The following request was received from the Housing Authority:
'! In over 15 years of operation the Housing Authority has not
'!requested that a moritorium on Building Permits be declared within !'
,;any project area. And, this has generally proven to be to the !;
)1benefit of all concerned. Now, however in Capitol West we must ask '.1
that: a moritorium be declared,
Moritorium ` The Authority has always contended that buildings within
Builclrg 'pro,jects should be maintained regardless of whether or not they are ,
Permits.Jinally to be removed. This policy continues but in Capitol West
:some owners are proceeding with alterations with or without building
' permits . These alterations exceed normal maintenance and can serve !;
;only to make the problems of purchase and clearance more difficult ii:
; for the owner and the City, i{
If owners ignore and violate the Building Code by failing to
'seek building permits the declaration of a moratorium on permits
would appear to have little value. The moritorium would, however, 1!
;serve to put owners on notice that further such work now violates
;two separate Council rulings . The Authority would then be !
.,strengthened in its contention that such violating improvements �1
,;were done at the owners expense. ;!

Councilman Whitecotton, Chairman of the Police Committee, presented,
the following reports :
The Police Committee met at 12 noon, Friday, November 9, 1973, at
Police Headquarters , with all members present. Also present were ;Police
Chief Short Col Patton and Captain Loethen. !Committee
On motion of Councilman Nacy, seconded by Councilman McDowell, �Reports .
' the Committee unanimously approved the Schanzmeyer bid on the ten
i
1police vehicles and authorized placement of the order.
As an experiment, the Committee interviewed the four police
patrolmen candidates that had passed the examination of the Police
Personnel Board and had been approved by the Department authorities
In the discussion following the interviews , it was the
consensus that the Committee interviews precede the Personnel Board !,
examinations .

The Police Committee met Monday, November 19, 1973, at 7:45 o'clockli
P.M. , and approved the applications of Melvin H. Theroff and Larry
D. Rogers for Taxi Drivers ' Permits .

Councilman Gordon, Chairman of the Fire Department Committee,
presented the following report:
The Council's Fire Committee met at 7:30 P.M. , on Tuesday,
November 13, 1973. The meeting was held at City Hall. Present forl!
this meeting were Councilwoman McDowell, Councilmen Gordon,
Ortmeyer and Barry. Also present Fire Chief V. Willmeno.
Unanimous approval was given for Local 671, Fire Fighters
Union to have an election supervised by the State Board oftediationil
Unanimous approval was given for the ratings listed below.
These ratings become necessary because of the retirement of
Assistant Chief Ralph Erhardt.

regarding operation of Garage and rumored personnel problem.
Finally determined that matter should be referred to Parking
Authority for study and specific recommendations, regarding both
the operation of the Parking Garage and the prob em regarding the
supervisory personnel. In particular, the Parking Authority is to
recommend new Ordinances regarding supervisory responsibility to
replace present Ordinances apparently in conflict.
Councilman Barry moved that the report be approved. Motion passed.

Committee Councilman Nacy, Chairman of the Committee of the Whole reported
of the I that his Committee met Thursday, November 15th, with representatives
Whole lof Ranson & Co. , Wichita, Kansas , to discuss the feasibility of the
Report City purchasing the Capital City Water Company. A quorum was not
, present at the meeting. Robert Schwermann was present from Ranson
& Co. , and recommended that a not for profit corporation be formed
for purchase on behalf of the City. Engineering studies would have
to be made as to the real valuation of the Company. Councilman
Nacy stated that he thought that the time had come for the Council
to make up their minds .
Councilmen Hager, Wildhaber and Whitecotton questioned Mr.
lRobert Schwermann, Ranson & Co. , in regard to financing, cost of
►; Company, etc.
it Councilman Nacy moved that the Council direct Ranson & Co. to
, proceed to form a Not-for-Profit Corporation to investigate the
purchase of the Capital City-Water-Company. Motion passed.

The following report of the Transit Authority was presented to the 1
Council:

Minutes of the Meeting of the Jefferson City Transit Authority held=!
October 12, 1973. Called to order at 7: 30 p.m. , by Chairman Marvin;;
Gillock. Those present were Marvin Gillock, Omer Stone, William
Seeker, Roy Remick, A. E. Griffey and Herb Knight.
Chairman Gillock presented a petition which was received by ''
the Authority from Mrs . Eveler, a resident of Tanner Bridge Road.
Three representatives speaking in favor of this petition were
present. After deliberation, a motion was made by Mr. Stone and
seconded by Mr. Seeker, as follows : "The Jefferson City Transit {
Authority, on a 90-day trial basis , changed the southside routing
to include Tanner Bridge Road and Ellis Boulevard, and to eliminate;
Stadium Boulevard. The change to start the first Monday in !Transit
December." The motion passed unanimously. '.Authority
A letter was received by the Authority from Mrs . Gladys Report.
Engelbrecht who requested bus service on South Ten Mile Drive.
This request was tabled due to the sparsely populated area, and thej'
feeling that at this time this request would not beleneficial to i!
the City.
Another letter received by the Authority from Mrs . Edna Vaughwi
who asked for service to include Saturdays was also tabled, and to
be submitted at a future date, pending the outcome of the gas
! shortage and possible rationing. It was felt that if rationing
takes place that the Authority would possibly have to extend {!
service to include Saturdays .
No further business to come before the Authority, the Chairmanll
adjourned at 8: 30 p.m.

Councilman Barry, Chairman of the Insurance Committee, presented
the following report:
Insurance Committee Minutes - Meeting October 30, 1973. Present ;Insurance
were Councilmen Barry and Woodman; also the following represents- ?Committee
tives of City's independent insurance agents: Paul Kolb , Joe ;'Report.
Noonan and Harold McDowell.
The agents have volunteered their time to study City's presentii
coverages and to make recommendations to the Committee regarding
possible changes , particularly whether or not City could realize a
savings by purchasing all coverage from a single company. i
Committee agreed to entertain agents proposals although it !:
was made clear that any changes in coverages and companies would be!
on basis of competitive bidding.
The policies presently in effect have been received by the i
City Clerk and delivered to the Agents ' Committee for review !
Presently Hawkeye Insurance Company has extended liability Rj
coverage thru January 1, 1979.

WHEREAS, The Kansas City Corps of Engineers , at a public Corps
hearing, explained in great detail and in splendid fashion, their of
plans for a closed channel of Wear's Creek; and ;! Engineers .
WHEREAS, a portion of the proposed closed channel lies
outside the Urban Renewal Area; and

WHEREAS, the acquiring of necessary ground and relocation of Ei
utilities , residences and businesses will be the responsibility j
of the City of Jefferson; and
WHEREAS, the City of Jefferson assures the Corps of Engineers ij
that they are willing and anxious to assist in the control of j
Wear's Creek.
NOW THEREFORE, BE IT RESOLVED That the City of Jefferson
respectfully requests the Corps to keep the City advised of the
necessary progress being made through the various agencies in our
National Capital, so that the City of Jefferson may be aware of I
the proper time to acquire the needed property; and (�

Buchanan. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF JEFFERSON
THAT, the three hundred block of Buchanan Street, in tie City
of Jefferson, Missouri, shall be curb and guttered, including
necessary paving and drainage facilities ; and that all of the
above described work is necessary to be done. That the cost of
said improvement including street intersections and drainage
facilities , shall be charged against the lots and tracts of land,
fronting or abutting on the street so improved along the distance
improved, in proportion to the number of fronting or abutting feet,
and shall be paid for by special tax bills issued against the
property fronting or abutting on any of said improvement with a
maximum charge of $5.00 per front foot, and the Council hereby
declares the aforesaid improvement be made; and
RESOLVED FURTHER, that the City Engineer, be, and he is hereby
instructed, to prepare plans and specifications for said improvement
, and an estimate of the cost thereof and file the same in the office
lof the City Clerk.

Street BE IT HEREBY RESOLVED by the City Council, City of Jefferson,
Lights , Missouri, that the Missouri Power and Light Company make the
following installations in accordance with recommendations presented
to the City Council by its Committee on Public Utilities and
adopted by said City Council on November 19 1973:
11. Install one 6800 lumen light on the poie between 407 and 409
Castle Drive.
2. Install one 6800 lumen light on the last pole on the lower end
of Crader Drive, on the pole across from 1820 Crader.
3. Install one 6800 lumen light at the southeast corner of
Primrose Drive and Dora. (Metal pole, as this subdivision is
all underground) .
