A card of appreciation was received from Councilman Ortmeyer for flowers sent to him while in the hospital. Planning The request was referred to the Planning and Zoning Commission. : & Zonin- - - - - - - - - - Commissi r� it 77. :Councilman Wildhaber, Chairman of the Street Committee, presented ! the following report: Street Committee meeting, June 14, 1973. Present were Councilmen Wildhaber, Borgmeyer, Whitecotton and Gordon. Councilman Barry absent with leave. Street Committee held public hearings on Bill 13. After explanation Committee of present proposal and future plans for traffic control in the Report. uptown area by Mike Riley, Chairman of Parking and Traffic Commis- sion, also after a number of remarks made for and against the proposed Bill 13, the Street Committee recommends to the Council a Do-Pass on Bill 13. Street Committee also recommends that Richard Miller be hired for Sewer Department on a part-time basis . i Committee also recommends that the City enter into a purchase agreement for Lots 302 through 307 of the Wulfert's Subdivision for ' future right-of-way. Committee recommends that Lots be purchased with Revenue Sharin funds, approximately $4,500.00. Ken Wildhaber, Chairman. Councilman Wildhaber moved that the report be approved. Motion passed. - - - - - - - - - - Police Councilman Whitecotton, Chairman of the Police Department Committee, Dept. presented the following report: Committee "The Police Department Committee met at 7: 15, June 18th, in Report. the Council Chamber. The application for taxicab permits of Ben Johnson, Jr. , and ! Mr. Bretthorts were approved. The Committee authorized the Chair :to call a meeting to discuss the proposal of Wells Bros . The meeting will be at 7: 00 p.m. , before the next Council Meeting, to ,1 discuss the proposal with the Wells Bros . �1 Councilman Whitecotton moved that the report be approved. Councilmen Woodman, Chairman of the Public Health Committee, presented the following report : A short meeting of the Health Committee was held on June 5, ;I 1973, at 7: 30 p.m. , in the Council Chambers . All members were j present, as well as Dr. Robert Nemer, City Physician. Public The Committee discussed the hiring of a new dogcatcher as soon j! Health as possible since one of our present; dogcatchers will no longer be � Committee employed by the City. Dr. Nemer stated that he will advertise for Report. employment prospects immediately. Dr. Nemer advised the Committee that young boys will be used !) this year in weed cutting programs , their salaries to be paid by q the Federal Government. The City will provide only supervision of !! .the program. The possibility of creating a new City Humane Society was discussed including the idea of getting some support from the Count in funding. The Society is in the process of negotiation over landi� .located at the Jaycee Fairgrounds where the cages will be kept. They :City will get revenue from collecting fines for stray dogs and the 'Humane Society will be paid for running the kennels and boarding I? ;the dogs . Councilman Nacy, Chairman of the Public Utilities Committee, presented the following report: Public A meeting of the Public Utilities Committee of the City of Utilities Jefferson was held in the City Council Chambers at 7:30 P.M. , !� Committee .June 7, 1973 . In attendance were Councilmen Nacy, Ortmeyer, Wood- Report. man and McDowell. j The following items were on the agenda and considered at the i meeting: 1. Request for the installation of street lights in the 200 blocks of Brookdale. ; '2. Request for the installation of a street light in the vicinityyl of 2336 Theresa. 3. Request for street light in the 800 block of Eastern Aire Drivi. 4. Request for street light at the intersection of Southridge Drive and Route C and Idlewood Road and Route C. r'w� --_Kqgular Council Meeting,,.,.4 115. Consideration of what action, if any, could be taken by the il ;!city in connection with the gas rate increase request filed by ,,Missouri Power and Light Company with the Missouri Public Service •!'Commission. 116 Request by Missouri Poer and Light Company for approval of its llm�d if ication of plans for lighting in its subdivision. Public In attendance were representatives of Missouri Power and Light Utilities ''Company, Mr. Wes Ferris , Ralph Scott and Bob Holt . Committee Discussion concerning street light requests brought out the Report. ;,point that many of these are requests for aluminum poles connected ,.to underground wiring. At present , the city's contract with the ';Power and Light Company does not cover the matter of the rentals to be paid by the city for the installation of aluminum poles . The 'rental price is $3. 85 per pole per month. With no authorization by contract, it was suggested that action on these requests be delayed : until a modification of the contract could be proposed to the .,Council to cover requests of this kind. Your Committee was of the opinion that such was the proper course to follow, and would await "submission by the Power and Light Company of the proposed contract- ual amendment. Since the request for a light on Eastern Aire Drive '!involves an aluminum pole, this request will be held in abeyance ;:until such time as the City amends its contract with Missouri Power :land Light Company. Discussion was had concerning the installation of a light at d12336 Theresa Street, on a wooden pole. Your Committee approved the If,installation of a light at this location, and of a similar installa- :Ition near 200 Brookdale. Discussion was had concerning the installation of a light or l'ligghts at the intersection of Route C and Southridge Drive, and at d ewood Road and Route C. Representatives of the Power and Light ,,Company explained that these intersections are on Highway Department ;;property, and that they had discussed the matter with officials of ;'the Highway Department . Power and Light Company will present, in !the near future, specific plans for lighting these intersections , : and will negotiate with the Highway Department about the installa- 1, ,:tion. Cost estimates will be submitted to the Council before `anything is done. Discussion was had concerning the proposed modification by )Missouri Power and Light Company of its proposed street lighting A !;program in the power and light subdivision near Schellridge. Your .iCommittee is of the opinion that the proposed island lighting in ,,the center of the street is acceptable to the City if its street ;;modification is acceptable to the City's Engineer. We therefore , recommend that the lighting system be approved as submitted by the 'Power and Light Company. Discussion was had concerning whether the City should employ Cousel and intervene in Missouri Power and Light Company's rate ; increase case before the Missouri Public Service Commission. The lincrease proposed amounts to $969,428 to take effect July 2. About , $250,000 of this proposal would affect Jefferson City customers Idirectly. After discussing the cost and issues involved, it was : suggested that Chairman Nacy contact Herman Huber and Tom Rose for Nthe purpose of determining what cost would be involved in represent- Iing the City. . ,Chairman Nacy later contacted both Mr. Huber and Mr. ;Rose, and has their written response. Chairman Nacy also conferred ;with City Attorney James Dalton, who indicated it might be best if he represented the City, with assistance from Messrs . Huber and Rose. ;p Fu ther discussion is to be had on this issue at the Public Utilities ,1 r P;;Committee meeting set for 7:00 P.M. ,, June 18, 1973. Respectfully submitted, Isl Richard R. Motion passed. - - - - - - - - - - ,Councilman Barry,, Chairman of the Accounts, Claims and Personnel Accounts , Xommittee, presented the following report: Claims and A meeting of the Accounts, Claims and Personnel Committee was Personnel "held at 7:30 p.m. , June 11, 1973, in the Council Chambers . The Committee ;following members were present: Chairman Barry and Councilman Hager. 1 Report. Jerry Keene recommended to the committee that David Schrimpf be !promoted from Plumbing Inspector I to Plumbing Inspector II, which promotion would be an increase in salary from $7,309 to $7,656 . Mr. 'Keene, also recommended the promotion of Doug Hays from Housing 1 �inspector II to Housing Inspector III , with attendant salary increase from $5,963 to $6,241, effective July 1st. Both recommendations wens i'adopted by the Committee. 79. City Collector, Ed Cole, was in attendance to assist with the preliminary budget study and preparation for a report to the Mayor on wages and salaries of City employees . It was decided that more information would be beneficial, and the City Clerk will be request- ed to prepare the necessary information at her earliest convenience. There was a general discussion and exchange of ideas of the members present and Mr. Cole; however, further action had to be deferred due to lack of attendance of committee members . The following report of the Planning and Zoning Commission was presented to the Council: The Planning & Zoning Commission in a delayed regular meeting met at 12: 30 p.m. , in the Council Chambers on Monday, June 18, 1973 to consider the following matters: 1. Request from Lawrence & Janet Rademan to rezone the E. pt. of Planning Lot 41 of Outlots 6-8-9 located at 1018 Monroe St. , being the and corner of Monroe St. & E. Franklin from RS-4 to RA Multiple Zoning Dwelling. Commission The Commission recommends that the E.'kblock of Monroe St. from Report. Woodlawn N. to E. Franklin se. be rezoned from RS-4 to C-2 Commercial. 2. Request from the Walz signed by Don Walz to rezone 80 acres located along Tanner Bridge Road from R-2 Residential to Multi-purpose use. The Commission recommends that the Walz Tract be designated as a Special Development District and that consideration be given to waive Section G. of the regulations governing this Special District since all requirements of the City Sub-Division Code must be met in order to develop this property. 3. Request from Joe Weaver for approval of Re-Plat of lots 9-10-15 & 16 of Weaver Sub-Division being a part of Outlot #73 located along Vetters Lane & E. Miller Streets . Motion ; passed. - - Airport Councilman Borgmeyer moved that the rent for Tremain's Airport Caf Commission° Jefferson City Flying Service, Inc. , and James Dawson, be waived for the month of April, due to flooding conditions, as recommended . by the Airport Commission. Motion passed, Health : Councilman Wildhaber referred stricter control for cats to the Committee Health Committee. I� Public Utilities Councilman Nacy, Chairman of the Public Utilities Committee, presented the Committee following report: Report. The Public Utilities Committee met at 7:00 p. m. , June 18th and recommends that the City employ Tom Rose and Herman Huber to represent the City in rega d to the rate increase requested by the Missouri Power & Light Co. , at a rate of! $50. 00 per hour, not to exceed $7, 000. 00. 1 Councilman Nacy moved that the report be approved.
