HomeMy Public PortalAbout02.15.2012 Park Commission MinutesMedina Park Commission Meeting Minutes February 15, 2012 Medina City Hall Page 1 of 3 The Park Commission of Medina, Minnesota met in regular session on February 15, 2012 at 7:03 p.m. in the Medina City Hall. Park Commission Chair Paul Jaeb presided. 1) Call to Order Commissioners Present: Commissioners Absent: Also Present: Paul Jaeb, Madeleine Linck, Ann Thies, Bill Waytas, and Jean Beaupre Ben Benson City Council Liaison Melissa Martinson, Public Works Superintendent Steve Scherer and Assistant to City Administrator Jodi Gallup 2) Additions to the Agenda: None. 3) Approval of Minutes: • January 18, 2012 A motion was made by Linck and seconded by Waytas to approve the minutes with the correction of the date. Motion passed unanimously. 4) Public Comments (on items not on the agenda): None. 5) City Council Update: Council Member Martinson updated the Park Commission on recent City Council actions. 6) Goal Setting Session The Park Commission created the following goals for 2012: • Jaeb and Gallup will review grant opportunities and bring back a report to the March meeting • Jaeb and Gallup will input recommended future park projects into the Capital Improvement Plan and bring back a report at the March meeting • Review screen shots of website and discuss changes at the April meeting • Beaupre will give a demonstration on Google Places at the April meeting • Schedule Annual Park Tour for May 16th at 5:30 p.m. • Schedule Spring Nature Walk for June 2, 2012 at 9 a.m. at Tomann Preserve • Continue discussion and recommend approval of the Capital Improvement Plan at the June meeting • Participate in Annual Medina Celebration Day in September • Complete Park and Trail Master Plan by the end of 2012 Medina Park Commission Meeting Minutes February 15, 2012 Medina City Hall Page 2 of 3 A motion was made by Linck and seconded by Waytas to change the start time of the May 16th Park Commission meeting to S: 30 p.m. to conduct the annual park tour. Motion passed unanimously. A motion was made by Thies and seconded by Beaupre to reschedule the spring nature walk to June 2nd at 9 a.m. at Tomann Preserve. Motion passed unanimously. Discussion took place if there would be any value in meeting with similar sized cities to see what they have done. Ask questions of other cities on if they have check lists or plans in place to go through the process of developing a new park. Possibly go on short field trips to communities that have park features similar to Medina's interests. Possibly bring in a retired Park Director to give a presentation. 7) Park & Trail Master Plan Work Session The Park Commission continued to review the park rating and park assessment report. The following changes were made: Hamel Legion Park — include ball field lighting, irrigation, trail lights, and snow machine. Rainwater Nature Area — screen area from Target development with trees. Walnut Park — Services a purpose by filtering water from the Independence Beach neighborhood before it goes through the drain tiles and into the lake. Improvements can include reseeding and maybe adding some native plants. After assessing the existing parks, the Park Commission determined what the priority level would be for improvements in each of the parks. The parks were ranked as follows: Medina Morningside Park — High Priority Hunter Lions Park — High Priority Maple Park — High Priority Fields of Medina (future park) — High Priority Walnut Park — Moderate Priority Medina Lake Preserve — Moderate Priority Tomann Preserve — Moderate Priority Hamel Legion Park — Low Priority Holy Name Park — Low Priority Lakeshore Park — Low Priority Rainwater Nature Area — Low Priority Waytas mentioned that Holy Name Church has vacant land across from the Church that is only used a few times a year as over flow parking. The church may have some interest in Medina Park Commission Meeting Minutes February 15, 2012 Medina City Hall Page 3 of 3 turning this property into a recreation use and connecting it to Holy Name Park through the creation of a trail. 8) Staff Report a.) General Items — Gallup reported that the Planning Commission reviewed a concept plan for the proposed Enclave at Brockton development that includes 116 single- family homes. This item will be brought to the Park Commission when Lennar submits an application for preliminary plat. Scherer reported that one of the slides on the play structure at Hamel Legion Park has been recalled. The playground company has given the city a few options of different slides or tunnels to attach to the play structure at no cost. 9) Adjourn A motion was made by Beaupre, seconded by Thies and passed unanimously, to adjourn the meeting.
