(Councilman absent: Riner. A quorum was declared present. The Special Council Meeting was called to consider Bills 919 92, 93 j` 94, 95 and 96, which have to do with changes in the various codes. li _ _ _ _ _ _ _ � Bill No. 95, BOCA. Plumbing Code. i!�public Sonny McGowan, Local Plumber and Member of the Board of Plumbing ;;Hearing. Review, stated that the Code would meet requirements with a few amendments . �1 All of the materials do not meet requirements of our locality. ;; 2� Definition of "Plumbing" covers plumbing to be installed in !! building and not that 5' beyond building. ? (3) Battery venting allows 1 vent on 2 fixtures - up to 8, which would be unsatisfactory. !i Would like to amend Bill for passage at next meeting. i Ted Herron, Executive Director, Housing Authority, recommended that ' the National Code should be adopted and then immediately amend it. i Joe Dasbasch, President, Plumbers Local 35, inquired if the City f must have the approval of HUD before changes can be made. Mr. Herron stated that approval must be received from HUD. Items must be documented and sent to HUD to show cause for deviation. - - - Bill * No. 96, National Electrical Code. Harold Howerton, President, Howerton Electric Company, Inc. , presented the following to the Council: Members of the City Council, Jefferson City, Missouri, Gentlemen: 1 �s Our interest as concerned citizens in the matter of building codes and their enforcement is: Ij 1. We find no fault in the City Council establishing the 1971 �! edition of the National Electrical Code (or any later addition) or ii the enabling ordinances under which the office of the electrical inspector is operated. 2. Our concern is that the City Council does now, or ever allow the administration and enforcement of the various building codes tail be taken over by some outside agency. 3. It is our wish at Howerton Electric Company, Inc. , that the j inspection enforcement would be as effective as it is in other {� Missouri cities in that the electrical design would have to be approved before the electrical permit could be issued, and further that the subsequent periodic electrical inspections would be meaningful and in depth. Also, it's advisable that the partial occupancy of a buildin would not be permitted before the electrical system is substantially completed. 4. All electrical construction whether public or private should be subject to same inspection procedure, rules and regulations, as set out in the City ordinances .
