Street Committee met April 1, 1974, in the office of the Report.

Recommended that City pay the cost of $650.00 for regrading
( the entrance to St. Joseph Cathedral. The need for regrading was
because of street improvement.
Recommended that City purchase Lots 326, 327, 328, on Hough
Park Road, at a total price of $3,000.00. Purchased for additionall;
! right-of-way.
Recommended that we are in favor of accepting alinement of a
! connecting arterial street from East 50 - Expressway, and also
recommended that the project cost be referred to Finance Committee

REPORT OF INSURANCE COMMITTEE - March 28, 1974.
lE The Insurance Committee met March 25 , 1974, at 7:30 p.m. to
Hreview bids received for the City's insurance coverage and to
.; determine what, if any, action to recommend that the City Council
': take with respect to the bids . Councilmen present were Woodman and�l
,! Barry, chairman. Also attending were the members of the Committee

The bids were reviewed and there were two identical low bids
as reflected by the attached list of bids . After a discussion with,
, Mr. Roger L. Feaster of R. B. Jones Insurance, and Mr. Tom Naught
, of Naught, Naught and Jones Agency, Inc. , (both of whom represent
, the Home Insurance Company) , it is the Committee's recommendation
that the contract be awarded to both agencies and that the Naught,
Naught and Jones Agency, Inc. , will be the primary agent with
I respect to the day to day administration of the policies . See the
! attached letter from R. B. Jones Insurance dated March 25, 1974

; indicating approval of this arrangement.

The Committee makes the following specific recommendations :
1. The bid of $38,245.00 be accepted and the contract be awarded
to the Home Insurance Company through its local agents , Naught �
I Naught and Jones Agency, Inc. , and R. B. Jones Insurance.
i2. That all existing policies be cancelled immediately.
3. That the $38,245.00 premium be paid in advance on an annual
basis.

the Home Insurance Company, we were to agree to be the Co-Agent of

and we have agreed to the following procedure which we feel would

lion Environmental Quality submits the following report of the
lactivities of the Commission during January, February and March;
11three meetings held during the first quarter, 1974.
il In lieu of a regular meeting in January, Mr. Cook as Chairman
; appeared together with Mr. Dickie of Skidmore, Owings and Merrill 1!
before the annual meeting of the Council of Clubs to discuss the
responsibilities of the Environmental Quality Commission and
concerns such as the problem created by the unnecessarily slow paceii
of annexation, the continued delay in adopting the two-mile zoning
ordinance, as well as the great need for a qualified city planner.
Mr. Dickie discussed his. preliminary ideas for the development of
Jefferson city's beautificaftoi:VOlAn.
In February, the Chairman reported that Mr. Dickie had been in:'
iJefferson City working from the office of Regional Planning and
I meeting with Mr. Rackers and others who will have input into the
;1overall planning. Mr. Scott Cantine has not had time to develop
the ordinance to retulate offensive lighting and sound pollution,
Abut expects to dove op a standard as to what is offensive and
pp resent it to the Commission in the near future. Although there
been complaints about the noise pollution from helicopters
flying over Jefferson City and a contact made with Col. Crow, it
has been decided not to make an official complaint to the Missouri
National Guard at this time. A hearing was arranged for the Commission
residents near Moreau Heights school regarding the driver-instruc- on
Lion range, but the board of education decided to eliminate the !,Environmental
site. Matters discussed with deep concern were: two-mile extra- ! Quality
territorial zoning, environmental effects of the communities around Report.
, Jefferson City, the need for a city planner and sensitive concern
for quality construction in the Capitol West area.
The following slate of officers were elected: Mrs. John
Gibson, Chairman; Mr. Sam Cook, Vice-Chairman; Mrs . F. Joe DeLongff
Secretary-Treasurer. A resolution was passed recognizing the
excellent, energetic and intelligent service that Mr. Cook has
rendered the Environmental Quality ommission and expressing great !l
appreciation for his fine leadership through its inception and
infancy. ii
In March, the Commission met together with invited guests at a�i
special presentation by Mr. George Dickie and Mr. Roger Seitz of
Skidmore, Owings and Merrill of their first "rough out" sketches
for beautification of Jefferson City. Present in addition to
regular members of the Commission, by special invitation of the 1!
Chairman, were: Ted Herron, Housing Authority; Mark Sullivan,
IDepartment of Conservation; Jim Thomas , Downtown Businessmen's
Association; Joe Clark, Jefferson City Public Works ; Dennis Mobricell
News-Tribune; Tom Benton, Lincoln University. Mr. Seitz'--opened thel
meeting by explaining their presentation was an attempt at their 1i
observations and thoughts regarding Jefferson City and they were i!
eager for comparative thoughts and exchange of ideas .
The first sketches presented were of component areas surround-!I
ing the downtown area. Mr. Dickie highlighted the following: The If

bluffs as an important component to the visual content; special
attention given a lineal park system; a sense of entry to the city; jl
development of a Lincoln University master plan; special attention
; be given Missouri Boulevard and Industrial Boulevard; protect'
natural areas; develop nature trails ; historical buildings ; foot
paths and bike paths in flat areas along streams in development
park system; landscape entry park.

Regular Council Meeting, April 1, 1974.
The downtown area was presented much more in detail indicating ,l
;fthe use of plantings as a way of highlighting building architecture .;
Wand scenic vistas by trees being interspersed with open space.
:Selection of trees would be made on the basis of scale and hardiness.
Several different conceptions of the mall idea for the downtown
area were suggested for consideration. One suggestion was the area .;
,between Jefferson Street and the Public Library. Two alternate
plans were presented, one with limited access of vehicle traffic an&
the other with two-way vehicle traffic through the downtown area.
;Ar. Seitz stated he felt Jefferson City was vehicle oriented and
the success of the Mall might very well depend upon people having
'easy access . Plans were made to condense the worksheets together
;with condensed comment for further study.
At the regular meeting of the Environmental Quality Commission;;
,;Mrs. Gibson announced that she had asked Mr. Cook to continue to
,represent the Environmental Quality Commission on all matters
.pertaining to the City Beautification planning project and he had
agreed to do so. It was reported that Mayor Christy recommended
the re-appointment of Mrs . Gibson to the Environmental Quality
Commission for five years which was confirmed by the Council
February 18, 1974. The Chairman further stated she had been in
' touch with Mr. Herron of the Housing Authority who has agreed to
;;set a meeting with members of the Housing Authority Commission and
:.members of the Environmental Quality Commission regarding the
iidevelopment of Capitol West .

'The following was received from Joseph P. Clark, Acting Building
Commissioner:
Mr. Raymond Caspari has requested a Building Permit to remodell
a building now located at 803 West Main Street. Mr. Caspari plans ;
Building'': to raise the roof of this building and remodel the interior for I:
Permit. ;;apartments . The building will not be increased in size. i
As this building lies on the fringe of the area designated as
iCapitol West, the Building Permit must be approved by the City II

Mayor Christy lauded Councilman Nacy on the expiration of his term
as being one of our outstanding Councilmen, and also that he had 'Councilman
been happy to have Councilman Nacy as his Mayor Pro tem for the INacy
past two years. I
Councilman Nacy replied that it has been a wonderful experience in
working with this Council and that Jefferson City has an excellent
Council headed by one of the best Mayors in the area .
