Ortmeyer, Riner, Scrivner, Seaman and Woodman.
Councilmen absent: None.
A quorum was declared present.
! The minutes of the meeting of March 19th were approved as received.
Opening : The following bid was received for the installation of three (3)
of bids ..'Air Raid Sirens for the Civil Defense:
G & H Electric & Neon Sign Company - $ 2,863.00
" Councilman Hager moved that the bid be accepted. Motion passed.
No bids were received for 10,000 Uniform Traffic Tickets for use by,
.. the Police Department.
Opening ; The following bids were received for the improvement of Greenberry

; Councilman Borgmeyer moved that the low bid be accepted. Motion

Inspector: Councilman Gordon moved that the appointment be approved. Motion

Transit ! Drive, as a Member of the Transit Authority, vice Robert E. Hencey.

Resignation' A letter was received from Leonard Hendricks announcing his
Police ;; retirement from the Police Department.

County I{ Report of the Cole County Court, relative to Legal Procedure settin
Sewer up the Cole County Sewer District, was presented and filed as a
District part of the records of the City.
Planning IA request was received from The Naught & Jones Insurance Agency,
and Inc. , to rezone property south of Central Electric Power Cooperativ ,
Zoning ! located on Jefferson Street, from R-2 to C-4.
Commissionj The request was referred to the Planning and Zoning Commission.

1IThe Parking and Traffic Commission met Wednesday A.M. , March 28,
111973, at the Governor Hotel with all members present except
! Ed Rackers with an excused absence.
The Commission made the following recommendations :
0: 1) That the re q uest from Chesebrough-Ponds for a traffic officer Parking
be denied, and
1! 2) Recommended the removal of any shrubs located on City right-of- Traffic
! way in order to improve sight distance at the intersection of Commission
Ridgeway Drive and Livingston Drive in lieu of a 4-way stop. Report.
X13) Recommended that a STOP sign be placed on Monroe Street where
Stadium intersects Russell.
114) Request to restrict trucks on South Ten Mile Drive and Highway
50 West to Nodding Hills Road denied,
15) Recommended removal of scramble system at Broadway and High
Streets .
6) Recommended removal of parking on east side of Myrtle from
Swifts Highway to Stadium Boulevard and on West side of Myrtle
133 feet south from north curb of Swifts Highway.
! 7) The Commission is going to delay implementation of the
additional parking and traffic restrictions in the downtown
area until it can evaluate the changes currently in effect .

Councilman Woodman moved that the report be approved. Motion

Councilman Ortmeyer, Chairman of the Building and Grounds Committee, and
! reported on bid relative to the office of the Police Court Clerk, Grounds
1 o $1,446.00 from Schell Construction Company, less $6 . 50 per yard Committee
! for carpeting in the hall. Report.
Councilman Ortmeyer also stated that check was being made into the
!,matter of the acquisition of the Ben Pelster property,

' Councilman Riner, Chairman of the Fire Committee, recommended that Fire
Bill No. 71 do pass, and moved the adoption of the Report, Motion Committee

? Councilman Mager presented a letter from Pat 's Place, 70OA-702A Housing
! West Main Street which was referred to the Housing Authority. Authority

; Councilman Hager raised the point , relative to the $42,000 for the
Traffic Study Downtown, and wanted to have a clear explanation of Traffic
the same. Director of Public Works Ed Rackers stated that the Study
, Federal Government paid one-half the cost , the City paid one-half. Downtown
That the City's amount was provided in services instead of cash;
that the only real cost to the City was the use of summer help,
, which was approximately $5 ,000. 00_

( RESOLUTION APPROVING APPLICATION FOR EARLY CLOSEOUT AMENDATORY AND
Ii ACCEPTING CITY RESPONSIBILITY THEREFORE, MO. R-18, CAMPUS VIEW.
Resolution I
Campus WHEREAS, it is the intention of this Council, the Housing
View. ! Authority of the City of Jefferson and the Department of Housing
;: and Urban Development to effect an early closeout of all activities
,; under Loan and Grant Contract No. Mo. R-18 (LG) , Project Mo. R-18,
!, Campus View, and
WHEREAS, except for the disposition of certain parcels of land
;{ within the project limits said Renewal Contract has been fulfilled
' by all parties thereto, and
WHEREAS, this Council is fully cognizant of the extent of this
; City's interest in said parcels .
it NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JEFFERSON MISSOURI:
} 1. TAat the Housing Authority of the City of Jefferson is
1!11hereby designated as the trustee for said parcels with authority to
1dispose of them only in accordance with the Land Use Plan for said
(; Project Mo. R-18, Campus View.
i 2 . That the City recognizes the need for certain expenditures
1 i connection with the sale of land and that the City will bear
, such costs and be reimbursed at the time of settlement of the land
sale.
I� 3. That the net proceeds of the sale of said parcels shall be
; distributed as required by regulations set forth by the Department
of Housing and Urban Development .
4. That the appointed Trustee shall prepare and submit such
!, periodic reports as may be required by the Department of Housing
li land Urban Development .
lCouncilman Hager moved the adoption of Resolution and it was
! adopted by the following vote:
j Councilmen voting Aye: Borgmeyer, Collier, Gordon, Hager, Nacy,
Ortmeyer, Riner, Scrivner, Seaman and
Woodman.
I Councilmen voting Nay: None
Councilmen absent: None.
Councilman Borgmeyer complimented-the-Street Department, the Penal
Institutions Red Cross , Volunteer Firemen and the National Guard
for their splendid work during the flooding.
Crest Councilman Gordon requested-that Crest, Donald and Meier Drives be
Donald considered for over-lay during the summer and asked the Director of
Meier Public Works to make a study of same.
