Approval
of Minutes . The minutes of the meeting of May 7th were approved as received.

Opening The following bid was received for the construction of sewers in
of Sewer District No. 123 (St. Louis Road) .
Bids. Jeff-Cole Quarries , Inc. $ 13 ,920. 71.
After checking the bid, Ed Rackers , Director of Public Works ,
recommended that the bid be held over until next meeting, since it
was over the estimate which would cost the individual property
owner about $1,000.00.
Councilman Wildhaber moved that the bid be held over. Motion
passed.

Parking A communication was received from the Missouri National Guard Head-0
and quarters in regard to a safety hazard on Industrial Drive, from the!;
Traffic Driveway entrance of the McGraw-Edison Company east to approximate-!!
Commission. ly 30 feet east of the fenced parking lot of the United States
Property and Fiscal Office, 1715 Industrial Drive.
The communication was referred to the Parking and Traffic
Commission.

Two-mile A request was received from the Cole County Court for Rural
Zoning. Non-voting representation on the Planning and Zoning Commission.

, A re vest was received from the Housing Authority for the City to
Housing pay 50.00 billing from Williams-Keepers-Oliver-Payne & Rackers ,
Authority for verification of street work in Renns Addition.
Councilman Hager moved that the City pay the bill. Motion passed.
Resignation A letter of resignation was received from Henry J . Miller,,
Police Patrolman of the Jefferson City Police Department, effective
Department June 1 1973.
Councilman Wildhaber moved that the resignation be accepted.

Library . A letter of appreciation was received from the Jefferson Cit
Board. ' Library Board to the Council for approving the Library Board a
request for funds for Phase III of the new Library Program. They
will be requesting funds in July or August . (!
Appointment An application of Marcella M for o; the position of Bus Driver
Bus was presented to the Council for approval.
Driver :[ Councilman Nacy moved that the appointment be approved. Motion
passed.

and A communication regarding a management course for City Employees ,
Means at a cost of $175.00, was referred to the Ways and Means Committee.1,

Councilman Barry, Chairman of the Rules Committee, reported that
his Committee had met in regard to the Codification of City
Rules Ordinances . They had reviewed the proposals of four Companies butt
Committee had narrowed the field to two publishers , Michie and the Municipal '!
Report . Code Company. The Committee is going to write letters to City
Attorneys in various cities in which these Companies have codifiedil,
their Ordinances to ascertain if the Companies have stood up to !I
their proposals .

( presented the following report:
�, By invitation of the Chief of Police Claude Short, and on
;,call of the Chairman, the Police Committee met at 12:00 o'clock
noon, Monday, May 14, 1973, at the Jefferson City Police Department
Classroom, 401 Monroe Street, Jefferson City, Missouri . Police
Present were Chairman Whitecotton, Vice Chairman Nacy, Department
:aCouncilwoman McDowell and Councilmen Gordon and Wildhaber. Committee
h The meeting was called to order and Chief Short introduced Report .
'; the following members of the supervisory staff of the Department :
,, the Patton, Captain Loethen, Lieutenant Duncan, Lieutenant
Finke, Sergeant Lale, Gary Putnam, Bob Luck and Policewoman Frances
,; Carson, and gave a brief description of the duties and responsibil-
sities of each.
fj The applications of four persons seeking Taxicab Operating
,l Permits were presented to the Committee by Chief Short . The appli;
;.cations were reviewed by each member of the Committee. Questions
'( relating to each applicant were directed to Chief Short, who stated
that he could not recommend any of the four applicants .
After a brief discussion of the qualifications of each
applicant, Councilman Wildhaber moved that the application of
' Robert J. Berhorst be approved and that the applications of Frank
Earl Smith, Robert J . Bonnot, Sr. , and the incomplete application
j,of Jerry R. Harrelson be rejected. Motion seconded by Councilman
,Nacy. Motion carried.
! The forthcoming Budget of the Police Department was discussed
ibriefly. Councilwoman McDowell moved that the Police Department
,Budget be reviewed prior to being submitted to the Finance
Committee. Motion seconded b Councilman Gordon. Motion carried.
There being no further business before the Committee,

Councilman Woodman, Chairman of the Public Health Committee, Public
presented the following report: Health
Meeting of the Public Health Committee held May 21, 1973, at Committee
7:00 o'clock P.M. Members present - Councilmen Nacy, Borgmeyer, 'Report.
Hager, Wildhaber and Woodman.
The Committee discussed a request by Dr. Nemer regarding a
! change of personnel for the Animal Control Division of the Health
Department. Due to the resignation of Mr. Lloyd Landrum as full
time Animal Control Officer, Dr. Nemer recommended the City consider
hiring Mr. William Hile, 215 Olive Street, for this position at a
salary of $5,566.00 per year. It was also recommended that Mr.
IlLandrum be retained on a part time basis .
jj On motion of Mr. Nacy, the Health Committee approved the
;jhiring of Mr. Hile for the position of Animal Control Officer, and
NMr. Landrum on a part time basis .

Accounts , .Councilman Barry, Chairman of the Accounts , Claims and Personnel
Claims and Committee, reported that his Committee had met in regard to amending;
Personnel Ordinance 8508, Section 9, Sub-section a-3 , regarding forfeiture of �
Committee $50.00 deposit for rezoning. The Committee voted to retain the
Ordinance as is . '

State-City Councilman Borgmeyer, Chairman of the State-City Relations Committee,,,
Relations reported that his Committee had met with our State Senators and ii
Committee. Representatives to discuss House Bill 506 and Senate Bill 282. A
meeting will be held on Wednesday, May 23rd, at 8:00 p.m. , in �!
Senate Room 328 in regard to the Bills .
.Commission Sam Cook, Chairman of the Commission on Environmental Quality,
on recommended that the City empower the Parking Authority and the City;
Environmental Planner to work together on landscaping City parking lots , and thatt
Quality. the City adopt the deputy air pollution control inspector program
as the most efficient and most economical means of protecting the
.,quality of the air in Jefferson City.
.H. D. Shell, Executive Director, Air Conservation Commission, Stated
of Missouri, explained the deputy air pollution control inspector
.program to the Council.

Councilman Nacy introduced the following Resolution:
WHEREAS, the State of Missouri under Chapter 203, RSMo. 1969, ;'
Resolution has adopted an Air Conservation Program as set out in said Chapter
Air 203, and has provided under the terms of this chapter for the
Conservation control of air purity resources in the State of Missouri in order
Program. ,to protect the Health, general welfare, and physical property of
..the people; and +'
WHEREAS, under Chapter 203, RSMo 1969 the legislation has
declared it to be contrary to the public policy of Missouri to
discharge into the ambient air any air contaminates so as to cause i
or contribute to air pollution; and
WHEREAS, the Missouri Air Conservation Commission, hereinafter
called "Commission" is provided by Chapter 203; and
WHEREAS, this Commission has adopted Air Quality Standards an
;Air Policy Control Regulations for the State of Missouri, which it
includes the City of Jefferson City; and
WHEREAS, the City of Jefferson desires to inspect and control
"air pollution problems within the City; and i
WHEREAS, it is not practical for the City to adopt and carry I�
out a complete air pollution program so as to qualify for an
,exemption under Chapter 203, RSMo. ; and,
WHEREAS, the City is authorized under the provisions of
'Section 70.220, RSMo. 1969, to contract and cooperate with another
;,political subdivision, i.e. , the State of Missouri for the purpose
'of public improvement or for a common service if such contract is
;!approved by the governing body of the City of Jefferson; and,
WHEREAS, it is not feasible now for the City because of budg
,and personnel limitations to carry out complete Air Quality
Standards and Air Policy control program; and,
WHEREAS, the Commission now has the duty to enforce the state
;regulations in the City of Jefferson City; and,
WHEREAS, the Commission, because of budget and personnel i
!limitations cannot have an inspector in the City of Jefferson City
ion any regular basis ; and 4)
:i WHEREAS, the City of Jefferson desires to handle its own Air �i
tJPollution problems within its jurisdiction to the extent possible 1
nand practical;
ii Now therefore be it resolved that the Council of the City of
IiJeffersori adopt the following resolution:

BE IT RESOLVED, that the Mayor of the City of Jefferson be
authorized to enter into a contractual agreement by and between the
lCity of Jefferson and the Missouri Air Conservation Commission for
the appointment of two (2) Air Pollution Inspectors for the purpose
of controlling the Air Quality Standards and Air Pollution Control
Regulations as provided by Chapter 203, RSNo. 1969, within the City
of Jefferson; and Resolution
BE IT FURTHER RESOLVED that the terms of the contract that Air
the Mayor will enter into with the Missouri Air Conservation Commis-Conservation
sion contain, among other things , the following: 'Program.
(1) That said contractual agreement provides under its terms
that either party may terminate said contractual agreement at any
1time; and,
(2) That the Mayor be authorized to designate two employees of
,the City as Air Pollution Inspectors, whose appointment is subject
to approval by the Missouri Air Conservation Commission; and,
(9) That each Air Pollution Inspector designated by the Mayor
land approved by the Commission shall devote approximately one-fifth
1 (1/5) or one (1) day per week time to Air Pollution inspection and
,enforcement of the State of Missouri's Air Pollution Control
regulations in the City; and
(4) That the City will pay the salaries of the Air Pollution
Inspectors for days worked in carrying out the terms of the
Commission's agreement with the City; however, the City reserves
the right to apply for and receive aid and monies from the United
State's Government to defray the cost of this program; and,
(5) That the Air Pollution Inspectors , while inspecting and
enforcing the Commission's regulations , will be acting as agents
for the Commission and are authorized to conduct the inspections
and investigations pursuant to Chapter 203, RSMo. , and that the
Mayor be authorized to send the Air Pollution Inspectors to special ,,'
training courses rovided by the Commission and said training
,lcourses shall be Yimited to one per year. The City will furnish or :
Iay for said special training courses .

The regular meeting of the Planning & Zoning Commission was hold on ,,Commission
Thursday, May 10, 1973, in the Board Room, Chamber of Commerce il Report.
Office, to consider the following matters:
1. Request from P. S. Thomas in behalf of owners Mr. & Mrs.
Raymond Brummett for consideration and approval of Plat
of Schellridge East Subdivision.
Final approval of Schellridge East Subdivision was
withheld subject to changes recommended by the Commission.
Mr. Thomas will submit a revised Plat of this Subdivision
at a later date.
2. The request from Lawrence & Janet Rademan to rezone land
located at 1018 Monroe St . to RA Multiple Dwelling will be
brought up at the June Planning & Zoning Meeting
3. Election of Officers was held and the following �amed

The Parking and Traffic Commission met Thursday, May 10, 19739 'Commissio
8:00 A.M. , with all members present. 'Report.
The Commission made the following recommendations: ;1 1
1) That a crosswalk be painted on Adams Street at Capitol Avenue.!,
2) The Commission recommended the present parking restrictions
on Missouri Boulevard be retained for present time pending
the completion of the Study underway on Missouri Boulevard.
3) The Commission recommended the present "no parking" restric-
tion be retained on Industrial Drive at Hart Street. 1�

The Commission recommended two-hour parking meters be
installed in the 100 block of East Miller Street.
5) The Commission recommended the parking restriction be
repealed on the east side of the 600 block of Adams Street
from the alley north to the end of the block.
6) The Commission recommended the present yellow curb parking
restriction on the north side of the 200 block of East
Parking Dunklin be retained.
and . 7) The Commission recommended parking be prohibited on the
Traffic west side of the 100 block of Marshall Street.
Commission 8) The Commission recommended the present speed limit on

9) The Commission recommended a Stop sign be installed on
Primrose before entering Tower Drive.
10) The Commission recommended parking be prohibited on
Broadway Street from McCarty Street south to the alley

south side of High Street extending 70 feet east of the
east curb of Bolivar Street.
i12) That an ordinance be passed prohibiting left turns at
High and Madison Street on a permanent basis .
13) The Commission held over for further study the question
of additional four or eight hour parking meters .

following installations in accordance with recommendations presence
to the City Council by its Committee on Public Utilities and adopt
by said City Council on May 21, 1973:

WHEREAS, crime constitutes one of the most critical domestic
sproblems in America today i and
WHEREAS, the nationa correctional system has been generally
1ineffective in stemming the tide of crime due to insufficient
+1resources; and
Resolution ;i WHEREAS, correctional practitioners are constantly seeking
Correctional `1alternatives to incarceration with the assistance and support of
Task 'Ithe community-at-large; and
Force.! WHEREAS, probation and parole has suffered from a lack of
; adequate funds necessary to operate efficiently; and
ii WHEREAS, the rehabilitation and reintegration of the offender

�i BE IT NOW RESOLVED, that the City of Jefferson hereby
commends the Corrections Task Force of the Missouri Association for
Social Welfare in their efforts to upgrade the Criminal Justice
( System in Missouri,
