Councilman Whitecotton, Chairman of the Police Department Committee,
presented the following report:
The Police Department Committee met September 5, 1973, at 7:30 P.M. ,
at Police Headquarters , with all members present. Chief Short, 'Police
IColonel Patton and Patrolman Luck were also present. ;Department
If Vernon R. Towner of Towner Electronics , Jefferson City, ;Committee
presented two representatives of the Distributors of Executone ;Reports.
Communication Systems, of Overland Park, Kansas , who demonstrated j
the Executone Total Phone System. Following the presentation, Mr.
Towner, the authorized Sales and Service Representative, submitted
la written proposal to install the system at Police Headquarters for :
, the sum of $21,066.89, or it could be leased for $311. 79 per month
for 120 months, at which time the City would become the owner of
the equipment. At any time after one year, the lease could be
terminated and the system purchased with credit allowed for previous
( rentals paid. An $18.00 per month service charge would be added
after the expiration of the first year's lease.
The Committee directed the Police Authorities to contact the
Cappitol City Telephone Co. , to determine their interest in ti
submitting a proposal on the Executone or a comparable system.

!The Police Department Committee met September 11, 1973, at 7:30 P.M ;
in the Council Chambers , at the City Hall. All members were
present. Also present were Councilman Borgmeyer, City Attorney
James Dalton, and several members of the West Side Businessmen's
Association. The members of the Association were seeking assistance,
advice and suggestions relating to a problem created by young men
and women abusing parking privileges at the Jefferson Plaza Shoppin '
Center. Mr. Dalton explained the limitations on Police enforcement;
on private property open to the public. The violation of State law ;!

.or City Ordinance under these circumstances could result in arrest
and prosecution, if witnessed by a City Officer, otherwise on
complaint of the property owner as the prosecuting witness . Meeting
adjourned at 8:30 P.M.
The Committee reconvened at Police Headquarters immediately follow-
ing the earlier meeting, to hear a proposal by the Capital City
Telephone Company to install a Pushbutton Telephone Communication
Police System at Police Headquarters , for $423.30 per month, with a non
Department recurring installation charge of $450.25, which would include a ;I
Committee complete rewiring of the Police Department Headquarters Building.
Report. Mr. Wayne Hause, Communications Consultant, presented each member j
of the Committee and Chief Short and Colonel Patton with a copy of ?'
the proposal. Time did not permit the setting up of a system demon;
stration, however, the State Highway Department, Div. 5, has this
type of an installation which has been viewed by two members of the
Committee and will be viewed Wednesday by Chief Short, Colonel
Patton and myself. The Committee will then make its recommendation .
to the Mayor and the Council .

Councilman Woodman, Chairman of the Public Health Committee, ,
presented the following report:

Health The Public Health Committee met at 7:00 P.M. , Monday, September 10,
Committee in the Council Chamber. Members present were Chairman Woodman, I�
Report. Councilmen Hager and Wildhaber. Councilmen Borgmeyer and Nacy
absent with leave. Also present were Mr. Chester McKinney and Jack
Stanford of the Health Department, and representatives from Dispose-r1
All Service, Clyde Garvin, Jim Garvin and Steve Lantis . '�
Due to the resignation of Dr. Robert Nemer as head of the
Health Department, Councilman Hager made the motion that Mr. Cheste ,i
McKinney become the new Acting Bead of the health Department . All f
Committee members voted aye.
Clyde Garvin and Steve Lantis of the Dispose-All Service
presented their views on a new State Law which would make residettiall
.trash removal mandatory. This law would require the City to submitii
a plan for mandatory pickup of trash by June 30th, 1974. The possiy'
bility of an assessment for Jefferson City residents was discussed i
with the City being in charge of collection of delinquent accounts . ��
Mr. McKinney agreed to investigate other cities of comparable size
to determine how best to handle the problem.
Mr. Garvin suggested to the Committee that his firm be allowed {'
to begin operating on a once per week pickup for residential custom-
ers . After much discussion it was agreed to hold this request over
for further study, as many customers require more than once per wee
.pickup. Meeting adjourned 7:50 P.M.

Street. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI.
THAT, East Miller Street; in the City of Jefferson, Missouri,
shall be curb and guttered from Clark Avenue east to Bluff Street,
including necessary paving and drainage facilities ; and that all of
lithe above described work is necessary to be done. That the cost of
11said improvement, including street intersections and drainage
