Chambers on Monday, March 12th, at 8:00 P.M. Members present were ' Chairman Hager, Councilmen Nacy Ortmeyer, Woodman, Borgmeyer, i Gordon, Collier and Seaman. Bifls under consideration were Nos . 113, 1149 115 and 116 , regarding salaries and expenses for certain elective officials . Bill No. 113, City Attorney, was amended to read "Section 2. 550.00 per month as salary and in addition thereto, shall receive Finance U00.00 per month as an expense account." Committee Bill No. 114, Police Judge, was recommended as is , with no Report— amending. ij Bill No. 1159 City Collector, was recommended as is , with no If , amending. Bill No. 116, City Assessor, was amended to read "Section 1(5) 1! The Finance Committee also recommended that the costs for the ,. repairing of the automobile of Chris Sundenneyer be approved for the amount of $21. 18. Mr. Sundermeyer's car was damaged on the . Meeting called to order promptly:i Report: at 7:30 P.M. , by Chairman Forrest Scrivner. Members present were , Councilmen Riner, Collier, Gordon, Seaman; also present were Ed. , Rackers and Vincent Borgmeyer. First matter discussed was relocation of utilities on Missouriij . Boulevard and the costs involved therein. Councilman Riner moved that Ed Rackers check into this matter further and report back to the Street Committee in two weeks . Motion passed. Second matter discussed was street overlay program for the . coming year. Public Works Director Rackers explained costs , which ;� amount to $130,000.00, and priorities as to which streets need , overlaying the most, based on traffic volumes and conditions . lCouncilman Riner moved that the $130,000 be spent as previously J" budgeted and add $40,000 from Revenue Sharing Funds so as to ,' complete the overlay program as the Public Works Department has I .. programed. Third matter discussed was hiring of two employees for Public , Works Department. Councilman Collier moved we hire Jerry Music as ,! Engineer Tech I , and Dennis Henry as Engineer Tech II . Regular Council Meeting, March 19, 1973... `The regular meeting of the Planning & Zoning Commission was held on ;lThursday, March 8, 1973 , in the Board Room of the Chamber of Commerce, to consider the following rezoning request. Planning Request from Dr. E. David Scott to rezone lots 1 ,2,4 & 5 of and Scotts Sub Div, from single family to dual dwelling. This Zoning property is located along the 2000 block of Old St . Louis Road. Commission The Commission recommends that only lots 1 & 2 of Scotts Report. Sub Div. be rezoned from single family to "RD" Residential Dwelling allowing Two-Family dwelling and that lots 4 & 5 remain as single family as parts of these two lots 4 & 5 will be used as roadway and parking for the proposed Sheltered Workshop . Quality was presented to the Council: mental Quality As required under Section 6 of Ordinance 8413, we are submitting Commission ithe first annual report of the Jefferson City Commission on Envir- Report, ; onmental Quality. The following report portrays the activities of the Commission from inception, in November 1971, to January 1973. Initially, the members of the Commission sought the assistance !' of state experts in determining the levels of pollution in our air, iwater and solid wastes. The following officials from the indicated ' agencies reported favorably to the Commission on pollution levels in Jefferson City: Harvey Shell , Executive Secretary, Missouri Air " Conservation Commission, and his Assistant , John H. Blase; Louis F. ; Garber, Director, Section of Environmental Health, and Robert ;, Miller, Bureau of Environmental Engineering, Missouri Division of . Health; Jack K. Smith, Executive Director, Missouri Clean Water jCommission, and his associates , Edward S. Lightfoot, Alice Starcke and Larry Dusenberg; and Edward J. Peloquin Comprehensive Health ., Planning, Missouri Department of Community Affiars , and his associate, Dwight Gates . Although each of the experts listed above noted that Jefferson ; City did not have many serious pollution problems at this time, each did pinpoint certain existing or anticipated problems for the ,! Commission. Jerry Keene, City Planning Director, and other city jofficials were consulted for their aid and advice also. Beginning in January 1972 and continuing to March 1972, advice Wand uidance from resident experts were also sought in initiating i; the first hoses of accomplishing the duties set out in Section 4, ii (B) and (C� of Ordinance 8413 . This section directs the Commission Ito develop a city beautification plan and street tree-planting I; program. �! As you are well aware, your Environmental Quality Commission ,? pursued with singular concentration the selection and official liproval of a planning and landscape architecture firm to develop yt a Jefferson City beautification plan. After lengthy study, extensive research, and personal interviews , the members of the Commission recommended the employment of Skidmore, Owings and � Merrill , Architects/Engineers , to the City Council . On February 5,; i1973, you officially approved the employment of Skidmore, Owings ;,band Merrill. A contract between SOM and the City of Jefferson is now being drawn up . The Commission on Environmental Quality has also reviewed any; i1of Jefferson City's existing ordinances which pertain to environ- 1imental concerns and is working on certain suggested changes , 1specifically in the city's sign ordinance 8396. I On another occasion, at the request of the City Council, the Commission recommended the denial of a request by a local advertis-, ping firm to rent city-owned property for the erection of a large } billboard. After considering the request and the Environmental Commission's reasons for recommending denial, the City Council Ildenied the request . The Commission, through its late member, Joseph Majersky, also investigated charges of improper land-filling at a 1 Ilocal automobile dealership. Over the year the members of the Commission have changed. Mr. I Joseph Majersky resigned for health and personal reasons , and the I11' Mayor appointed Mr. William R. Tweedie, Jr. , to fill his position. IlRe-appointed from the Park Board was Mrs . Alan Becker and from the City Council, Mr. Fred Seaman. Because another member, Mr. Israel 43, ;Collier, was named to replace James Strong, newly elected state ! representative, on the City Council, Mr. Ralph Wisdom was appointed ] ;Ito represent the Planning and Zoning Commission in Mr. Collier's ; stead. Mr. Sam Cook was reappointed by the City Council to a five , year term, and the members of the Environmental Commission ! ; re-elected him Chairman. Other officers for 1973 are William ; Tweedie, Vice-Chairman, and Mrs . F. Joe DeLong, Secretary-Treasurer' in 1972, quarterly reports , as required by Ordinance 8413, wered ( submitted to the City Council. Councilman Scrivner questioned the matter of setting the 1973,i"tax rate before receiving the report of the City Assessor. !; Councilman Nacy raised a point of order in the legality of ,: setting tax rate at this time. He quoted Section 94.030,R.S.Mo. , 1969 as follows: "Council to make annual levy. - The City Council shall, within a reasonable time after the Assessor's books of each : ] year are returned, ascertain the amount of money to be raised f , thereon for general and other purposes , and fix the annual rate of , levy therefor by ordinance." Also Section 137.245, R.S.Mo. , 1969, i "Assessor to prepare and return assessor's book, verification - jclerk to abstract, failure, a misdemeanor. - 1. The assessor, ! except in St . Mr. Dalton, City Attorney, said that the sewer district had been formed for quite some time and Mr. Roling wanted $1 ,000.00 for an easement. The condemnation action is to allow the court to ( determine a fair amount for the damage to Mr. Roling' s property, which would be assessed to the sewer district. Councilman Borgmeyer then moved that Bill No. 112 be placed on' the Informal Calendar. Councilman Seaman agreed if a meeting could, be held with Mr. Boltz, Mr. Opal and Mr. Roling. R-18 CAMPUS VIEW. I WHEREAS, it is the intention of this Council, the Housing 'Authority of the City of Jefferson and the Department of Housing and Urban Development to effect an early closeout of all activities under Loan and Grant Contract No. Mo. R-18 (LG) , Project Mo. R-18, Campus View, and WHEREAS, except for the disposition of certain parcels of land 1within the project limits said Renewal Contract has been fulfilled ; by all parties thereto, and WHEREAS, this Council is fully cognizant of the extent of this ! City's interest in said parcels . NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI: 1. That the Housing Authority of the City of Jefferson is ? hereby designated as the trustee for said parcels with authority toil idispose of them only in accordance with the Land Use Plan for said ! !Project Mo. R-18, Campus View. ; 48. 2. That the City recognizes the need for certain expenditures in connection with the sale of land and that the City ill bear such costs and be reimbursed at the time of settlement of the land sale. `Resolution 3. That the net proceeds of the sale of said parcels shall be Campus distributed as required by regulations set forth by the Department ; View of Housing and Urban Development. Closeout. 4. That the appointed Trustee shall prepare and submit such periodic reports as may be required by the Department of Housing and Urban Development.
