Kolb, Inc. , regarding the,1 Comp. and City's Workmens Compensation and General Auto Liability Insurance. Liability An installment charge in the amount of $683.03 will be charged, Insurance. beginning January 1st. If payment is made in full by January 31st, , the installment charge may be deducted. Councilman Borgmeyer moved that the payment be made in full. Motion passed. Fire Councilman Riner, Chairman of the Fire Department Committee, Dept. presented the following report: i Committee I Report. Bill No. 70, introduced by Councilman Hager, entitled: Parking "An Ordinance of the City of Jefferson, Missouri, amending and Ordinance No. 8177, The Parking and Traffic Code, by eliminating Traffic I�the stop sign on Carol Street before entering Rose Valley Street." Code. !Councilman Hager yielded to Councilman Nacy. Councilman Nacy moved that Bill No. 70 be stricken from the Informal Calendar. Motion . passed. Public Councilman Borgmeyer requested that the Public Utilities Committee Utilities meet with the Missouri Power & Light Company and the Highway Committee. Department in regard to the lighting of Route "C". Councilman Nacy set the meeting on January 10th. ~ ~ Committee Councilman Ortmeyer questioned Councilman Hager as to which of the Committee was in charge of checking into the purchase of land from Whole. the Housing Authority. Councilman Hager stated that the matter had been referred to the Committee of the Whole. Councilman Scrivner spoke in regard to the Cable T V operation in Jefferson City. He said that he did not vote to award the contract Cable to International Telemeter since it was the most unethical bidding T V. practice which he had ever witnessed. The people of Jefferson City had been promised Cable T V and not pay T V. He asked that the City Attorney check the contract thoroughly to see if proposal is in violation with the City Ordinance. Mayor Christy then stated that the City has cooperated with the Cable TV Company and he had given recommendations to Des Moines and Columbia. They should have contacted City Officials and explained before running the ad for pay TV. The first Ordinance passed was strict and so was the second. One point not to be overlooked is that the FCC has entered in these cases , for example, in September of 1971 in New York City it went as far as the FCC and their ruli preempt City Ordinances. He even called a Mr. Johnson, FCC, and he concurred with the ruling and is sending a copy of the new major policy statement on Cable TV. Councilman Hager asked if the Council should intervene but was advised by the City Attorney that it should not be done at this time. Bids . The bids for three All Terrain Vehicles for use of the Department Three of Public Works , which were held over until the meeting of January All 2, 1973, were brought up at this time. Terrain Mr. Knight recommended that the Council accept the bid of Riley Vehicles . Chevrolet• because of availability of parts . Councilman Borgmeyer then moved that the bid of Riley Chevrolet, in the amount of $9,696.89, be accepted. Motion passed. Health Councilman Hager referred the matter of the State Milk Inspector Committee Program to the Health Committee. Finance Councilman Hager referred the requests for the Humane Program and Committee the Environmental Quality Commission for additional funds to the Finance Committee. ~ Adjournment.
