A second. } story be provided for the City Public Works Department . B. 60,000.00 - New City Buses . (� C. 43,342.00 - The balance of this allocation shall be added ! to the $100,000.00 for the improvement of West Main Street and 1� Greenberry Road. Councilmen voting Nay: None. - - - - - - - - - - - lCouncilman Ortmeyer, Chairman of the Building and Grounds Committee, ;( presented the following report: Building i and ; Meeting of the Building and Grounds Committee was held Thursday, .Grounds ', April 18th, at 7:00 P.M. Members present were Chairman Ortmeyer, Committee Councilmen Hager, Barry, Gordon and Borgmeyer. Also in attendance -Report. was Ed Rackers , Public Works Director. A discussion was held concerning the Pelster property and its value. Hager made the motion, seconded by Ortmeyer, that the City �lbid the appraised price of $35,000.00 . Motion carried. ,i Roger Verslues of the Firm of R. F. Verslues and Associates, ' explained the possibilities in the construction of a two-story building between the City Garage and the old Fire Station Building.; The second story would house the Engineering and Public Works Department, while the first floor would be used for garage and miscellaneous purposes . Councilman Borgmeyer made a motion that the Buildings & Grounds Committee recommend to the Council the construction of such a ibuilding. Motion passed. ';the following report: Minutes of the Street Committee meeting Monday, April 30, 1973, 7:30 P.M. Present were Chairman Wildhaber, Councilmen Borgmeyer ' and Whitecotton. Also present were Ed Pope, Street Commissioner and; Ed Rackers, Director of Public Works . '1 The Committee made the following recommendations: Street 1) That the Urban Agreement between the City of Jefferson and the !! Committee Missouri State Highway Department be executed regarding the Report Missouri Boulevard improvement. 2) Promotions and transfers: Norb Kliethermes transferred from the Street Division to the Sewer Division and promoted to Leadman. Bill Linnenbrink and Gary Tripp of the Sewer Division be increased one step in their salary bracket. Clyde Riggs be approved for full time at the Street Division.;] Mark Thornsberry be promoted to Step 1 of Engineering Technician III. Accounts , - Claims & Mayor Christy turned over the matter of Codification of Ordinances Personnel to the Accounts , Claims and Personnel Committee. ! Committee - - - - - - - - - - - The following report of the Planning and Zoning Commission was presented to the Council : The regular meeting of the Planning & Zoning Commission was held on Thursday, April 12, 1973 , in the Board Room of the Chamber of Commerce, to consider the following rezoning requests: Planning -A. Request from James H. & Virginia Wekenborg to rezone 15 lots irk and Kenborg Hills from RS-1 Single Family to RA Multiple Dwelling. Zoning The Commission recommends that the request be denied, and the Commission feeling of the members was that this Single Family Zoning should Report remain in this area. Ii 2. Request from Callaway Farmers Equipment Company to rezone Lot ,l of Knaebel Sub Div. from RS-2 to RD Multiple Dwelling. +M The Commission recommends that the request be approved. 3. Request from Fred Schuricht to rezone 30.07 acres in 23-44-12 I ,property located S. of Central Electric Co-Op between Jefferson St. ` & Southridge, from R-2 to C-4. The Commission recommends that the request be denied, as at the present time there is no need for additional Commercial Zoning j ;in this area. 4. Request from Naught & Jones Ins . Co. to rezone land located on �l Ellis Blvd. E. of the Christian Church to C-3 Commercial . The Commission recommends that the request be denied, and this' land remain in RA Multiple Family District. ± 5. Request from Lawrence & Janet Rademan to rezone land located t! ,at 1018 Monroe St. being the corner of Monroe and E. Franklin from ! !RS-4 to RA Multiple Dwelling. I' The Commission did not act on this request, as no one appearedl� 'in behalf of the petitioner. This item will be reviewed at the May meeting. '`j 6. Since the Sheltered Workshop new building will be located !' within the C-4 Planned Commercial District, a preliminary plan was reviewed and approved by the Commission, with the exception of the i curbcut which was recommended to 30' instead of 40' indicated on the preliminary plan along St. Louis Road, this is in line with present City regulations . ! '7. Authority I Report. - - iThe following report of the Parking Authority was presented to the Council: I The Parking Authority met at 7:45 A.M. , April 19, 1973, with the following members present: Messrs. Hammond, Schulte, Czarlinsky, ; Haake, Rackers, Borgmeyer, Hamacher and Hartley. I11. The Authority recommends that Mr. Haake consult with a Bonding , Firm before any recommendations as to the purchase of any parking '( lots now being operated by the Parking Authority. 112, The Authority recommends that the Planters on Lot No. 3 be r111ed with dirt and flowers be planted for the time being, 3 . The Authority recommends that the City Attorney give his interpretation of Section Seven of the Parking Authority Ordinance. , 4. The annual Audit Report was reviewed by Mr. Haake, Isl Larry Haake, Chairman. Councilman Borgmeyer moved that the report be approved. Motion passed. - - - - - - - - - - - The following report of the Commission on Environmental Quality wa presented to the council: As required by Ordinance 8413, the Jefferson City Commission on Environmental Quality submits the following report of the activi- ties of the Commission during the first quarter, January - March, 1973. The event of most importance to the members of the Commission was the February 5, 1973, approval by the City Council of the Commission's recommendation that the City hire the planning firm of Skidmore, Owings and Merrill to design the official city beautifi- cation plan. Presently, the Commission is working on a proposed Report oj contract between SOM and the City for this pro act . Commission The Commission elected its officers for 373 in January. They on are Sam B. Cook, Chairman; William Tweedie, Vice-Chairman; and Environmental Mrs . F. Joe DeLong I Secretary-Treasurer. . Quality. Mr. Harvey Shell, Executive Secretary, Missouri Air Conserva- tion Commission, met with the Commission to discuss the quality of Jefferson City", air. It was suggested the City participate with the Air Conservation Commission in a deputy air inspection program. At the Commission's request, Mr. Shell sent a proposed agreement between the City and Air Conservation Commission which sets up such a program utilizing one-fifth of the time of a city employee who would be trained by the Air Conservation Commission to inspect the City's air quality and report violations of Air Conservation Commission standards . The Commission members are studying this proposal with an eye toward recommendint it to the CityCouncil. The members are currently engaged n coordinating he Commission's activities, particularly in the area of city beauti- 0 fication, with the Westside Businessmen's Association's plans and ;1 those of the Housing Authority. Work continues on the analysis of existing city ordinances which ertain to environmental concerns and the improvement there- , of. The Commission is also studying House Bills 855 and 856, sponsored by the Missouri Municipal League and introduced by Representative James Strong For the Commission, /s� Mrs . F. Lloyd Hanley, attorney for Ray Roling, explained the situation to the new Council, and requested that the Council would vote against .:the proposed Ordinance. Motion It passed. - - - - - - - - - - - The following Resolution was introduced: RESOLUTION FOR PAVING WHEREAS, a portion of Southwest Boulevard, in the City of Jefferson, Missouri, is in need of curb and guttering and drainage facilities, NOW THEREFORE Resolution BE IT RESOLVED BY THE COUNCIL OF THE CITY OF JEFFERSON, Paving MISSOURI , i,Southwest THAT, Southwest Boulevard, in the City of Jefferson, Missouri, 'Blvd. shall be curb and guttered on the west side from the north line of ,iLot 112 of Westwood Subdivision Part 3 extending to a point 100 Ifeet north of the south line of Lot 1 of Swifts and Thompson jSubdivision, and on the east side from a point 825 feet south of the east-west quarter section line of Section 12 Township 44 Range 12 extending to the south line of Section 12 Township 44 Range 12, including necessary paving and drainage facilities; and that all of.' the above described work is necessary to be done.
