Call A quorum was declared present . !' The minutes of the meeting of December 3rd were approved as Approval of dreceived. Minutes A communication was received-from Michael P. Riley, Attorney for Public ', International Telemeter Corporation, requesting an increase in the Utilities , basic subscriber monthly rates . Committee , basic communication was referred to the Public Utilities Committee. - - - - - - - - - - 1A communication from the Honorable Christopher S. Bond , Governor State and ' of the State of Missouri, in regard to the celebration of our City ' Nation's 200th Birthday in 1976 . Relations The matter was referred to-the-State-and-City Relations Committee. Committee ! Councilman Borgmeyer moved that rill City employees be paid Pay for + December 19th for the month of December. Motion passed. December. - - ` Councilman Woodman, Chairman of the Public Health Committee, 1presented the following report: The Health Committee met this evening, December 17, 1973, in the Council Chamber, to discuss the proposed sale of the Dispose-All Service from Mr. Clyde Garvin to Mr. Fred Nichols of Mid-Mo. Disposal and Hauling. ' Health The City'srecently negotiated contract with Dispose-All would Committee remain the same and only the ownership would change hands . Report. Motion by Councilman Borgmeyer that the proper Ordinance be introduced to transfer the City's contract to Mr. Nichols , . effective January 1, 1973 . , All members voting Aye. Other business included the purchase of four dog traps and one; cat trap for use by the Animal Control Division of the Health Department , at a cost of approximately $250.00. Motion made by �iCouncilman Hager that the purchase be made - all members voting Aye; /s/ James W. Woodman, Chairman. Councilman Woodman moved that the report be approved. Motion 11passed. The following report of the Parking and Traffic Commission was presented to the Council: Minutes of the Parking and Traffic Commission meeting held 8:00 A.M November 20, 1973. All members were present with the exception of Ed Pope. i The Commission made the following recommendations : Parking 1) That a temporary island be installed on Washington Street, ! and during the remaining time of the ninety day trial basis , for ;,Traffic two-way traffic , to provide for drive-up mailboxes along side ' Commission the post office. 1Report. � 2) That parking be prohibited on the east side of the 1000 block C' of Marshall Street. 13) That parking be prohibited on the south side of West Main ! Street from Forest Hill to Route 179. it 4) That parking be prohibited in the east-west alley between Capitol Avenue and State Street extending from Marshall Street to Lafayette Street. 5) That the speed limit be increased to 40 M.P.H. on Southwest i Boulevard from Missouri Boulevard to Route C as per the request of the West Side Business Association. 6) That a STOP Sign be installed on Cedar Hills Road before 1 entering Vieth Drive. The Commission denied the following requests: �{ 1) For a policeman to direct traffic at Dix Road and Missouri 4� Boulevard on the basis that during the construction work now underway in this area, that a traffic officer under these conditions would not improve traffic flow. Request from Michael P. Riley in behalf of his client , Eugene Schenewerk, to rezone property located on Hwy. 50 W. Near the Schellridge turnoff from single family residence to Highway f� ,I Commercial. i' The Commission recommends that the request at this time !� be denied. ;t2 . Request from Major Brothers to review and approve their glans of development and construction along Leslie Blvd. and Chestnut; Planningf St. , which land is in the C-4 Planned Commercial District. and The Commission recommends the approval of their plans of Zoning! development and construction. j Commission3. The Commission recommends the approval of the minor changes in ' Report . ! the Urban Renewal Plan for Project Mo.R-451 Progress Project as presented by Mr. Ted Herron and that the Land Acquisition Plan and Map for the Progress Urban Renewal Project , Mo.R-45 j as amended by the Housing Authority to include all of Block 31,E said block bounded by High, McCarty, Broadwayy and Mulberry Streets , is hereby recommended for approval b the Jefferson City Planning and Zoning Commission along with signed approved Resolution recommended by this Commission. The following report of the Parking Authority was presented to the Council: Parking Authority The Parking Authority met at 7: 30 p.m. , Tuesday, December 4, 1973, Report. with all members present except Mr. Charles Czarlinsky. The meeting was confined to a discussion of the 19 recommenda- tions advocated by Mr. Hartley and Mr. Strope as a result of their visits to parking operations in St . Louis and Kansas City, at which time they checked the operations of the Manor House Garage, the Central Parking Systems , St. John's Mercy Hospital, Lambert Field, #Belleview Medical Center, Famous Barr, Stix, the Auditorium Plaza and Crown Center Garage. !! The Parking Authority rejects a recommendation for free parkin in the garage for members of city commission, boards and officials ; when on official business . The Authority likewise unanimously ,rejected the proposed rate increase to 25o, for the first hour of ! �rparking in the Municipal Garage along with rental increases on various parking lots . While such an increase might be warranted in the future, it is the feeling of the Authority that such increases + should only be made if the operational expenses increase above and lbeyond a fair rate of return on the facilities . 148. _--._._._. .. ... ..... ..._... Regular .Council Meeting, December 17, 1973, With respect to new equipment to the garage, the Authority ;'feels than adequate safeguards are now being employed and if the 'ICouncil adopts the proposed Parking Authority Ordinance that the ;!expenditure of approximately $6,000 could be avoided. The Authority; ';has requested that Mr. Hartley obtain an estimate on the proposed 1counter macha.nism which would count the cars as they enter and by Parking ;;use of an exit gate would subtract as a car exits . The automatic ! Authority ;'full sign would flash on when the garage is in full use and an Report. ;attendant would not be required to leave his post but by merely ;glancing at the counter could tell how many parking spaces are ;available. Reserved Parkcards will automatically bypass the count- 11ing system. The Authority is primarily interested because of the ; secondary audit control which would be available and the cost is `apparently under $1,000. i+ The other recommendations are being held over for further lidiscussion. ;; The proposed Ordinance, copy of which is attached, accomplished; lithe following purposes: a Clearly defines lines of authority. b Provides for hiring and discharging of employees . Bill No. 79 was read the first time by title and Councilman Woodman moved that the bill be read the second time by title and that the rules be suspended and the Bill be placed on final passage. Councilman Barry objected. ! Bill No. 80, introduced by Councilmen Whitecotton and Nacy, IBill 80. entitled: IlTaxicab "An Ordinance of the City of Jefferson, Missouri, amending Ordinance! Rates . No. 7190 of the City regulating the operation of taxicabs within the City, repealing Section 11 of Ordinance No. 7190, establishing the rates of fare of taxicabs and enacting a new Ordinance relating?. to the same subject." Read first and second time by title and on motion of Councilman Nacy, the rules were suspended and the Bill was read the third time?! by title and placed on final passage and was passed by the following vote as Ordinance No. 8616: Councilmen voting Aye: Barry, Borgmeyer, Gordon, Hager, McDowell, Nacy, Ortmeyer, Wildhaber and Woodman. R-45, PROGRESS PROJECT. sl WHEREAS, the State of Missouri through its State Board of 'Resolution Public Buildings has by resolution of that body agreed to purchase Urban all of Block 31 upon which to construct a state office building in enewal the Progress Renewal Project, Mo. R-45; and lan - WHEREAS in the Land Use Plan and the Land Acquisition Plan Project not all of Bock 31 which is bounded by High, McCarty, Broadway and Mo.R-45. Mulberry Streets was included for purchase and Public Use; and s WHEREAS, the Housing Authority and the Department of Housing i and Urban Development have approved this change in Land Use and Land' Acquisition as a minor change; and WHEREAS, it is the desire of this Council to provide adequate ;) space for this most desirable improvement within the Capitol West Area of the Progress Renewal Project. ! NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, AS FOLLOWS: 1. That the Land Acquisition Plan and Map for the Progress Urban Renewal Project, Mo. R-45 as amended by the Housing Authority to include all of Block 31, said block bounded by High, McCarty, Broadway and Mulberry Streets , is hereby approved. 2. That the Land Use Plan for the Progress Urban Renewal Project, Mo. R-45 as amended by the Housing Authority to designate all of Block 31 as described in 1 above, for Public Use is hereby approved 3. That said resolution shall take effect immediately. Councilman Gordon moved that the Resolution be adopted. Motion passed. Mayor Christy commended the present Council in the dedication of Mayor their work. He said that this has been a good year and wished Christy. everyone a Merry Christmas .
