bonding company on- the Bridge
13th day of Decembet, 1974. The bonding comppany have emp oyed Road.
Jefferson Asphalt Company to complete the Job.
