A communication was received from the Director of Public Works '!Street
concerning street improvement near the Day Care Center which the :Committee
Housing Authority is constructing. The Housing Authority has �?
budgeted an amount which would cover fifty per cent of the cost of
the improvements with the City taking care of the other fifty per
cent. The streets involved are Edmonds , from Myrtle to Buena Vista,
Elizabeth Street and Buena Vista are to be extended to Edmonds
Street, and Morris Street would be improved from Myrtle.
The matter was referred to the Street Committee. �I

A communication was received from Joe Majersky, Jefferson City-Colel!I

County Drug Usage Commission, requesting that the City help fund Xommitte
the "Crisis Line" program proposed by Cole County Juvenile Officer
Donald Cline.
The request was referred to the Finance Committee.

A request was received from John J. Jacobus , Coordinator, '(Civil
Jefferson City-Cole County Civil Defense Agency, for an additional I:Defense
appropriation of $805.00 to bring the budget of his office in line
for the balance of the current fiscal year.

Councilman Scrivner, Chairman of the Street Committee, presented Street

A. 1844 Southridge Drive. Mr. Floyd Boltz explained the lack of
easement for sewer connection for his property and Mr. Opel 's.
Representatives from the Reorganized Latter Day Saints Church, i
explained that they are also having a problem now in the immediate
area.
A motion was made that a Sewer District be formed at the
northeast corner of Southwest Boulevard and Southridge Drive. The
motion passed and we recommend that the Council approve our
recommendation.
B. The request of Truman Walker to abandon an alley between
Dunklin and Elm Streets, running east and west in the 600 block; it '�
extends 104 feet. We recommend that the request be granted, provid-
ing that the City retains utility easements .

C. A motion was made to write the West Side Business Association
�and offer them the same consideration that we have the St. Mary's
!;Boulevard and others , pertaining to curb and gutters , at $5.00 per

Bill No. 33 , introduced by Councilman Riner, entitled: _
"An Ordinance of the City of Jefferson, Missouri, authorizing and
directing the Mayor and the Clerk of the City, for and in behalf of ,l
the City, to execute an agreement with Weatherby Advertising
Company, relating to the erection of advertising signboards within
the City."
Ted Stewart appeared in opposition to the proposed Bill. He owns Pill 33.

Sam Cook, Chairman of the Environmental Quality Commission, also
appeared in opposition to the Bill. He stated that on March 6th,
the request for the billboard was referred to the Public Buildings
and Grounds Committee, on March 20th the Buildings and Grounds
Committee referred the matter to the Environmental Quality Commis- If
Sion. The Commission recommended that the request be denied.
Improvement of environment is a key issue, the public is vitally
.concerned. The Commission suggested that an amendment to the
city's sign ordinance 8396 be enacted prohibiting erection of any ji
commercial signs on city-owned property and providing for the
removal of any such signs now existing.

ouncilmen Riner stated that the Council should show good faith by
eturning $55,000 to the taxpayyer.
ouncilmen Scrivner said that he was one of the co-sponsors of the �!
ill, but had been sounding out the people in his area. They do no
kink that the amount of the tax decrease justifies the tax cut at
his time and would rather have additional services rendered by the
ity than the tax cut.

" amount of sales tax money to be received and that many services of
the City can be improved.
�( Councilman Seaman spoke in favor of the tax reduction, since the
; tax levy is to operate the City for one year, if there is an excess;;
Hof funds it belongs to the taxpayer, therefore we can not justify
an increase.
