Mayor Christy read an Invitation from chief Short to the Annual ��Safety

Mayor Christy read a letter from the Juvenile Attention Center inance
requesting financial assistance to man a "Crisis Line". This ,Committee

Councilman Borgmeyer moved tKat we approve an additional
$1,500.00 for completion of the Detective s Rooms , upstairs hall
and three rest rooms , also plumbing for the rest roams which are
frotted out, at the Police Department. Motion passed.
I Councilman Scrivner moved that we approve payment of
additional money for Officers that worked on May 1st and 2nd during
the drug raids . Total hours 492k, suggested $3.00 per hour rate,
for a total of $1,477. 50. Motion passed.

Councilman Scrivner, Chairman of the Street Committee, presented

Minutes of the Street Department Meeting, May 11, 1972: eport
After lengthy discussion of secondary sewage treatment,
Councilman Riner made motion that the City Attorney review proposed
contract with Horner & Shifrin, Inc . , Consulting Engineers, St.
Louis, Missouri, and report to the Street Committee as to the
legality of said contract. If contract is satisfactory, the Street
Committee will approve at the neat meeting. Motion passed.
After lengthy discussion of street overlay priorities ,
suggestion was made by Councilman Strong that Ed Rackers , Director
of Public Works , make a public statement explaining the priorities
and why some streets cannot be done until next summer. Committee
agreed.
Motion made by Councilman Riner that list of streets to be
overlayed as recommended by Public Works Director Rackers be
approved at next Council meeting. Motion passed.
Motion made by Councilman Riner to hire Bill Corbin as
Inspector on Airport Paving job. Motion passed.
Motion made by Councilman Riner to hire six summer employees
as recommended by Public Works Director Rackers . Motion passed.
Motion made by Councilman Riner to hire one summer employee at
Sewer Treatment Plant as recommended by Public Works Director I
Rackers. Motion passed.
After a lengthy discussion of Sewer T.V.Camera, the Committee
decided to look further into the purchase of such equipment.
Minor maintenance of Airport grounds were discussed and
Committee agreed Street Department may continue to do small patchi
and grading jobs as they have in the past with approval of Public I

Councilman Hager, Chairman of the Health Committee, presented the

Report The Health Committee meeting was held at 7: 30 p.m. in the Mayor's
office on Wednesday, May 10, 1972. Health Committee members
present were: Mr. Harvey Hager, Chairman, Mr. Forrest Scrivner, j
j� Mr. Richard Nacy �and Mr. Jim Woodman. Miss Merry Troutman, Secre-
tary tothe Director of ,Health, and Dr. Robert J. Nemec, Director
of Health, were also present.
The Director placed before the Health Committee the names of ±!
the summertime help which are to be presented to the Council for
the final Okay. They are Timothy McGrail, Michael Walther, James
Karr and Stephen Hogg. Norbert Kliethermes who works for the
Street Department will also be helping in the night time fogging �.

Regular Council Meeting, May._15, 1972.
Mr. Art Hohenstreet who has been working for the Health
Department for sometime has been receiving $100 salary and $25 car
allowance. Because of increases in his pension which might conflict
ith his summertime work salary he requests that the total sabry be
$75 a month and listed as car allowance. This is a savings of $50
a month. The Health Committee recommends to the Council this chang
The subject of pigeon control was brought before the Committee
and discussed. A bid from the Orkin Exterminating Company for the
cost of $2,900 for the initial period of one year renewable on a
month to month basis at the end of one year for $200 a month. This
is for primarily downtown pigeon control. This does not include
the court house or library. Dr. Nemer's suggestion to the Health
Committee was to utilize an 80-foot boom truck and a laborer to
place the chemicals and perches at the said areas . The estimated i4
cost would be approximately $700. This includes $18 an hour for a !i
boom truck and $$2 an hour for a laborer. It will take approximatel},'
10-12 hours to complete the job.
Dr. Nemer brought up the subject of animal control and modifi-
cation of our existing ordinances . With muchdiscussion the Health
Committee informed the Director of Health to continue to inforce
Ordinance #8175 until such time that the Council feels the #8175
should be repealed or changed by Council action.
Dr. Nemer submitted an idea for a venereal disease clinic for
Jefferson City for the diagnosis and treatment of venereal diseases
Dr. Nemer strongly requested that the city participate in such a
clinic. His estimates on running the venereal disease clinic for I
one year which includes some physical improvements would run
approximately $6,500. Thelulk of his expense was for personnel.
The venereal disease clinic would be open to the public two nights
a week for two hours and manned by one doctor And an office
assistant. Much of the drugs and some of the supplies used will bel�
furnished by the Division of Health.
Dr. Nemer mentioned that evening clinics enable a better
attendance because of the social implication of walking into such a ±j
clinic during the daytime. He also stressed that many more people
will utilize a free clinic as opposed to going to their family
physician or other physician in the local area. It was noted by
Dr. Nemer that the clinic could also serve as an area of education
in venereal disease. The clinic would be held at the Miller Streetil
office, upstairs , and would take very little physical improvements
to get started. The Health Committee responded favorably and ,j
recommends to the Council that such proposal be referred to the
Finance Committee. The aim is to diagnose and control syphillis an
gonorrhea, the clinic would be open to anyone. Other diseases that
are found during the clinic visit will be referred to their own
physicians .
A last item of business included staggering the animal control
hours at random during the summertime.
The matter of Venereal Disease Clinic and the necessary financing
was referred to the Finance Committee.
Councilman Strong ,requested the City Attorney to prepare a
new Ordinance relating to dogs , and he will introduce such
Ordinance.

The Report from the Greater Jefferson City Committee on Trafficways 'Committee
was referred to the Committee-of-the-Whole. - of the

The following report of the Planning and Zoning Commission was
presented to the Council:
The regular meeting of the Jefferson City Planning and Zoning
Commission was held at 7: 30 p.m. , Thursday, May 11, 1972, the I
following items were discussed and recommendations are as follows :
1. The request from Mrs . David L. Frank for a special permit to !Manning

Parking The following report of the Parking and Traffic Commission was

CommissioniMeeting was held May 11 , 1982, 8:00 A.M. , Governor Hotel, with all

1) The Commission recommended pedestrian crossing signs be
erected on Industrial Drive at the McGraw Edison plant in
lieu of a flashing caution light.
2) The Commission recommends the "no parking" restriction be
repealed on the east side of Walnut Street from High Street
north to the alley.
3) In concurrence with the recent Greater Jefferson City
Committee recommendation, the Commission recommends that
parking be prohibited on the shoulders on both sides of
Missouri Boulevard, and that the restriction to be effective
at the end of one year.
4) The Commission recommends parking be prohibited on the north
side of Industrial Drive 200 feet east and 100 feet west of
the Hart Street Intersection.

Councilman Borgmeyer presented letter from Ron Jordan, Secretary of
the West Side Businessmen s Association, requesting a hearing on
the matter referred to in Item 3, and suggested a public hearing bet
hold on this matter. The matter of prohibiting parking on the
shoulders on both sides of Missouri Boulevard was referred to the
Committee-of-the-Whole.
Councilman Hager moved the adoption of the report, with the

Council:

The following was discussed:
1. In connection with the purchase of additional parking meters
it was the feeling of e members that since Rockwell Mfg. Co.
had made several improvements in their meters, and, the test
of those on Madison Street indicates general acceptance and
practically no maintenance, that the contract signed by the
City in 1969 with Duncan should be reviewed and that both
companies be requested to demonstrate their latest meter
equipment, :after which the Authority will make recommendations
to the City Council. It is suggested that no additional
meters be acquired pending this recommendation.
2. The building locates to the rear of Lot No. 17 owned by the
Housing Authority has been deeded-over to the Parking
Authority and will be used for storage of mowers and other
equipment for the present time. The building will require new
garage doors and some painting; however, it is our feeling
that it should be retained and not demolished.
3. The Committee recommends that a charge of $1.00 per day per
meter stall effective June 1, 1972, be made on all trailers,
etc. , which are used by various contractors in remodeling and
repairing buildings. It is apparent that a number of parking
spaces are being blocked from use by the contractor with no
charge and it is the feeling of the Committee that a minimum
of $1.00 per day per metered stall should be imposed.

4. The financial report of the Parking Authority is attached j
indicating a cash balance of slightly over $40,000. It is ouril
recommendation that $25,000 of this balance be placed in j.
90-day 5% certificates of deposit and that we maintain an
operating balance of approximately $15,000.
5. The City Lot deeded by the Hiway Department located on Broadway,
Street next to the Whitton Expressway which is presently used 11
for free parking should be converted to public use on a monthb/i
rental basis with a rate of $5.00 per month. !;Parking
6. The condition of the floors in the Parking Garage has been 'Authority
brought to your attention on several occasions and the Commit- !; Report.

weeks two (2) different types of concrete compositions will be ,J
used on test patches to determine if the ruts can be repaired
without redoing the entire surface. It is our intention that
these test patches remain in place at least 60 days before a ;
decision is made.
7. The lot on Jefferson Street immediately behind the Singer
Sewing Machine Company has recently been turned over to the I
Authority and it is our suggestion that until landscaping plans��
are finalized that a temporary surface be put on the lot and
that 2-hour parking meters be installed, the rates for parking
to be the same as the lot located on Monroe Street next to
the News Tribune Building.
8. That a contract for a period of 90-days be entered into with
Sam Anderson Industrial Maintenance Services for the cleaning
of all parking lots at the rate of $10.00 per lot per month,
at the end of which period an extension of the contract will
be made by recommendation or an alternative measure to
properly clean the lots will be proposed .
9. The request for monthly permits for service trucks , delivery
I vehicles, etc . , which would enable them to park in any metered !'
space without paying an hourly rate be denied because of the
previous complications involved in policing this type of
operation.
All of the above proposals received the unanimous recommendations
,iof the members of the Parking Authority.

take action on such Resolution prior to June 1, 1972.

Station 'FROM THE CITY AND TO PROVIDE AN ALTERNATE CENTRAL LOCATION.
No. 1.
WHEREAS, it is the intent of this Council to provide Jeffersonl!i
',City with the most modern and adequate fire protection; and -
WHERE-AS, fire station number I located at 500 Missouri
Boulevard is 'Obsolete in construction and hazardous in location;andil
WHEREAS, it no longer is the optimum facility necessary to
serve the congested central area of Jefferson City; and
WHEREAS, it is in the best interest of Jefferson City to
construct a new station in a more suitable and central location,,andli
WHEREAS, the Housing Authority is presently carrying out an !I
Urban Renewal Project, Mo. R-45, encompassing the most desirable
locations ; and I
WHEREAS, the Housing Authority may when authorized by this
Council acquire certain public properties and provide suitable
replacement properties within an Urban Renewal Project.
NOW THEREFORE BE IT RESOLVED by the City Council of the City
of Jefferson:
1. That the Housing Authority be instructed to take all
possible legal steps to place fire station number I in Project Mo.
R-45 land acquisition.
2. That the Housing Authority be instructed to take all
,possible legal steps to make available an alternate site of
adequate size and appropriate location within said Project Mo.R-45.
3. That it is the intent of this Council to take whatever
steps this City may find feasible to consumate the above
arrangements .

Mayor Christy announced an important meeting Monday night, May 22nd Meeting
7:30 o'clock P.M. , Council Chambers . The County Court asked for thd doting '
meeting with the Council and the Baard of Education to discuss the Machines
question of voting machines. .
The Chair raised the question as to whether the City should pay Civil '
half the expenses and salary of the Civil Defense Director. Defense
Councilman Hager moved that the City go half and half on payment of
these expenses. Motion passed. ,
Councilman Strong referred to Parking and Traffic Commission the Parking and
matter of no parking. on the East side of Locust Street between Traffic
Dunklin and Atchison Streets , Commission,
Councilman Strong referred to the Fire Department Committee the Fire
letter received from Dr. Kenneth Siu regarding a fire hydrant in Department
front of his house. Committee.

Councilman Scrivner requested the City Attorney to prepare an City
Ordinance prohibiting anyone from salvaging through the boxes of Attorney
trash set out on curbings, and providing penalty for violation.

signs , at the corners of Edwards and Lincoln Streets and Edwards Signs
and Buchanan- Streets be investigated.
