Electric , in regard to their program for eliminating derelictsigns , in Jefferson City. They asked the Council for help on the followini items : �a� Mr. Keene's office for central clearing. b Mr. Keene' s help in getting legal release from property owners . t( (c) City's help in removal of debris . Councilman Borgmeyer moved that the Council accept program and if empower Mr. Keene to help. Motion passed. Councilman Hager complimented the group on their civic pride. Councilman Hager, Chairman of the Finance Committee, presented the Finance following report: Committee Report .• Meeting of the Finance Committee along with the City Park ? Board was held on Tuesday, June 9th, at 7:30 P.M. , in the Council Chamber. Present were 7 members of the Council Committee and 7 ; members of the Park Board. j Mr. George Rozier discussed the problem of overcrowding at ' Memorial Pool Pool and possible dire results if this continues. He theni� . went into discussion concerning the proposed new pool at Riverside : Park. He asked for additional City help financially and went into j ; lengthy detail of the cost and revenue structure concerning the poo We were informed that Revenue Sharing Funds could not be used. t It was finally determined that an additional $89,275 would be j ; needed from the City. On a motion by Councilman Nacy that the City commit itself £orl ; the sum of $141,000, which would include the $52 000 the City had i , previously pledged; also that the necessary Resolution be drawn and read at the let meeting in July. Motion passed.1! - - - - - - - - - - ;+ ' Councilman Hager introduced the following Resolution: Resolution It Park WHEREAS, the Park Board of the City of Jefferson has embarked Board... upon a program of construction of a swimming pool and related facilities at Ellis Porter Park in the City of Jefferson; and i WHEREAS, the City Council of the City of Jefferson on December( 6 , 1971, adopted the report of the City Finance Committee recommen-1I ' ding that the City of Jefferson, as its share of the cost of said swimming pool complex, construct the necessary roads and parking (i t Facilities of a value of approximately $52,000; and WHEREAS, in order to make matching funds available from the ;; Federal Government, it was necessary to include the cost of con- jstruction of roads and parking facility in the over-all constructir bid of the swimming pool complex; and WHEREAS, the Park Board of the City of Jefferson has requeste ; bids for the construction of the swimming pool facility; and WHEREAS, the low bid for said swimming pool complex, together with engineering fees, was $421,427.72 and said amount exceeded funds available and committed by the sum of $81,470. 72; and WHEREAS, said swimming pool complex can not be constructed andl undertaken without the availability of said excess of $81,470. 72; and WHEREAS, the City Council of the City of Jefferson deems that ,) in the best interest of the City of Jefferson and its citizens that1; such swimming pool complex be built ; NOW THEREFORE, be it resolved that the City of Jefferson commit itself by approppriation or other necessary action to the total amount of $133,470. 72, the same to be applied to the low j contract or construction cost of said swimming pool complex, it being understood that the $ 52,000 previously committed by said jl Council of the City of Jefferson be included in said amount. Be i further resolved that the Park Board of the City of Jefferson amenll its application for matching Federal Funds to include that portion of the low construction bid that exceeded the estimates and its Previous application for matching Federal Funds ; and if in the �i 84. ;:event matching Federal Funds are made available, that the commitment of the City Council of the City of Jefferson, aforesaid be reduced by the amount of any matching Federal Funds received. ;Resolution submitted this 2nd day of July, 1973 ';Resolution approved this 2nd day of July, 1973. Motion ,,Passed. - - - - - - - - - - - - ;'Mayor Christy stated that the Secondary Treatment Plant funding ,.would need some study by the Finance Committee. The Federal Govern- �iment will provide $2,435,250, State $487,050, City $324,700, making Finance ia total of $3,247,000.00 for the cost of the Plant. The City' s Committee +; share share must come from either General Revenue or the issuance of Sewer .,Bonds. If the Council decides to go the bond route, the Sewer : Service Charge would have to be increased immediately. The Mayor ;, recommended that the City's share be taken from General Revenue Fund. - - - - - - - - - - - - Councilman Whitecotton, Chairman of the Police Department Committee, j1presented the following report: "The Committee met at 7:00 p.m. , July 2nd in the Council Chamber. Colonel Patton advised the Committee that the Missouri Divisicn of Highway Safety's participation in funding for manpower will as of June 30 1 1973, and it will be necessary for the City ( terminate to assume total costs beginning July 1, 1973. The Committee took Police no action. Department The Committee discussed the replacement of the Mercury which Committee. '! was wrecked June 24th and decided to direct Colonel Patton to .iobtain bids on new vehicle with the wrecked vehicle as a trade in. The Committee met with Mr. Wells in regard to his request for increased taxicab rates . There have been numerous complaints in regard to Mr. Wells ' taxi service. The matter was hold in abeyance for further study." Councilman Whitecotton moved that the report be approved. That the City assume payment of the dusk to dawn light located on the west side of Idlewood Road at street number 2207. Requests for street lights were received for Jefferson and Ellis Blvd. and Hamlin Street, but under a new system are to be turned over to the Missouri Power & Light Company for them to check the locations . Motion passed. - - - - - - - - - - - - Councilman Barry, Chairman of the Accounts , Claims and Personnel ji Committee, presented the following report: A meeting of the Accounts , Claims and Personnel Committee was held in the Mayor's Office at 7:00 P.M. , June 20, 1973. The following members were present: Hager, Ortmeyer, Borgmeyer, Gordon 85 , ___ _.._.__�_.___ _._........ .............__._.____.... Regular Council .Meeting, July 2, 1973. and Barry, Chairman. Also present at the request of the Committee was City Collector, Ed Cole. Accounts , It was unanimously agreed by the committee not to recommend a Claims percentage wage increase for appointed city employees , but rather, and to return to the "step" method of advancement pursuant to Ordinance ' Personnel No. 8503. It was further agreed that the heads of the various city Committee departments be asked to review the personnel within their own Report. department, and then recommend either astep increase within each job category, and increase in job title, or no change at all for each . employee. The department heads are to make their recommendations to the chairman of the committee, who will then call another meeting of the committee to review the departmental recommendations and generally review the step system including the possibility of increasing the value of the various positions within the system.
