Dept. .:The matter was referred to the Planning and Inspection Department. A communication was received from Mr. and Mrs. Charles L. Rose, Street 4402 Dixon Drive, about the problem with rain water which stands in ;the curb in front of their home. The street does not have a storm Committee. Lage, 1907 Williams and Street. Traffic The request was referred to the Parking and Traffic Commission. Commissirn . f - - - - - - - - - - Councilman Whitecotton, Chairman of the Police Department Committee, presented the following report: On September 11, 1973 , the Police Committee, authorized the Police Department to view a push-button telephone system as proposed by the Capital City Telephone Company. A demonstration of the system was Police witnessed at the State Auditor's office September 19th, by Chief ;Dept Short, Col. Patton, Lt. Duncan, Councilwoman McDowell and myself. Committee A quorum of the Police Committee met following the Finance Report. Committee meeting, September 25th, in the Council Chambers of the City Hall. Councilman Nacy moved acceptance of the proposal made � by the Capital City Telephone Company. Motion seconded by Council woman McDowell. Motion carried, Councilmen Wildhaber and Gordon not being present at the September 25th meeting, have since been contacted and agreed on the action taken at that time. The Police Committee met with all members present, September 20th, following the Finance Committee. Also present were: Chief Short, Col. Patton and Lt. Duncan. The traffic tie-up of the previous day which resulted in several complaints, was discussed. From evidence submitted by the Police authorities, it was evident that this particular problem was created by a traffic signal failure. and the necessity to direct the officer on duty at the intersection,' to an accident in another area. Several suggestions were made relating to traffic officer assignments, motorists using alternate routes to places of employ- meet, starting earlier or later as the case might warrant. The overall traffic problem is such however, that a motion by Councilman Nacy to direct the Parking and Traffic Commission to make an in-depth study of the traffic problem and report to the City Council was unanimously adopted. The Commission made the following recommendations: 1) Recommend crosswalks be painted at the intersection of Jackson , and East Capitol, that parking be prohibited 50 feet from each . corner at this intersection and that traffic counts be taken at the East Capitol intersections with Jackson and Lafayette. 2) Recommend Washington Street be opened to two-way traffic on a 90 day trial basis . 3) Recommend that parking be prohibited on the south side of St .
