Mayor Pro tem Nacy presided.
Prayer was offered by Mayor Pro tern Nacy.
Councilmen present: Barry, Borgmeyer, Gordon, Hager, McDowell,
Nacy, Whitecotton, Wildhaber and Woodman.
Councilmen absent: Ortmeyer.
A quorum was declared present.
The Special Council Meeting was called to introduce and pass the '
necessary Ordinances pertaining to the salaries and the budget.
Councilman Hager, Chairman of the Finance Committee, presented the
following report:
The Finance Committee, at its semi-final meeting on the
1973-74 Budget recommendations, met on October 9th, 1973, with all
members present. Finance

Councilman Wildhaber made a motion that in lieu of the Mayor's, Reports.
5.5% salary raise, the City employees be allowed $30.00 per month
across the board. The motion passed with 7 ayes and 2 nays, with
the Chairman not voting.
The Finance Committee met again on October 11th, with all
members present except Councilman Barry who was excused.
The Committee made the necessary salary adjustments on the
individual City Department budget sheets and made the corrections
on items voted on or decided at previous meetings . Correct totals
were then posted on individual sheets .
The Budget , after corrections on addition, etc. , by the City
Clerk, amounted to $3,457,814,93, lus $153 188.00 from Revenue
Sharing, making a total Budget of $3,611 ,OOE 93.
The Finance Committee did not act on the request of the Park
Board or the Airport in restoring the full amount of their share of:;
the Utility Tax. It was decided this could be done at a later date,
Also set aside was assistance requested from the Juvenile Attention
Center; last year the Council granted a sum of $2,000.00.
During the course of meetings which lasted 31 days and six
sessions, the following recommendations came out of these meetings:;t
Councilman Gordon made the motion that the Finance
Committee recommend that the Mayor strike out such publications
as he thinks necessary in the Association dues category. Such
motion passed.
Councilman Wildhaber made the motion that the Finance !�
Committee recommend that the City bill the Parking Authority and
the Parking Garage for Postage which they are presently running
through the City s postage meter. Such motion passed. I
Councilman Borgmeyer made the motion that the Finance
Committee recommend that the Mayor appoint a Citizens ' CommitteeR
to evaluate jobs , step increases , and salary suggestions for all
City Employees . Such motion passed.
A Fiscal Officer has been recommended by the Committee '
and discussions should be undertaken as soon as possible.

Councilman Hager moved that the report be approved. Motion passed.i!
Mayor Pro tem Nacy asked for any further recommendations . �I
Councilman Borgmeyer remarked on the hiring of a Fiscal Officer
and when this was to be done. After general discussion it was
agreed that the matter would be taken care of as soon as possible.
Councilman Barry remarked that the Citizens ' Committee should also
be appointed as soon as possible.

Councilman Hager moved that the Finance Committee Minutes of
October 9th be amended to show that the $30.00 across the board +
raise for City Employees is in lieu of the 5.5% raise "and fringe j
benefit increases ', Motion passed. I

Bill No. 55, introduced by Councilman Hager, entitled:
"An Ordinance of the City of Jefferson, Missouri, adopting a
Budget for the City, for the period November 1, 1973, to October 31
1974, and appropriating money in the City Treasury to pay the cost
Bill 55. of operating the City Government during said period in accordance
Adopting with said Budget."
Budget. Read first and second time by title and on motion of Councilman
Hager the rules were suspended and the Bill was read the third time
by title and placed on final passage and was passed by the followin
vote as Ordinance No. 8603:
Councilmen voting Aye: Barry, Borgmeyer, Gordon, Hager, McDowell,
Nacy, Whitecotton, Wildhaber and Woodman.
Councilmen voting Nay: None
Councilman absent: Ortmeyer.
Bill 56 Bill No. 56, introduced by Councilman Hager, entitled:
Salary "An Ordinance of the City of Jefferson, Missouri, fixing the
Ord. salaries and expense accounts of City elective and appointive
officials and employees, and repealing Ordinance No. 8503 of the
City, and all other Ordinances of the City, or parts thereof, in
C&iflict 'herewith."
Read first and second time by title and on motion of Councilman
Hager the rules were suspended and the Bill was read the third
time by title and placed on final passage and was passed by the
following vote as Ordinance No. 8604:
Councilmen voting Aye: Barry, Borgmeyer, Gordon, Hager, McDowell,
Nacy, Whitecotton, Wildhaber and Woodman.
Councilmen voting Nay: None
Councilman absent: Ortmeyer.
Councilman Wildhaber moved that the Council adjourn under the
rules. Motion passed.
