Councilman Nacy, Chairman of the River Study Committee, presented I!
the following communication from the Corps of Engineers : !!Marina
I regret the delay in responding to the telephone conversation on
� 5 October 1972 between you and Mr. Bob Ward of my staff concerning
a boat harbor and recreational area in your city,
As you know, a study of the entrance conditions of your
proposed site has been made and an acceptable entrance can be
provided. Our studies have indicated tat the cost of the harbor
and related recreational facilities will be approximately $500,000. +
Regulations concerning the Corps ' participation differ as to small
boat harbors and recreational developments , therefore, they will be,!
discussed separately.
The Corps can participate in the development of a harbor under�l
Section 107 of the River and Harbor Act of 1960. Under this act,
the Federal participation may provide only general navigation
facilities , such as a protected anchorage and turning basin and
major access channel. Local sponsor responsibilities for which
assurances will be required are:
a. Provide without cost to the United States all lands , easements ?
and rights-of-way for the construction and maintenance of the
project when and as required;
. Hold and save the United States free from damages due to the
construction works and maintenance of the project;
c. Make such utility and other relocations or alterations as
required for project purposes ;
d. In single-purpose recreational navigation projects , the first +l
costs of the general navigation facilities , shall be shared equallyi
by Federal and non-Federal interests. Where other purposes , such
as commercial fishing or deep-draft use, are involved, the
sponsor's share will be computed on the basis of a formula set
forth in our Engineering Manual 1120-2-113 ; I'
e. Assume full responsibility for all project costs in excess of
$1,000,000; it
f. Provide and maintain, without cost to the United States , an
adequate public landing or wharf and other necessary self-liquidat-
ing items . Such self-liquidating service facilities will generall 1
include:
(1) An adequate service frontage on the navigation channel on
basin; 1
(2) Provisions for the sale of motor fuel, lubricants , and
potable water, available to all on equal terms (in accordance with
plans approved by the Chief of Engineers when deemed necessary) ;

(3) Bulkheads , piers , slips , floats, and similar marina and
Imooring facilities as needed for transient and local boats , includ-

; ing dredged berthing areas adjacent to and under fixed or floating

�f (4) Access roads , parking areas , and other necessary public
}use shore facilities .
`g. Operate and maintain for the life of the Federal project all
,facilities installed pursuant to the agreement.
One or more of the following optional arrangements for local
jrepayment of the non-Federal cash contribution toward proposed
Federal small boat harbor projects may be recommended in survey I�
reports for authorization by Congress:

�a. A single payment before the beginning of construction, parti-
iJcularly when only a relatively small sum is involved, or when a
;single construction season or a single Federal allotment will be ;'
11 required; 1;
fib. A series of annual payments over the construction period, with ;r
�interest, in amounts proportionate to the proposed or scheduled appropriations of Federal funds for the project; (Each
Iicontribution should include an ap ropriate contingency allowance to
cover change orders and overruns.
Marina. c. A series of uniform annual payments over an extended period,
not to exceed 50 years , with interest on the unpaid balance at the
rate prescribed by the Treasury pursuant to the Water Supply Act of
1958, as amended. However, the Missouri constitution would limit `
the terms of repayment to 20 years , rather than 50 years if the
repayments are to be based on the proceeds of taxation as contrastedi
with revenues .
The regulations stating the policies of the Corps concerning
recreational facilities at non-reservoir projects are included
under Section 207 of the 1962 Flood Control Act. Agreements to

articipate with a non-Federal entity in the development of these i
facilities will require the non-Federal entity to: t
! a. Provide all additional lands , or rights in land, required to I'
(insure public control of the development;
11b. Where the Carps ' appraised value of the land provided under a,
above, amounts to less than 50 per cent of the total first cost of !�
the recreational development , make additional contributions , before
construction, sufficient to bring the non-Federal share to at least ,
that level; which additional contribution may consist of the actual '
cost of carrying out an agreed-upon portion of the development, or
a cash contribution, or a combination of both;
' c. Operate, and maintain for the life of the Federal project, the
irecreational area and all facilities installed pursuant to the Ij
agreement ; a
d. Assure access to all on equal terms.
Our next step in proceeding with the feasibility studies is !
for the city of Jefferson to furnish us limits of the area to be
included in the project. This should include a legal description
of the lands and any necessary road easements to connect with
adjacent road nets . Definite plans for work cannot be started
until we receive this information.
Inclosed is an artist 's illustration of what might be
constructed at the site. Please furnish any comments you may have
on this illustration.

; The following report of the Parking and Traffic Commission was
presented to the Council:
; Commission met October 26, 1972, 8:00 A.M. , Governor Hotel, with
fall members present except Councilman Hager and Col. Patton.
The Commission took the following action:
1� 1) The Commission recommended the traffic signals at High and
Broadway be operated on flash only on Sunday. I
1! 2) The Commission denied request for parking meters in 400 block !1
!! East High on north side.
13) The Commission denied request to prohibit parking on Southwest !
Boulevard from Stadium Boulevard to Christy Drive.
4) The Commission denied request for installation of Stop and
Yield signs at Kenborg Hills and Tomlee Road due to the small
' volume of traffic involved.
15) The Commission denied request for 20 M.P.H. speed limit on
State Street. However a painted crosswalk will be installed
and the Commission again recommends the installation of

pedestrian signals as a permanent solution to the problem, with
the cost to be borne by the Housing Authority.
6) The Commission held over for further study the traffic problem
on Algoa Road, Tomahawk and East McCarty. iParking
7) The Commission recommended a Yield sign be installed on and
Overlook Drive before entering Cedarhill Road. firaffic
8) The Commission recommended that head-in parking be allowed at Commission
418 West Elm Street. Report.
9) The Commission held over for further study parking restriction �
requests in the 300 block of West McCarty and the 100 block of
East Miller. !!
10) The Commission denied two-hour parking on Jefferson Street
from Dunklin south to the alley, but will take the matter i
under further advisement.
11) The Commission denied request for four-way stop at Industrial
Drive and Jaycee or a reduction in the speed limit on
Industrial.
12) The Commission recommended a Yield sign be installed on Ihler
Road before entering Gardenview Drive.
13) The Commission recommended the Stop sign be eliminated on
Carol Street before entering Rosevalley Drive.
14) The Commission recommended a 40 M.P.H. speed limit be estab-
lished on Ellis Boulevard from Rosewood to Route 54.

After some discussion in regard to Item 13 by Councilmen Nacy and
Strong, Councilman Hager moved that the report be approved. Motion

The following report of-the-Parking Authority was presented to the
Council for approval:
The Parking Authority met at 8 a.m. , Tuesday, October 17, 1972,
with the following members present:
Jim Strong, Robert Schulte, Charles Czarlinsky, Ralph Hammond,
Ed Rackers , Jim Hamacher, Jim Hartley, Joe Miloro, Jack Stringer,
representing the Housing Authority. Parking
1. With respect to Parking Lot No. 1 adjacent to the Jefferson Authority
Street Office Building, it will become available shortly. The Report.
Authority recommends that the tenants be permitted to continue to
park on a month-to-month basis at a rate of $7.00 per month and
that all grading and leveling of the lot be postponed to at least
March of 1973 at which time the tenants will be advised to vacate
the parking area for grading and surfacing.
2. In connection with the Federal Revenue Sharing Act, the
Authority recommends that a letter be sent to the West, East and
South Side Businessmen's Associations and that they be asked to
forward their recommendations in connection with the parking in
their respective areas to the Chairman of the Parking Authority in
order that priorities could be established and the matter further
be discussed with the Mayor's Commission established for this
purpose.
3. The Authority further recommends that the City Clerk be
instructed to write a letter to the Housing Authority requesting
that the freeze on parking rates on all lots rented from the
Housing Authority be extended one (1) additional year; such letter
to be at the request of the Parking Authority.
4. A motion was made and adopted to accept the low bid submitted
by Jefferson Asphalt for the emulsion sealing of the top level of
the parking garage at 35� per square yard for a total price of
$1,166.55.
5. The parking garage supervisor was requested to obtain bids on
the installation of overhead doors on the rear entrances of the
parking garage in order to restore usage of the spaces inside the
garage now being held open because of the exits which are not being
used.
There being no further business , the Authority adjourned upon
the call of the Chairman.

Councilman Strong referred the matter of a transient merchant's of-the
license Ordinance to the Committee of the Whole. Whole.
City Attorney Dalton presented the following communication to the
Council:
As I mentioned to you on Friday, I am proud that I was a
resident of Jefferson City from 1950 to 1954 and try to Lake
advantage of every opportunity I get to come back to visit.
Following your recommendation of a responsible course of action, I
am writing this letter to ask that you present this matter to the
City Council.
As one of the considerable number of people whose travel was
delayed on the Whitton Expressway for an extended period by the Homecoming
High School Homecoming Parade, I was trying to figure out a good Parade.
reason why this was permitted to happen, and frankly I couldn' t
come up with a single one. Not only is this an expressway, which
people would ordinarily choose for travel when time is important,
but it carries traffic on Highways 50 and 63. Fortunately, I was
not late for an important appointment, but I imagined myself as a
salesman, rushing to meet an important customer and losing a sale
because I had to stop on a federal highway to watch pretty high
school students march by.
If there was a good reason why traffic should have been blocked
on this major artery for this purpose, I would appreciate your
letting me know about it. If there was no compelling reason, I am
sure that many motorists in the future will be grateful to the
Council, if they have the assurance that this won't happen again.
