Motion passed. 1j Annexation jlCouncilman Hager, Chairman of the Annexation Committee, presented Committees)the following report: �l Report 1. j The Annexation Committee met Monday, January 28th, at 7:30 P.M1' j,in the Council Chambers , with Attorney Thomas Graham, to discuss if I'the annexation of property in Callaway County in the vicinity of ;(Cedar City. The property was designated as Area "J" for easy if i reference. ' On a motion made and passed Area "J" was unanimously agreed by ' ( the Committee to be presented for annexation, in the form of a ( Resolution to be read to the City Council. /s/ Harvey Hager, Chairman. I� Thomas Graham, Attorney for the City of Jefferson in the annexation !! suit, reported that the case was tried in December and the Court turned down annexation proposal for Cedar City. The proposal ( presented by the City of Jefferson is different than that in 1970. it 1It does not take in as large an area since it cannot be justified I at this time. That the City Council of the City of Jefferson, Missouri, Ithe a Municipal Corporation, finds and declares that the annexation of following unincorporated area of land, adjacent and contiguous to the present corporate limits of the City, and more particularly , described as follows, to-wit: Beginning at the northeast corner of New Madrid Private Survey 2638, thence southerly along the east line of said Private Survey 2638 a distance of 4,086.8 feet; thence north I 64° 11' West, 2635.07 feet; thence south 840 15 ' west, 1466.89 feet; thence south 6° 00' east to the center of the Missouri River; thence southeasterly along the centerline of the Missouri River to the north-south quarter-quarter section line in the west half of Section 23, Township 44 North, Range 11 West; thence northerly along the quarter-quarter section lines of Sections 23, 14 and 11 of Township 44 North, i Range 11 West, to the toe of the bluff; thence northwesterly j± along the toe of the bluff to its intersection with the south !� bank of the Halifax Diversion Channel, said intersection I being approximately 300 feet east of the centerline of U.S. " Route 54 and approximately 900 feet north of the centerline of the MK & T Railroad; thence northwesterly along the south bank of the Halifax Diversion Channel to its intersection with Turkey Creek; thence westerly and southerly along the south and east banks of Turkey Creek to a point lying 200 feet ) i perpendicularly from the north right-of-way line of present 158. __._.._.,-�..._.._ .._._...._. Richard Southern, Attorney, appeared on behalf of Sam Strong, owner;' of Airport Limousine, who would like to provide service between ;Police Jefferson City and the Regional Airport. t!Committee The request was referred to the Police Department Committee. ;1 A letter of appreciation was received from Norman W. Thompson, Street Postmaster, commending the Street Commissioner and employees of the ;Commissioner. Street Department for a job well done during recent severe weather i conditions . Communications were received from several-persons in opposition to the proposed Cable T V rate increase. I� Councilman Gordon stated that he wanted to go on record in opposi- tion to the increase and asked that other Councilmen join in lCable . opposition. He suggested that a C.P.A. study their financial T V. statements as to profit and loss before any rate increase is { considered. - - A request was received from^Edward P. Storey to rezone property located at Southwest Blvd. and South Ridge Drive. !'Planning The request was referred tor the-Planning and Zoning Commission. and ;Zoning A request was received from Winston Cook, Attorney for the holder ,;Commission of an option to purchase property, to rezone property located on j1 Hayselton Drive, from RS-3 residential to RA residential, for the ?� erection of approximately 180 garden type apartment units. (a The request was referred to the Planning and Zoning Commission. I! A request was received from Frank Conley, Chairman, Mid-Missouri ?'Mid-Mo. Law Enforcement Council, that the Council consider Miss Betty Adamsl Law Lt. Col. Lawrence Patton, and the Honorable Byron L. Kinder to be 1; representatives from the City of Jefferson on the Council. i`Enforcement Councilwoman McDowell questioned the residency of the members. ;!Assistance Councilman Whitecotton then moved that the Council authorize the ?+Council. Mayor to sign the agreement and appoint those requested who live in the City. Motion passed. 159. Regular Council. Meeting, February 4, 1974. Irequest was received from Mid-Mi,ssouri Law Enforcement Assistant Council, Region III, at the December 3rd Council meeting for $2,000.00 to be paid prior to August 1, 1974, as the local governments ten per cent local cash match. The request was , referred to the Finance Committee, since no action has been taken Finance'lby the Committee. Councilman Hager, Chairman of the Finance Committee Committee, moved that the Council honor the request of $2,000.00. Councilman Barry stated that he would like to see how the money was +! spent last year before approving the request. ;:Mayor Christy rereferred the request to the Finance Committee. Bus .!Applications were received from Jesse-Lee Norman, Jack Vanderpool, Drivers' George Henry Dunnavant, and Samuel Wayne Jackson, for the positions ! of bus drivers . ,; Councilman Borgmeyer moved that they be appointed. The Police Committee met at City Hall, January 29, 1974, at 7:00 ] P.M. , with with Members McDowell, Gordon and Whitecotton present. Chief! ;! Short and Col. Patton also Attended. +� The following business was conducted: (i sl. One renewal and three applications for taxicab operators =� ( permits were approved: John A. Laughlin, John Clay Laughlin, Ira Boyce and Jesse L. Gorman. 1i ;1' 2. An alleged fare overcharge by a cab operator was discussed. No action was taken pending a report from the Consumers Police" Protection Unit of the Attorney General 's Office. As of this �) Committee date, no action has been taken and therefore the case will Report.`{ again be presented at the next meeting of the Police Committee 1' 3. The removal and disposition of junked or abandoned automobiles was discussed. These vehicles have become a storage problem for wrecker operators who remove them from the streets . Part of the problem will be solved by the Police Department when a summons is issued to the vehicle owner, resulting in a court appearance and possible fine, if proper and immediate disposition is not made. 4. A one step merit salary increase was authorized for police It officers recommended by the Department and previously approve by the Police Personnel Board. Respectfully submitted, /s/ Thomas E. Eidson to purchase the old Motorola 2-way radios of the Report. ,IHealth Department for $5.00 per unit, for use by the Cole County ;;Sheriff's Auxiliary for the Sheriff's network. !;Councilman Woodman moved that the report be approved. Motion passed. ,!Councilwoman McDowell, Vice Chairone of the Public Utilities i Committee, presented the following reports: The Public Utilities Committee met January 22, 1974, with Councilman Woodman, Whitecotton, McDowell and Nacy. Councilman Nacy disqualified himself. Jim Gallagher, V.P. , of I .T.C. , presented a rate increase proposal for I.T.C. After discussion with Mr. Gallagher and Dan Healey, they proposed the following: (Public As soon as approved - Basic monthly rate - $5.95 Utilities Additional & FM outlets - $1.50 ;Committee September of 1974 - - Basic monthly rate - $6 .50 :lReports . I /s/ Carolyn McDowell, Vice Chairman The Public Utilities Committee met February 4, 1974, at 7:00 P.M. , in the Mayor's Office, with Councilmen Woodman, Whitecotton, f� McDowell and Ortmeyer. Discussion was held about the International,! Telemeter Corporation rate increase proposal l Councilman Woodman made a motion to table the proposal at this time, or until more information is presented. Councilman ; Whitecotton seconded the motion. Motion carried. /s/ Carolyn McDowell, Vice Chairman. Councilwoman McDowell moved that the reports be approved. Motion passed. h Councilman Barry, Chairman of the Insurance Committee, reported +Insurance that his Committee had met with insurance agents in regard to a !!Committee package insurance for the City. The insurance package will be let ;Report. on a bid basis and since some of our insurance has expired he requested authority from the Council to start publication for the bids beginning February 6th, for four consecutive weeks . It will take about 30 days to review the specifications and get back to the,! Council. Councilman Barry moved that the report be approved. Motion passed. ;, - - - - - - - - - - 1 Councilman Nacy, sponsor of Substitute Bills 21 and 22, stated that ii1 Substitute the action of the County Court had injured the future of Jefferson " Bills City, by stopping all zoning in entire two-mile belt area. If the ( 21 and 22 City is to have control it is time to think about annexation in II some of the areas . ' !i Councilman Nacy moved that Substitute Bills 21 and 22 be placed on the Informal Calendar, subject to reconsideration of action by the j County Court. MISSBE IT RESOLVED BY THE COUNCIL OF THE CITY OF JEFFERSON, THAT, Stadium Drive, in the City of Jefferson, Missouri, shall ; be curb and guttered from Southwest Boulevard west to Edgewood ' Drive, including necessary paving and drainage facilities ; and that:� Nall of the above described work is necessary to be done. Motion !; i !� passed. £, !Councilman Hager questioned if after the 90 day rial period of Washington Street being a two-way street does it now take an 1! 0rdinance. Director of Public Works Rackers said that the two-way ; traffic is still being implemented but in his thoughts , since the i90 day period is over, legally it should be one-way traffic unless , the necessary ordinance is passed. Washington ! Councilman Barry moved that the 90 day period be extended until Street . March 9th, to avoid confusion. :Two-way. ; Councilman Hager amended the motion by moving that Washington ; Street be a one-way street . Councilman Nacy requested a traffic count before voting on the amendment . Ed Rackers , Director of Public Works , reported that a traffic count had been made three times and each time had shown an increase in the north bound traffic, and no accidents had been caused by the street being made two-way. The amendment was then put to a vote and failed to pass . i Four Councilmen voted Aye. Six Councilmen voted Nay. j The motion to extend the 90 day period until March 9th was then put;; to vote and passed. - - - f - Councilman Borgmeyer referred the matter of painting the curb, on the north side of Swifts Highway at its intersection of Myrtle if Avenue another 20 feet, and possibly a center line, to the Parking ;Parking and Traffic Commission. and - - - - - - - - - ' Traffic , Councilman Borgmeyer referred "no parking" on the curve on Westwood ;Commission 100' from its intersection with Crestmere, to the Parking and OTraffic Commission. ! - - - Councilman Hager moved that the-Council-adjourn, under the rules.
