The Police Betterment League respectfully requests the League. opportunity to meet with you to discuss further the salaries and . other benefits to be accorded the Police Department in the coming .,year. We would like very much to have such a meeting prior to i'october. 24, 1973. Your continued indifference to the plight of the policemen in this community is, regretfully, going to result in vast operational .,changes in the department, commencing on the date mentioned above. Motion passed. - - - - - - - - - - Councilman Ortmeyer, Chairman of the Public Buildings Committee, Public :reported that the Committee met Friday, October 12th,, and approved Buildings the rebidding for the general contracting on the Street Department Committee Building - the mechanical and electrical portion would not be rebid. Report. Also, Herb Knight, Transit Authority Manager, had requested he be allowed to purchase new overhead garage doors out of the present budget (Revenue Sharing) . Councilman Ortmeyer moved that the report be approved. Motion passed. Councilman Whitecotton, Chairman of-the-Police Committee, presentedlll the following report: Police j. Committee The Police Department Committee met in the Council Chambers , Report. City Hall , October 11, 1973, at 7:00 p.m. , immediately prior to thel ,meeting of the Finance Committee. All members were present . Col. Patton of the Police Department, presented a request for ,authority to obtain bids on the replacement of ten (10) police �:Iautomobiles . The presentation included itemized specifications for ;the replacement vehicles . A motion by Councilman Wildhaber to grant the authority ,,requested, was unanimously adopted by the Committee. Upon the convening of the Finance Committee, the Chairman of !;the Police Committee, presented the two proposals to replace the v1present telephone system at Police Headquarters . By unanimous vote, the Finance Committee adopted the proposal :of the Capital City Telephone Company' as previously recommended by the Police Committee, and added the additional costs to the Utility . budget of the Police Department. The non-recurring charge of 4450.25 for rewiring the Police Headquarters Building to be paid :from revenue sharing funds if possible. Respectfully submitted, Isl Thomas E. In addition to the Committee, those present were ;,Mr. Robbie Robinson, Mr. Clyde Garvin, James Garvin, Chester I !McKinney and Janes Dalton. 120. lRegillar—Council MPet_ ng_ Octob Mr. Robinson, representing the State Board of Health, explainel, the guidelines set down by his Department in regard to disposal of ! solid waste. According to Mr. Robinson the City must present a proposal to the Division of Health no later than June, 1974, regarding what it intends to do concerning mandatory trash pickup for all residents of the City. City Attorney James Dalton question; ed the validity of the Division of Health guidelines by pointing ; out that State Statute excludes residential customers from mandato waste disposal so long as their method of disposal of trash does no4' create a public nuisance. The matter will be held over for further' study. Public Mr. Clyde Garvin, representing Dispose-All Service, presented Health his suggestions for pickup of waste and renewal of his franchise. ;'Committee Mr. . Garvin asked that the City accept his proposal for limiting Report. trash pickup to once per week rather than twice per week. After discussion the Committee agreed to continue the service as is presently being done. Mr. Garvin agreed to present to the Committed' a proposal for the renewal of his franchise as soon as a contract with the Teamsters Union has been approved. Meeting adjourned at 9:00 P.M. Report. The City receives approximately $300,000.00 per year for State Gasoline Tax; this is earmarked for street maintenance. Previously , $75 ,000 has been taken out of Street Department budget for signs and general maintenance, now put in Revenue Sharing, which leaves the Street Department budget out of General Revenue with an amount less than we are receiving from Gasoline Tax. Street lighting can be and is an eligible expenditure under the Gasoline Tax, so we will include approximately the $76,000 for that item and that way we will be allright. Director of Public Works requested that the rate for summer help, which now is $1. 75 per hour, be changed to read up to $2.00 g1r hour. Councilman Hager moved that the change be made to read . 75 per hour and up to $2.00 per hour" on summer help. Motion passed. Mayor Pro tem Nacy set the date of Monday, October 29th, 8:00 o'clock P.M. , Council Chambers , as the time and place for introduc- , ing and passing necessary Ordinances pertaining to the salaries and budget. - - - - - - - - - - -The following report of the Parking Authority was presented to the Council: Parking.Authority The Parking Authority met at 7:30 p.m. at the Dulle Towers with the Report. following members present: Messrs. Schulte, Borgmeyer, Hammond, Rackers and Chairman Haake. Mr. Czarlinsky was out of the City and was excused. Mr. Hahn was not present . The Authority has held several meetings in connection with the contractual agreement between the City of Jefferson and the H. U.D. with respect to the parking lots which are part of the Capital Urban Renewal Plan. The proposals basically are as follows: 121. 11. The issuance of revenue bonds of $665,000 - the maximum that could now be financed by the Authority which would likewise have a minimum yearly payment in principal and interest of il is $81,765.20. The outright purchase by use of funds of the Parking Authority; a partial loan of $100,000 from the Parking Garage, and approximately $177,000 from the City's General Revenue Funds ' to be repaid on the basis of $65,000 a year for a period of !) five years . '13, The extension of the present lease dated February 1, 1969, between the Housing Authority and the City of Jefferson. f! 11 The Parking Authority has very seriously considered all three c ! proposals and after giving full consideration, recommends the C; ! current lease arrangement be extended for a period of five years `;with the condition that an annual review be made and the lease be ; renewed on a year-to-year basis. The Board of Commissioners by resolution has affirmed the purchase price of all twenty (20) lots at $427,050.00, the yearly lease-rental payment for the full Parking ; package is $14,300.00. This figure represents an interest rate of Authority� 3.18% to the Housing Authority. The Parking Authority has been in Report . ' a position to invest its accumulated surplus in Treasury Bills .. having interest rates of between 7-1/2 to 8-1/2% and by extending ; the lease, the City Parking Authority should be in the position to 0 ; have an accumulated surplus of roughly $500,000 at the end of five ; years which would be more than adequate to pay off all parking lots;! ' without using either the revenue bond approach or borrowing funds ;; from the General Revenue and Parking Garage sources and it is for r! '! this reason that the Authority recommends to the Council that an I� ioxtension of the existing leases be made subject to the afore- ! mentioned annual reviews . a! Robert Schulte made a motion and was seconded by Ralph Hammond, ;! that the Mayor's Environment Commission and the planning group , retained by them in can unction with the Conservation Commission land the City Planner su mit a plan to the Parking Authority contain, ing a plan for landscaping all city owned parking lots . This plan 1is to be subject to the approval by the Parking Authority and upon 1 ;; its approval recommended to the City Council for final approval. The motion was unanimously adopted. The Parking Authority in order to be fully informed at its ,I '! meetings now takin place in connection with the restudy of the '!parking situation in the block bounded by Capital, Hi h, Adams and Monroe Streets appointed Mr. Ralph Hammond as personal representative. In connection with the personnel situation at the Parking ! Garage and Parking Authority primarily caused by the recent change ;; in the use of the City Parking Garage on Saturday and Sunday is .: being referred for the attention of the Accounts , Claims and 1Personnel Committee for action. Motion passed. i! - - Mr. Ed Rackers informed the Council that on the lowest bid for the 11Bids on three salt and cinder spreaders, approved earlier in the meeting, iSpreaders . that there may be a question as to whether or not the bid was on i; exact specifications - the bids would have to be checked to see which met advertised specifications. Councilman Whitecotton moved that the next lowest bid, which meets I all specifications , be accepted, and that Mr. Rackers be authorized; to accept the same.
