Motion passed. - _ - _ _ _ _ _ _ The following was received from the Department of Public Works : Body - O Regarding the complainp of Mr. Schwartz relating to a body shop on Landwehr dLandwehr Lane, we checked the matter and hereby inform you of the Lane. iifollowing facts : !� 1) Mr. Looten had been doing a limited amount of body work and painting at this location prior to this area being annexed j into the City, thereby establishing a non-conforming use, 2) We issued a building permit for the addition of a (2) two car ij garage while the area was zoned single family residential under the old zoning ordinance which was permissible. 1� 3 The new zoning ordinance zoned the area C-4 planned Commercial; 4� Since Mr. Looten was operating a non-conforming use we told E; Mr. Farmer that he should be licensed. The City licenses other non-conforming uses within town. ,I5) Mr. Looten has expanded his operation, which is not permissable but he legally could operate a body shop in the old section of his garage. ' Councilman Hager, Chairman of the Finance Committee, presented the l� following report: -89. .Regular Council Meeting, July 16, x.973. ._ A meeting of the Finance Committee was held on Monday, July 9, i at 7: 30 P.M. Present were Councilmen Hager, Borgmeyer, Whitecotton,; Ortmeyer, Nacy, Gordon and McDowell . A report on the importance of funding a secondary treatment facility, written by Mr. Ed Rackers , was read to the Committee on ii hand. TheCity's share of the project would be $325,000. :. Finance After a discussion, a motion by Mr. Borgmeyer was made and Committee passed that we follow the Mayor's suggestion that the City budget I Report . from the General Revenue Fund, one-half of the $325,000 needed in '! the 1973-1974 Budget and the remainder in the 1974-1975 Budget. Other business was a request from Jim Locke, Supt. of the umping stations and the treatment plant, for an additional 10,000 to finish the current fiscal year. The request was made necessary due to the high river stage and making the power cost abnormally high. The request was recommended by motion and passed. :: Meeting adjourned at 8:45. Councilman Hager moved that the report be approved. Motion passed. 11 Councilman Wildhaber, Chairman of the Street Committee, presented Street the following report: Committee 41 Report. A meeting of the Street Committee was held Monday, July 16th, ii .at 7:15 P.M. Ij It was recommended vacating a portion of Sycamore Street ! ,between Lots 6 and 12 - Outiot 28. It was recommended that the parking extension time onMissouri ;Boulevard be referred to the Parking and Traffic Commission for a recommendation. It was recommended that necessary Resolution be drafted and ;advertised for major improvement and curb and guttering, under the 11 Sales Tax Program, of East Miller Street, from Clark Avenue east ' to Bluff Street . I� - - - - - - - - - Public ' Councilman Ortmeyer, Chairman of the Public Buildings and Grounds Buildings Committee, presented the following report: & Grounds Committee Meeting of the Buildings and Grounds Committee was held Report . Tuesday, July 10th, 7:00 P.M. , in the Council Chamber. Present were;! Councilmen Ortmeyer, Borgmeyer and Hager; also present were Ed ,Rackers and Roger Verslues . �I Discussion of renovating the City Cemetery was the first order ' of business . According to Mr. Verslues , fencing the property and 'iresetting the stones and reshaping the plot of ground would amount to an estimated $23,000. This would include some additional roads i ;and paving of present roads . A motion was made and passed that the amount quoted, along with the plans be accepted. The funding of this project will be : recommended to the Revenue Sharing Committee for the funds necessary. It was also recommended by the Committee that the price of I ; grave sites be raised to $50.00. j Also suggested was that the seller of the stone or grave (� !marker be responsible for installation of the frost base for the #; stone. He would also be responsible for the setting of the stone ,;base according to the city approved specification-. On a motion by Mr. Borgmeyer the aforementioned items will be ! presented to the Council for approval. It was moved and the motion passed that plans of the new Public Works building, next to the present Street Garage, be f ; approved. There will be revisions on the old building that will i !work in conjunction with the new building. The cost of the entire �! ` structure is estimated at $143,000. Meeting adjourned at 8:10 P.M. We have examined the locations of the proposed new street light as per the attached petitions , and would recommend that a X6800 lumen mercury vapor lamp be installed on an existing wood pole located on the east side of Hamlin Street at the alley between High and McCarty Streets , opposite 302 and 304 Hamlin Street. We would also recommend a 6800 lumen mercury vapor lamp be installed on an existing wood pole on the west side of Jefferson Street between 2126 and 2130 Jefferson Street. ' Councilman Gordon said that the tax reduction was no windfall but most people appreciate a tax reduction and we need to curb our spending. Councilman Hager referred the matter of transferring $162,350.00, for the secondary treatment plant, from General Revenue to Sewer 'Finance Construction Account at the beginning of the new fiscal year, to Committee. the Finance Committee. - Councilman Hager referred the matter of^$100,000.00 for continued Street improvement of streets to the Street Committee. Committee - Councilman Wildhaber referred a-request-for a twenty-mile per hour zone from Clark Avenue to Vetter Lane to the Parking and Traffic ;Parking Commission. (On East Miller Street) and - - _ _ _ - _ - - Traffic Councilman Whitecotton referred requests for a four-way stop at 'Commission. Jackson and East Capitol Avenue, and two-hour parking from 8:00 a.m. to 5:00 p.m. in the 100 and 200 blocks of Adams and Jackson Streets, and the 400, 500 and 600 blocks of East Capitol Avenue, to the Parking and Traffic Commission.
