Election.; men and I would like for you to consider the grievance of a citizen
iAs I am sure most of you know, I have filed for Committee woman of 1
} the 1st Ward, 4th Precinct. Upon being informed today that Mrs .
Mildred Strope had submitted her own name as a Judge or Clerk for
the 1st Ward, 4th Precinct, I began to question the possibility of
ja conflict of interest, since she filed against me for Committee
, woman of this same Precinct. After inquiring about the City
Ordinance on on this matter I found that the City follows the State
Statutes , Not being an attorney I inquired at Legislative Research
i and the Attorney General 's office and City Hall before I brought
the matter to your attention. May I respectfully suggest you check
the City Ordinance and Section 111.171, M.R,S. 690 lst Section,
and I have here a copy of the Attorney General�s Opinion if you
would care to refer.

f I think there is a clear conflict of interest involved here; I aleq
!4 question her qualification to appoint her people to work at the 1
polls . I appreciate your time and I am sure you will take the
.( proper action to insure a completely impartial list of judges and
Clerks for the 1st Ward and 4th Precinct. May I also respectfully
suggest you check the possibility of committeemen and committee
;' women serving at the polls . I am sure if this has happened it has
not been intentional but I think it deserves your attention.

Councilman Borgmeyer moved that the Judges and Clerks be approved
after those in conflict are stricken. Motion passed.
Street An Urban Agreement between Missouri State Highway Commission and
ommitteel; the City of Jefferson, in regard to Business Route 50, West of Dixl�
Road to East of Southwest Boulevard, was referred to the Street i
Committee. Councilman Borgmeyer asked to be notified of the
meeting since it concerns his Ward.

City Council RE: Resurfacing Jefferson City Streets .
Contract
Dear Sir: Jefferson
During a meeting last week with representatives of Labor, Asphalt
Teamsters and Hoisting Engineers an agreement was reached that no
labor increase would take place on work contracted prior to April 1 ,,
1973.
If contract agreement could be reached between the City of
Jefferson and Jefferson Asphalt Company, Inc, before April 1, 1973,`:
there would be no increase over 1972 prices (11 . 20/ton in place) .

A request was received from the Housing Authority for the City to Housing
donate Parcels 44-19A and 44-19B to the Housing Authority for use Authority,

The following was received from the Director of Public Works: 'Street
Committee
TO: Mayor and Council:
The recent letter we received from Jefferson Asphalt indicates
they can maintain the same price this year for the asphalt overlay
that was in effect last year. This price would remain firm if
accepted prior to April 1st , I feel the City should take advantage,
j of this offer, and consequently, I am submitting a list of streets
for possible consideration for this year's overlay program,
The Capitol Improvements budget approved for this year totals
$3502000. Of this amount, approximately $130,000 would be avail&le
for overlays . The remaining amount is earmarked for specific
+ projects, which include the West Main and Greenberry Road projects .
The West Main improvement will involve curb and gutters and
widening from Forest Hill west to Route # 1,79, I feel the overlay
should then continue from Forest Hill eastward all the way to the
boundaries of the Urban Renewal project at approximately Fulkerson
Street. I also feel West High should also have an overlay from
its intersection with West Main and also extending eastward to the
bridge approach,
The Greenberry Road project will include widening and curb and`
guttering from Dixon Drive to the bridge, Similarly, I feel the
overlay should be extended from Dixon Drive northward on Greenberry-
Road, Moreau Drive, and Clark Avenue all the way to the McCarty
Street intersection. A portion of this length should also have
curb and gutters replaced extending from approximately Lee Street
to Bald Hill Road on the east side of the street, The existing
curb and gutters are either non-existent, very shallow which wouldl.
not permit an overlay, or an excessive height with accompanying
excessive crown in the roadway. This segment should have the curb ;;
and gutters replaced on the east side and in the process , the
street could be widened several feet ,
On East McCarty Street, some work has already been initiated (C
from Benton Street to Landwehr Hills Road. A leveling course has
been applied and the street is still to receive the regular overly},,
mat. In addition, East McCarty from Lafayette Street to Locust i`
Street should be overlayed.
A portion of West McCarty should also receive an overlay
extending from Broadway Street to the bridge approach. Part of
this length is slated for reconstruction in the Urban Renewal
project. However, this would be approximately 3 or 4 years off' ano
considering the present maintenance and chug hole problems we have
been experiencing in this area, it would seem logical to apply the
overlay in order to smooth the street and eliminate the patching
problems .
The overlay that was applied to East High last season should
be extended from Cherry Street all the way out to East McCarty.

If these streets mentioned this far were all overlayed, this
!'essentially would complete West Main, East and West High Street,
;East and West McCarty Street, and the Greenberry Road-Moreau Drive-
11Clark Avenue artery to McCarty Street. This would involve four of
:lour heavier traveled streets essentially all the way through town-- '
streets on which we have been experiencing considerable maintenance
;(problems especially this past winter.
One other major street in drastic need of an overlay is
,.Southwest Boulevard from Route C to Memorial Hospital.
The total of all the streets listed above is approximately
:;$170,000, which is $40,000 more than what is currently budgeted.
'The estimated overlay cost is as follows:
West Main from Forest Hill to Fulkerson St. $31,200
Greenberry Rd. -Moreau Dr. -Clark Ave. from Dixon
to McCarty including 2,000 feet of curb and gutters

Housing Urban Renewal Project Mo. R-45 on March 27, or as soon thereafter

The following Resolution was presented to the Council:

WHEREAS, the Senior Citizens of Jefferson City, observe that
;during off peak hours the city buses are operating over the streets
;empty, and
WHEREAS, many of these senior citizens , without cars or other
;means of getting around the city, observing the empty buses , believe
"the City could issue to such persons over the age of 65 years a
,!SENIOR GOLDEN PASS, without loss of revenue, to ride the city buses
.'during the off peak hours when such buses are empty, like other
Senior ,communities , and
Golden t WHEREAS, such service to the senior citizens would not cause al
Pass . Aoss of city revenue, since many of the buses are operating empty
;during off peak hours , but would utilize this bus service now going
;unused, and
E WHEREAS, it is common knowledge that an empty seat on a bus
;never brings in any revenue and the prospects of obtaining revenue
Fare gone forever, but if a Golden Pass were issued to the Senior
;Citizens for one dollar a year at least some of this loss of service
ccould be used to the advantage of many of our citizens if they were
'allowed to ride the buses during these off peak hours .
THEREFORE BE IT RESOLVED that the City of Jefferson in respect
ito its senior citizens over 65 years of age, who have paid taxes
and helped to build this community over the years , be issued a i
;SENIOR GOLDEN PASS to ride the city buses during the off peak hours (
!when the city buses are running empty or near empty of passengers .

The Parking and Traffic Commission meeting was held February 23,
1973, 8:00 A M. at the Governor Hotel, All members were present.
The Commission took the following action:
1) Commission recommended elimination of the pedestrian scramble
system.
2) Commission recommended elimination of all left turns at
Madison and High Streets ,
3) Commission recommended elimination of parking during 4-5: 30P.M�I
on the south side of Capitol Avenue from Jefferson to Monroe !;
and west side of Jefferson, Madison and Monroe Streets from ' Parking
Capitol Avenue to theExgressway. :' and

4) Commission recommends the installation of a 4-way stop at Commission

James Thomas , President of the Jefferson City Downtown Merchants
Association, presented the following petition in opposition to the
recommendations :
TO: The Honorable John G. Christy, Mayor of the City of Jefferson,
and Members of the City Council
The Jefferson City Downtown Association and the below signed
businessmen wishes to express their disapproval of the recommenda-
tions of the Parking and Traffic Committee as they pertain to
traffic movement and parking in the core area of Jefferson City.
Our disapproval is in regard to the following items :
1 . Elimination of left turns at Madison, Monroe and Jefferson
on High Street,
2. Elimination of scramble system.
3. Allowing traffic to make right turns on red lights .
4. Prohibiting parking from 4:00 - 5: 30 p.m, on the west side of
Jefferson, Madison and Monroe Streets from Capitol Avenue to
the Rex Whitton Expressway, and the south side of Capitol
Avenue from Jefferson to Monroe Streets .
We do not feel that the above four recommendations are in the best
interest of the Downtown area.
Ninety (90) signatures .
Phil Dallmeyer also appeared in opposition to the recommendations .
Mike Riley, Chairman of the Parking and Traffic Commission, stated :!
that since the City had spent $40,000 on a traffic study, the
Commission felt that some of the recommendations should be
implemented on a 90 day trial basis .
Councilman Hager moved that the report be approved.
Councilman Scrivner asked for a roll-call vote.
The report was approved by the following vote:
