Regular- Council Meeting, October 2
MINUTES of Police Board Meeting of September 29, 1972, 12:00 noon,
at the Police Station. The following matters were discussed:
Nine spaces at East end of Police Department Building for
police vehicles.
Eleven cars , specifications , approved by Police Board Committe .
A grant with the LEA for training officers for the Police
Department will be given in the amount of $4,000.00. City to pick
up the remainder of the salary. Police Board Committee approved to :

go ahead on the request. Reported by Lt. Col. Patton. 'Department
Chief Short had nothing to request at this time. Committee
Mrs . Gary Woodward, President of the Police Wives Auxiliary, (Report.
reported on their Crime Alert Program. They have 150 signers at
this time, but are at a stand-still and would appreciate some 11
suggestions . Mr. Robert Burgess suggested a mock crime. Mr. Fred
Seaman suggested a letter to present signers to contact relatives,
friends or neighbors to participate, which would no doubt double
the signers . Mrs . Woodward stated that they could always use money ,
as they are always short of money whenever they wanted to do any- I�
thing, as they contribute to so many organizations such as Muscular
Dystrophy, Fulton State Hospital, etc.
Officer Charles Duemmel, Chairman of the Police Betterment
Organization, had nothing to report or take up at this time.
Chairman Seaman introduced Mr. Robert Burgess , Director of thel
Missouri Division of Highway Safety, and Mr. Leland Curtwright.
The following are excerpts from a talk by Mr. Burgess:
"I would like to see an ASAP Program (Alcohol Safety Action
Program) started in Jefferson City, and we would be willing to fund
it, primarily a law enforcement traffic court and rehabilitation
program, and I will detail that for you briefly, which means
identifying patrols that would actually be out on the road looking
for drunks before they get into their cars , or while they are in
their cars , in other words , they are concentrating on the alcohol
problem almost 100% of their time. I am going to propose to you,
the Police Board, the Citizens of Jefferson City, that we are ready ;
to fund an ASAP Program in Jefferson City.
"I am concerned about the pay scale of the Police Officer in
Jefferson City as compared to many cities of comparable size in they
Sthto, and one thing really concerns me, which is the low starting
salary, because I am afraid that many of the applicants that you
let, and I know that you are not getting many, are looking for a
ob not a profession. You can't put out an offer of $555 .00 a month
to many people who will look at it as being something that will
start them on the road for a career, it's got to be looked upon as a
,job, maybe a stepping stone to something else, and I think we have
to get the salary scalles up if we are going to attract the people
that we need in a Police Department. It is becoming a profession.
"We have a lot of dedicated officers in Jefferson City. I
think that Jefferson City is extremely fortunate because these guys
are doing a tremendous job for the low salary that they are getting.
I feel sure that talking to the Citizens of Jefferson City that they
are proud of their Police Department. I know that. I am, and I feel
that the money we spent in Jefferson City, every dollar that we
have spent, we have obtained more than a dollar back in benefits
for the Citizens of this Community. I hope that you continue and I
ope that you can improve in the future.
"The starting, average, salary throughout the State is $8,500
and you are way below that, for a Policeman. We won' t take part in
ridiculously low salaries , if they won' t set a salary up to a point
here an Officer can feed his family, we won't take part. If you
have some Officers doing the same work, having the same responsibil-
ity, I think that the price-wage Control Board would make an
exception. I know that exceptions have been made when things like
this have been brought to light."
Questions by Mr. Seaman regarding the purchase of Police
Vehicles:
As a Highway Patrolman for seventeen years, doyou believe it
would be better to buy a cheap car or do you think it would be
better, as far as maintenance cost and resale value, to buy a better
land higher grade of vehicle.
Answer by Mr. Burgess : - The City would be better off to buy a
ood, quality car, not the lightest, maybe not the heaviest either,
fully equipped, so that it has a decent resale value, and I have
one strong recommendation, that the mileage be limited, that you
Fet a certain mileage so that you can trade the vehicle. At the

After more discussion on Mr. Burgess ' traffic Safety Programs
,' the meeting was adjourned under the rules at 1: 10 P.M.

Councilman Nacy, Chairman of the Public Utilities Committee, (Resolution
introduced the following Resolution: ii

BE IT HEREBY RESOLVED by the City Council, City of Jefferson, lights .
Missouri, that the Missouri Power and Light Company make the �!
following installation in accordance with recommendations presented �4
to the City Council by its Committee on Public Utilities, and
adopted by said City Council on October 2, 1972.

Councilman Nacy moved that the Resolution be adopted. Motion 1

The following Resolution was introduced by Councilman Scrivner: resolution

WHEREAS, Jefferson City is the state capital and convention (Jefferson
center of the State of Missouri; and City.
WHEREAS, the City Council is concerned with the publicity
Jefferson City receives throughout the State; and
WHEREAS, certain political advertising has given Jefferson
City very unfavorable publicity.
NOW THEREFORE, be it resolved as follows :
The City Council respectfully requests that all political
candidates refrain from disparaging and derogatory remarks about
the City of Jefferson.

Councilman Scrivner moved that the Resolution be adopted.
Councilmen Gordon and Seaman asked for a Roll Call vote.

Councilman Riner moved that the Council recommend to the Finance
5.5% Committee to give 5.5% across the board increase to all city
Salary employees.

Councilmen voting Nay: Borgmeyer, Strong and Woodman.
Councilmen present but not voting: Nacy.
Mayor Christy stated that the Finance Committee or Accounts, Claims
and Personnel Committee, should make a study of the salary schedule
before the next budget requests and that a ceiling will have to be
made on various positions. A cost of living increase could then be
considered for employees in the top bracket.
Payroll Councilman Gordon reported that he had received a communication
Deduction from Joe Trotter, U.C.F. , requesting payroll deduction from City
U.C.F. employees. Councilman Strong stated that he had consulted with
N.C.R. and they will program it at no charge to the City, and
joined in the appeal with Councilman Gordon.
Councilman Gordon then moved that the Council approve payroll
deduction unless it was decided by the City Clerk that the plan is
not feasible. Motion passed.
Revenue ayor Christy reported that the City will receive approximately
Sharing. $390,000.00 in the Federal Revenue Sharing Plan. A meeting of
Department Heads will be held October 5th to discuss priorities
since there is a strong restriction as to the use of the funds .
