Motion passed. - - - - - - - - - - Planning A request to rezone property located at 1620 and 1622 St. Mary's and Zoning Boulevard, from Single Family to Multiple Dwelling, was received Commission from John E. Ketterman. The request was referred to the Planning and Zoning,Commission. Transit A request was received from-the-East Side Betterment Association foil' Authority. the extension of bus service to the east city limits . The request was referred to the Transit Authority. Street Councilman Scrivner, Chairman of the Street Committee, presented the Committee application for employment of Michael N. Lindsey, 22 Thomas Drive, Report. Jefferson City, Mo. , for the position of draftsman, in the Depart- ment of Public Works , Councilman Scrivner moved that the appointment be approved. Motion passed. 533. ------- Councilman Nacy, Chairman of the Public Utilities Committee, presented the following report to the Council: A meeting of the Public Utilities Committee of the City o£ Jefferson was held at 7: 30 P.M. , Nov. 9, 1972, at the City Council Chambers . Present in attendance at said meeting were Richard R. Nacy, Jr. , Chairman, and Vincent Borgmeyer, Gilbert Ortmeyer, and James Woodman, Members . Also present in the Council Chambers were representatives of Ranson & Co. , Wichita, Kansas , and their ' Public attorney, Byron L. Kinder. ! Utilities ( Committee Matters considered, and the action taken thereon, were as Report. follows: 1. At the request of Harold G. Butzer, the Committee considered ! recent directions issued by Capital City Water Co. , directing plumbers to install meter boxes on city property. After discussion y the Committee, it was unanimously agreed that such practice cannot be allowed on any new construction for the reason that meter, yokes and meter boxes and covers are private property, and ought not to be located on city property. Furthermore, if and when it becomes necessary to move same, if they are located on city property, it would be incumbent upon the city to bear the expense of moving them. Upon motion of Mr. Borgmeyer, unanimously approved, it is recommended by your Committee that this matter be laid before the City Council, that the Water Company be contacted in this regard, and that, if necessary, an ordinance prohibiting any future installations of said equipment on cityproperty be pursued. (Councilman Nacy empowered to contact the Water Company) . 2. Central Motor Bank submitted a written request for the installation of additional lighting on Jefferson, Miller and Madiso Streets , adjacent to Central Motor Bank. The present lamps are 400 watt, 21,000 lumen lamps . The request is to increase the size of these lamps to 1000 watts , 58,000 lumens . The poles on which th ! present lamps are installed were bought and installed by Central Motor Bank. Councilman Woodman moved that said request be approved, and � your Committee voted unanimously in favor of said motion. 3. Request for the installation of two street lights , one between houses number 816 and 812, and the other between houses number 809 and 807, all on Eastern Air Drive. After discussion, your Committee was of the opinion that one street light should be approved between houses number 816 and 812, which are fully constructed houses . However, your Committee disapproved the request for a street light between houses number 809 and 807. A motion to that effect was made and unanimously carried. 4. Request by C. A. Bottermueller for assistance of the city to enable Mr. Bottermueller to connect to a water main on Industrial Drive. Mr. Bottermueller's letter of October 18, 1972, was discussed in detail, it appearing from that letter that Councilman Strong has agreed to allow Mr. Bottermueller an easement to cross his property in order to reach said main. However, your Committee was of the view that the City has neither power nor authority to direct that the requested connection be made. Since the Water Co. contends that it cannot allow a hook-up to its Industrial Drive main under PSC Rules , the matter appears to be one which Mr. Bottermueller must present to the Public Service Commission, and negotiate with the Water Co. No specific action can be recommended by your Committee on this item. 5. Investigation of municipal ownership of the city water system. Your Committee reviewed the hearings previously held, and after further discussion with the representatives of Ranson & Co. determined that it is advisable for the city to proceed to the next step in its investigation,namely, a financial feasibility study. Ranson & Co. represent that, under an agreement which was presented at the meeting and reviewed by the members of the Committee present Ranson & Co. would conduct such financial feasibility study on a contingency basis, with no charge whatever to the city for such 534. _._ _ __ . ............ ._.._.... . ,..iRegul.ar .Council Meeting, November 20.,. _1972_. study unless the system is ultimately purchased after bond election and other preliminary steps . Councilman Nacyhairman of the Public Utilities Committee, ,introduced the following Resolution: Resolution BE IT HEREBY RESOLVED by the City Council, City of Jefferson, Street Missouri, that the Missouri Power and Light Company make the Lights following installations in accordance with recommendations presented to the City Council by its Committee on Public Utilities and adopted by said City Council on November 20, 1972. 1. Increase the size of lights on Jefferson, Miller and Madison Streets adjacent to Central Motor Bank from 400 watt, 21,000 iumen lamps to 1000 watts, 58,006 lumens . 2. Parking Councilman Seaman referred the request of the West Side Business and Association, Inc. , that the City remove the parking signs on Traffic the north side of the 1200 bloc of Industrial Drive and let the Commission. 1001 from each intersection Ordinance of "no parking" apply, to the Parking and Traffic Commission, Parking Councilman Borgmeyer referred the-matter of making Kansas Street and or the one next to the Auto Parts Store one way streets , due to the Traffic congested traffic condition at the Ice Arena, to the Parking and Commission.
