Regular...C.ouncil Meeting,, `�The following request wa s presented to the Council: MayorChristy: January 3, 1973 . .,Dear The Thomas Jefferson Library Board has asked me to request that you , ';and the City Council consider permitting the Board to purchase , gasoline for library vehicles from the City. pWe are constaftly seeking ways of curtailing operational costs so many money saved may go into the purchase of books and more direct ;;library services to the taxpayers . Gasoline Library. ;The purchase of gasoline through the City would save the Library district some money. We use approximately 10,000 gallons of gasoline in a year. We operate two trucks and three cars . i!We respectfully request you and the Council give favorable consideration to this request made by the Library Board. ,!If further information is needed please contact me. Telemeter. !I IDear Mayor Christ I wish to maL ou a personal apology for not informing you !,well in advance of the circumstances surrounding the Blues games . ,Being a national market test it received considerable advance .publicity, including a Wall Street Journal article on September 2011 !.I d Jefferson .of 1972. It been pretty generally discussed around 11 City, along with Athena going public. That , and being governed 1! very tightly by the FCC we were naturally aware of the involved proceedings , rulings , and test cases concerning subscription, or 1pay TV over the past year and a half. On that basis, we simply ifailed to consider any such possibility as the recent irresponsible ,l Ij of the Missouri Broadcasters Association. I Please believe me that it was an act of ormnission, not, as thel ijMBA has attempted to charge in their widely publicized statements , is deliberate attempt to defy city authority or work through a "technical loophole" . I personally resent highly the unwarranted attacts made against the city by a totally outside interest under the guise of 'protecting' the people of Jefferson City Myself and my company have always held the utmost respect and admiration for e Jefferson City municipal government in our association over the past several years. It is very disturbing to see the MBA attempt to destroy or damage this relationship. It was felt that Jefferson City ing selected as the national test market of a new concept in cable TV services was an honor and a distinction for the community and our company. Jefferson City has already been first in the nation in many other respects . By virtue of the requirements of the ordinance, it was the first community to receive cable TV by way of a 2 way CARS microwave system. We reached the highest saturation of customers in the shortest period of time anywhere in the nation. We have grown to just a little over 83% at the present time. And, now that MBA has . filed suit, Jefferson City is going to receive national attention I hope will not be unfavorable. But most important, I sincerely regret the position recent events have placed you and the members of the City Council. Sincerely Isl Dan Healey. Yellow Cab Company: Due to the increase in social security tax and the tremendous Police increase in asoline with its added two cent per gallon tax and to Board. the cost of labor on our maintainance which has increased to $12.50 per hour plus parts we are forced to increase our fares. IAuthority - - - - - - - - - - The following report of the Planning and Zoning Commission was presented to the Council: A special meeting of the Planning & Zoning Commission was heldli 9:00 A.M. , Friday, January 12, 1973, in the City Engineers bfice for the purpose of considering two items that we felt shouldil be presented to the City Council at their regular Monday meeting. 11 1 (1) A preliminary subdivision Plat of Woodland Estates presented L by Missouri Power & Light Department was approved. HPlanning and Our Commission calls attention to a 100 ft. right-of-way 'toning running thru the center of the plot in a North - South !Commission direction. We feel this right-of-way is necessary for future 'Report. planning in handling North-South traffic around the Western edge of Jefferson City. 1 (2) The Commission recommends that two changes be made in the new City zoning ordinance to correct over sight in printing. Change No. 1. It is recommended that the proposed Zoning Ordinance be changed to allow offices in the proposed Districts ii under the Special Condition Use Clause. Change No. 2. Whaley, Chairman, Revenue Sharing Committee: The members of the Revenue Sharing Study Committee met on lJanuary 4, 1973, and wish to submit at this time the initial list of recommendations for expenditure of the Federal Revenue Sharing proceeds . �inance As a result of the discussions concerning the basic areas in COMM ttee. which the funds would be expended, it was unanimously agreed by the members of this committee that none of the referenced monies shall be used for salary increases, and/or salaries for additional personnel whereby an increase in the operations budget would be realized. The following items have been discussed and approved by this committee for revenue sharing funds: a. Motion: Dr. Stamper Second: R. Hollerorth The necessary money be allocated for the lighting of the seven (7) existing tennis courts as requested by the Jefferson City Park Board. Estimated Amt. $17,500.00. a. Motion: R. Schulte Second: L. Haake The request from the Thomas Jefferson Library System be approved for assistance in completing Phase III of the present building program. Estimated Amt. $40,042.00. c. Motion: R. Verslues Second: R. Hollerorth Recommend that the necessary money be allocated for purchase of a "sewer televising and internal repair unit" by the Public Works Dept. Hollerorth That the request by the Airport Commission be approved for the acquisition of additional property and/or right-of-way to insure the orderly growth of the Jefferson City Memorial Airport.
