Mark Cordell, Executive Vice President, Chamber of Commerce, presented Chamber of brochures on Jefferson City - Missouri to the Council. Commerce ------------ An application of Henry C. Ousley for the position of bus driver was presented Bus Driver. to the Council for approval. Councilman Borgmeyer moved that the appointment be approved. Motion I! passed. ------------- The resignation of Robert E. Walters, Jefferson City Police Department, Resignation effective August 24th was presented to the Council. Robert E. Councilman Seaman moved that the resignation be accepted. Motion passed. Walters. ------------ A proposal for engineering services - Circumferential and Collector Streets, Street Comm. Jefferson City, Missouri, was presented by It. F. Verslues & Associates, Inc. j & Dir. Of The proposal was referred to the Street Committee and Director of Public Public Wks. Works. ------------ A request for caution signs and a 20 m. p. h, speed limit on State Street with Parking & a yield sign on Jackson Street wits received from the Housing Authority. Traffic The request was referred to the Parking -in(] Traffic Commission. Comm. ------------ A communication was received from the Jefferson City area Chapter of the l U. N. Chair- John Birch Society requesting that no local chairman for the U. N. Day man. Activities be appointed. Mayor Christy stated that he had no Intention of appointing a chairman for the I activities. A request to rezone lots 37 and 38 of Jones Addition to permit the construction Planning &!f of a wholesale auto parts ware house was received from Michael P. Riley, Zoning Comm. attorney. The request was referred to the Planning and Zoning Commission. ------------ A request to rezone property on Old Route C to Local Commercial Zoning was Planning & received from Leo W. Neutzler, 1513 Stadium Blvd. Zoning Comm. The-request was referred to the Planning and Zoning Commission. ------------ An application from Martin Oidtman to rezone the Oidtman Tract from A-1 Planning & to D was presented to the Council. Zoning Comm. The application was referred to the Planning and Zoning Commission. ------------- A communication was received from the Jefferson City Park Board stating that Park Board. they would not accept the lot from the Kerns Estate (located at the south end of Deleware Street) since it is of no use to the Park Board and would be an additional expense in caring for the lot. ------------- The following was presented to the Council by Councilman Darrell Gordon, Street Comm. Chairman of the Accounts, Claims and Personnel Committee: & Accounts, "Joint meeting of Street Committee and Accounts, Claims and Personnel was Claims a called to order at 7:57 p. m. , by the Accounts, Claims and Personnel Personne Committee, Third Ward Councilman Darrell'Gordon. Report. First item of business was, Case explained by City Attorney Dalton, wherein Mrs. Schatzer filed claim aginst City for a fall she had at 609 Jefferson Street, Jefferson City, Missouri, due to crack in sidewalk. Plaintiff sued City for 508 Itemilar Council Meeting, September 5, 1972 approximately $18, 000. 00. City Attorney Dalton recommended City pay a certain amount, nuisance value, to most efficiently and economically dispose of case. Councilman Ortmeyer so moved, seconded by Councilman Riner. Motion passed unanimously. Next item on agenda was, question of Street Department Employees Wages. Mr. Rackers explained question on wages that dissention has been due to job titles of Equipment Operators and Laborers. After lengthy discussion, Councilman Riner moved that: This problem be laid over until budget hearingEl and that Ed Pope, Ed Rackers and any Councilmen, and all Street Department Employees get together between now and then and resolve the issue. Next item on the agenda was, that of insurance for City Employees. After lengthy discussion Councilman Ortmeyer moved that a set of specifications li presented to this Assembly be given to City Clerk and advertised for, and 11 public notice be published in local newspaper for a period of two weeks for the purpose of securing firm bids for a Health Care Program for City Employ .Fs I and that all information needed by insurance companies be provided by the Offi e 11 of City Clerk, and that these scaled bids be opened by the Finance Committee 11 at open session, and that this Health Care Program be adopted for all City .1 Employees and participated in by the City as decided by Finance Committee. Motion passed. -------------- Police Dept. j Councilman Searnari, Chairman Police Department Committee, presented the Committee following report: Report. Police Board met at 7:30 p. m. , August 29, 1972, in joint meeting with the Police Personnel Board. First item on the joint agenda regarded the Police Department Salary Schedule and after much discussion it was mutually agreed that the pay scale steps be 1 restructured to facilitate a greater spread between ranks, as the difference in pay between ranks is now insufficient. Colonel Burkhalter of the Police Personnel Board agreed to hold a meeting of his group as soon as possible to do this. Second Item pertained to the Police Merit System and its merit raise functions jl which, at this time, are not being properly expedited. It was recommended by the Police Personnel Board, and agreed to by the Police Board Committee that the new Merit pay scale be placed in a separate ordinance and properly funded. The figure recommended by the Police Personnel Board was $5, 000. 0,Of i; separate from remainder of salaries in budget. This would enable merit raise to be given as per the Police Personnel Board Enacting Ordinance. It was agreed to further amend the Police Department Budget to include money with which to purchase the new hats recommended by the subcommittee on equipment and uniforms. Install 6800 lumen mercury vapor light in the 900 block of Carol Street Report. between the corner of Carol and Chestnut and 916 Carol Street. ;I 2. Request from Donald A. & Georgena Huhman to rezone property known as 2601 E. McCarty Street along business Rt. 50 E. from "]V" Local Commercial to "F" Highway Commercial for the purpose of erecting a building for the ij Wholesale Operations of N. O. Motion passed. -------------- The following report of the Police Personnel Board was presented to tile. Police Council: Personnel "The letter dated July 6, 1972, from the Police Betterment Organization, hoard addressed to the Council and the Mayor and referred to the Police Personnel Report. Board at a subsequent meeting of the Council, has been reviewed by the Board. Consideration of five points was requested by the Organization, namely that: 1. A percentage raise be granted to the employees of the Jefferson CRY Police Department. 2. Additional fringe benefits such as paid hospitalization insurance be provided. Ij 3. Longevity pay be granted to officers with five or more years of service with'; the Department. 4. An annual cost-of-living increase be based on the National Cost of Living Index. 5. Complete compensation be paid for overtime work. In reference to the above, the Board respectfully submits the following common s: 1. That a percentage raise be considered for Police Department personnel at such time as a general increase is considered for all City employees. Assuming that present pay scales for City Departments are equitable, it is not feasible to grant a percentage or cost-of-living increase to one Department at the expense or exclusion of others. 2. The Board has previously gone on record as favoring fringe benefits such as life insurance, health and accident insurance, hospitalization, workman, compensation, and liability insurance, insofar as the financial condition of the City permits such coverage for all employees. 3. The Board does not favor longevity pay based entirely on years of service. The merit system was established to provide pay increased based on work performance as substantiated by periodic Service Reports. Years of duty alone do not necessarily determine proficiency, or value of officers to the Department. 4. An annual review of salaries of all City employees based on a specific index would certainly be preferable to requests with no basis or justification. However, here again, the review should be for all City employees and increases considered in the light of the financial condition of the City. 5. The Board has previously recommended that officers be compensated for extra duty - except that resulting from emergencies of short duration. Funds for overtime pay could be budgeted to provide a ceiling for such expenditures, with the responsibility for the use of such funds vested in the Chief hief of Police. Sincerely, /s/ Vernon O. City Attorney prepare a supplemental salary ordinance so that the Police and Fire Department salaries can be paid in October. ------------- Councilman Borgmeyer referred the matter of littering and loitering at the Chief of Police shopping centers off Missouri Boulevard to the Chief of Police and the City I and City Atty. Attorney. (I -------------- A request to repair an alley between Ohio and Michigan Streets from Mrs. Street Dept. EIda Richards, 625 Michigan Street, was referred to the Street Department by Councilman Strong. ------------- lCouncilman Strong reported that Mr. Best, 522 E. Atchison, a driver of a City Attorney. school bus, parks the bus on a vacant lot owned by Mrs. Marshall Penn, in the 900 block of Lafayette while he is attending Lincoln University. He has permission of Mrs. Penn but the neighbors are objecting. Councilman Strong referred the matter to the City Attorney. -------------- Councilman Strong requested that the City Attorney prepare an ordinance to i City Attor protect the consumer in Jefferson City. -------------- Councilman Seaman referred the matter of installing stop signs and yield signs = Parking and at the corner of Kenborg Hills and Tomlee Road to the Parking and Traffic Traffic Comm. Commission. -------------- 512. Rular Council Meeting, Se ptgmber_5 Parking & Councilman Seaman referred the following to the Parking and Traffic Traffic Commission: Commission. In the past few months several of my constituents living along Southwest Blvd. have brought to my attention the growing amount of traffic on this street, and the difficulty this ever increasing amount of traffic is experiencing trying to negotiate this curving and hilly stretch of road. .After much serious investigation into the matter I have decided to turn this matter over to your Commission with the following recommendation: That parking be prohibited 24 hours a day on both sides of Southwest Blvd. , from Stadium Blvd. to Christy Drive. I realize this seems to be a rather large area, but I believe that this is warranted by the aforementioned facts and because of the increasin volume of emergency vehicles using this stretch; ambulances to Memorial Hospital, and it is the main route for our fire trucks from Station No. 4 to the heavy populated Cedar Hills and Burleigh Drive area, also, this is the most direct route for the district police car to take to answer 75% to 850/0 of its calls. I sincerely believe that is would work no hardship on any of the area residents parking and that they would join me in thanking you for a job well done and consider it of real benefit to the well being of Jefferson City and its residents if you would adopt this recomendation.
