Mayor Christy presided.
Prayer was offered by Mayor Christy.
Councilmen present: Borgmeyer, Gordon, Hager, Nacy, Ortmeyer, yRoll

Councilmen absent: Seaman, absent with leave.
A quorum was declared present.
Councilman Strong corrected the minutes of the meeting of April Approval
18th as follows: of

The minutes were approved as corrected.
The following bid was received for asphalt type material for 'Opening

Councilman Riner moved that the bid be approved. Motion passed. I
Sam Cook, Chairman of the Executive Committee of the Greater Greater
Jefferson City Committee explained the function of tie it Committee Jefferson
to the Council. He stated that it is a non partisan Committee City
appointed by the Mayor, with the officials elected by the Committee Committee

tions for long range planning. He suggested that the Council
consider annexation north of the Westinghouse area and west of
Jefferson City for a reasonable distance. He then presented Ralph
Kalberloh, Chairman of the Special Committee on Trafficways , to
make their recommendations to the Council. Mr. Kalberloh explained
his report which is on file in the City Clerk's Office.

A letter of resignation was received from C. B . Hildebrand, Resignation
,dispatcher, Police Department, effective May 31 , 1972. 1� C.B .
Councilman Riner moved that the resignation be approved. Motion 4Hildebra

Councilman Scrivner, Vice Chairman of the Police Department Police
Committee, referred an application for a cab driver, to the Department

Councilman Riner, Chairman of the Fire Department Committee,
presented the following report:
The Council 's Fire Department Committee met at No. 1 Fire Station,
April 28, 1972, with Councilmen Riner, Strong and Ortmeyer present.
The Committee approved the following:
Promotion of Firemen II Robert Hoelscher James Helming, and Fire
David Tripp to Driver, effective April 1, 1971. Department
Promotion of Firemen I Randal McKnight, Gary Luadzers , and Committee
Pete Oetting to Fireman II. Effective April 1, 1972. Report
Fireman Paul Johnson be moved from Step 3 to Step 4 of the
pay plan. Effective November 1, 1971,
Firemen Wilfred Wood and Jerome Jacobs be moved from Step 2
to Step 3 of the pay plan. Effective Nov. 1, 1971.
Pay the above men back-pay for the months they were shorted.
Purchase of five Scott Air-Pak Breathing Apparatus .
Purchase of one portable aceteylene cutting torch.
Purchase of one mobile two-way radio.
To have a meeting with Mr. Ted Herron of the Housing Authority
and a member of Civil Defense to study the feasibility of relocat-
ing Fire Station No. 1 under matching funds . No money to be used
from General Revenue. New Fire Station to be built from Bond
Issue monies and sale of old Station at 500 Missouri Blvd. , and
matching funds .

presented the following report:
A meeting of the Public Utilities Committee of the City of
1'Jefferson City was held April 27, 1972 at 7:30 P.M. , in the City
! Council Chambers, City Hall, Jefferson City, Missouri. Present we

Committee,111. Street light request - Elks Club. Your Committee has

Elks Club is on city property, and in accordance with previous
action and inspection, your Committee is of the opinion that this {

'i2. Request for street light - Helias High School Area. Your I
:, Committee, after inspecting the lighting situation in front of
'Helias High School , has determined, after consultation with the
`;Director of Public Works and by inspection of the area, and by
''contacting the Missouri Power and Light Co. , that additional lights
1�would be of no assistance to Helias High School because of the
!; distance from the lights to the school. However, it has been i
suggested by the Power and Light Co. that larger lights , 21,000
'lumens in size, be installed with the idea that perhaps they would
1iprovide an improvement. Your Committee agrees with this recommenda1
i,tionI and therefore recommends the installation of 21,000 lumen
iligghts in place of those now existing on Swifts Highway across from
1Helias High School.
Rnspected. Street light request - Walmart Shopping Center. Having
the area, and having been in contact with officials of
I,the Highway Department concerning the location of additional poles ,
in this area, your Committee believes that the lighting already
{present in this area is sufficient, and the installation of addi-
i'tional lighting is not required. In addition to the adequacy of
i1existing lighting, the fact that additional lights in the area
Irequested would have to be placed on State Highway right-of-way l
dnvolvos special expense and complexities which your Committee fl
!feels are not ,justified by any potential result. Accordingly, yyours
HCommittee recommends that this request for additional lighting be
denied.
14. Street light request - 700 Cliff Drive. Your Committee is of
`the opinion and recommends that a light be installed in the middle
of the 700 block of Cliff Drive, on the south side of the street.
j5. New subdivision lighting on underground distribution systems .
,,Mr. Ferris of the Missouri Power and Light Company appeared beforei
�!the Committee to present his views on procedure to be followed in
'future where underground electrical distribution systems are to be i
installed in new subdivisions. After discussion, your Committee !
was made aware of the future of underground electrical distribution )
syystems, and is in agreement with Mr. Ferris ' suggestion that on
all such future installations, a plan thereof be submitted to the
Public Utilities Committee prior to the beginning of the installa-
tion, so that the Committee can review the situation insofar as the
location of street lights is concerned. The purpose of this is to
enable the Power and Light Company to pre-plan the installation of
poles and lights, and to stub off electrical facilities so as to
make them readily available when street lighting becomes necessary.
Your Committee agrees with Mr. Ferris ' suggestion, and recommends
this procedure be followed.
Mr. Ferris further pointed out that if individual lighting by
homeowners is desired, such lighting will be installed without
charge if individual lighting is put into operation at the time the
overall underground electrical installation is established. Howev-
er, if the individual wants such lighting after the initial
jinstallation, the individual himself must pay for whatever is
necessary to make the hookup to the electrical distribution system. `
Also discussed was the question of installation of decorative
'street lighting. After discussion, it was agreed that cost of such
installation must be borne by the homeowners insofar as such cost
exceeds that of the ordinary street light installed elsewhere
throughout the city. Your Committee approves this plan of charge, 1
land so recommends to the Council.

Councilman Nacy, Chairman of the Committee of the Whole, presented
the following report:
The Committee of the Whole was called to order by Mayor ProTem
Richard Nacyy at 7: 30 P.M. , April 27th, to discuss Sewer Districtl17 ;
Ed Rackers, Director of Public Works, explained the problem Committee
existing in the area and also explained what the City has planned of the
to eliminate the situation and explained what has been done by the Whole
Department. Mr. Rackers answered questions from Council members IlReport.
and told the members how the costs were assessed according to
State Statutes .
The Director of Public Works also engaged in a question and yi
answer session with residents who were present in the Chamber.
Some discussion was had concerning the eliminating of a few property ;
owners on the west side. Mr. Rackers pointed out that the present
design of the District was the best plan in order to give service
and also keep down costs of construction.
The question was placed before the residents , that after seven
properties were eliminated, who would be for and who would be
against the establishment of the District. Eleven voted for the
District and seven were opposed. Mr. Rackers informed members of
the Council the reason that a few residents could be eliminated
without causing problems . It was moved that we elimi n ate five
properties on the west side of Tanner Bridge Road and the Benne and
Pope properties , and that we approve the Sewer District, the
remaining portion of District 117. The motion passed and is
referred back to the Council for approval of the Committee recommen ,
dation. By eliminating the seven properties the cost of construc-
tion would not be increased.

The following Resolution was introduced:
WHEREAS, the City of Jefferson has no claim against the
Special Road District, and
WHEREAS, all work agreed to between the City of Jefferson andj{
the Special Road District has been completed. lResolution
NOW THEREFORE BE IT RESOLVED that the City Attorney be ' Special
instructed to take necessary steps to have the City of Jefferson Road
removed as a defendant in the suit filed in the Circuit Court. District.

The following recommendation of the Jefferson City Commission on
Environmental Quality was presented to the Council:
April 28, 1972.

At the direction of the City Council, the Jefferson City Grounds
Commission on Environmental Quality has reviewed the request of ,Committee
Mr. Charles H. Hemmel of Weatherby Advertising Company to rents a
piece of city-owned property with twenty feet of highway frontage
along Missouri Boulevard for the purpose of erecting a 600 square
foot billboard. II
It is the Commission's recommendation that Mr. Hemmel 'n
request be denied for the following reasons: i!
1) In the Commission's opinion, permitting the erection of a
600 square foot billboard on a piece of land with only twenty�j
feet of highway frontage violates the spirit, if not the
letter, of the city' s sign ordinance #8396. `
2) In addition, a billboard of such proportions would cover much�l
of the western side of the new building being constructed
adjacent to the land Mr. Hemmel wishes to rent.
3) Finally, the Commission members strongly believe that no 1
commercial signs should be situated on city-owned pro erty in
accordance with the intent and purpose of Ordinance #9396.
In a few instances there are such signs on city-owned property
without contract and frequently without Just compensation to
the City . It is the Commission's suggestion that the City
take action to obtain removal, of such signs in the near
future.

and Grounds Committee. Motion passed.

A list of streets which need asphalt overlay was presented to the Street
Council by the Director of Public Works for them to determine Committee
priorities for the coming season.
The matter was referred to the Street Committee.

A request for "slow children" sign in the 800 block of Mulberry Department

Police Councilman Ortmeyer referred the matter of speeding in the area of
Dept. 1629 East Miller Street to the Police Department.
Police Councilman Scrivner requested the City Clerk to instruct the Police
Dept. Chief to arrest any scavengers related to the annual trash pickup.
